SUBJECT: Selection of best proposal for stream restoration

RFQ submitted by GMC

The document shows familiarity with the project due to site visit and identifying the
location for stream restoration. However, the RFQ fails to address and outline some of
the requirements stated in the selection criteria. The RFQ doesn’t state the use of any data
as provided in the problem statement document and what method it will use to
supplement this data. It also fails to address in details the stakeholder engagements and
their involvement in the stages of the project.

Furthermore, it lacks information on how the hydrology and hydraulic models will be
approached during the project including sedimentation, maintaining velocity to reduce
flooding and erosions. The costing of the important deliverables is not stated and how the
company will approach this point there is a lack of information thereof. Monitoring
during and after the project is stated with clear information on how it will be approached.
The methodology doesn’t highlight any legislature or permitting body that has authority
over some aspects of the project
The project schedule contains more rich information than methodology and it clearly
shows the project duration. Compared to other companies it has the least experience in
dealing with similar projects.

Based on the above information, the GMC request for qualifications fails to meet
all the stated criteria with clarity to solve the client’s problems.

RFQ submitted by Stantec

A site visit and the use of local maps to conduct a much more precise feasibility study
have identified important areas in restoring the stream. There is also the identification of
areas that would be feasible to implement the project. Acquiring data to supplement the
one already provided has been documented and the method to source the data is outlined.
The protection and rehabilitation of the ecosystem that includes flora and fauna have
been stated in the proposal with much clarity. The various permitting departments that
have a stake in the project have been identified with ease. Public participation and other
stakeholder participation processes have addressed the role these parties play in the
project

The approach of transportation of sediments which is affected by the velocity of water


has been outlined meticulously and how sampling will be conducted. In addition, the cost
analysis of the best management practices during and after project completion is also
stated including some of the BMP processes and requirements.

Effective monitoring has been stated also which include working with the client. There is
also information about promoting and working closely with local states to promote
education regarding erosion and flooding. The project schedule shows the timeline and
the duration of five months. Santec has extensive experience in river restoration projects.
Based on the information stated above, the RFQ submitted by Santec passes the
stated criteria as it addresses the entire details project. It also has the necessary
experience required for this project.

RFQ Submitted by Dewberry

In comparing RFQ Submitted by Dewberry with RFQ submitted by Stantec they have
both delivered comprehensive information important to the project. These include design
approach, using already provided data and sourcing additional data to deliver the best
results. Other information includes identification of permitting authority, stakeholder
engagements and using various models to maintain water quality. They both have
extensive experience river restoration projects

The difference noted the cost approach of the project is not documented with clarity.
Dewberry project schedule has a timeline of 4 months and it also incorporates 5 years
monitoring period beyond the project completion.

Conclusion:

Regarding all the RQFs, Santec is the best for the project as it covers all the
important information that addresses the projects specification. Understanding cost
and having extensive experience with similar projects provides ease of completing
the project within budget and schedule.
