1.0 Introduction

1.1 General

This is the Hydrology Study Report on the existing Hiniduma – Thawalama Road (B156) in the
Sourthern Province in the Galle District, for rehabilitation and improvement. The length of this road
is 6.7 km and the location map is shown below in Figure 1.1.

It contains data and the standard methods adopted in the study viz., the collection of Hydrological
Data, Meteorological Data, Water resources Data and Data Analysis. Results of Data Analysis,
the sizes and levels of the irrigation openings, ditches, culverts and bridges. Discharge calculations
relating to the stream are given in Chapter 4.

1.2 Project Background

The Government of Sri Lanka (GOSL) has received a loan from the Asian Development Bank
(ADB) under the Integrated Road Investment Programme (iRoad) for the rehabilitation and
improvement of three national roads in the Sothern Province. The nine road sections, their route
numbers and the lengths appear in Table 1.1 below.

The executing agency for the project is the Ministry of Higher Education and Highways and the
implementing agency is the RDA. The RDA has issued a TOR in which the scope of work has been
defined.

1.3 Objectives of the Hydrological Study

Hydrological studies were carried out with the following objectives.

i. The main objective is to prepare a hydrological report for the existing Hiniduma-Thawalama
Road mentioned in 1.1.
ii. To identify all small basins, existing infrastructure problems, problems that may be caused
to the environment and the general public after the completion of construction and provide
solutions to these problems.

iii. To check the adequacy of existing culverts and bridges.

iv. To study whether the bridges can accommodate a 100-year flood and whether the culverts
can accommodate a 50-year flood in addition to normal flood water, and to have clearance
for free board.
v. Identify the areas that would be affected by floods (if available) and search for solutions and
to ensure that no fresh flood plains are created by the improvements to the road.

1.3 Methodology

i. Examination of topographic maps of scale 1:63360, 1:50000 and 1:10000


and drawing of cross sections and longitudinal sections of the drains and
canals.

ii. Site reconnaissance to ascertain the location of nearby reservoirs if any,


drainage canals and waterways and identify any drainage problems,
interact with the residents of the area to obtain information and consult
institutions like the DMC, ID and PID in order to obtain flood data and
their views.

iii. Stream basin study of areas through which the road passes.

iv. Do a hydro-meteorological study of the entire project area in collaboration


with the ID and MD.

v. Identify the 2yr, 5yr, 10yr, 25yr, 50yr and 100yr rainfall intensities based
on the available Intensity Duration Frequency (IDF) curves and develop
new Intensity Duration Frequency Curves for 2yr, 5yr, 10yr, 25yr, 50yr
and 100yr period rainfall intensities using the most recent annual
maximum rainfall data and annual exceedance rainfall data influencing
the project area.

vi. Computation of Time of Concentration according to the Formula proposed


by Eng. A. J. Ponrajah and peak discharges for small catchments using the
Rational Formula.

vii. Reservoir discharge studies to be done wherever necessary.

viii. To check the recommended free board to be kept for bridges (0.6m) and
culverts (0.30m).

1.4Scope of Work

The hydrological study is to be done on the specifications, guide lines and methodologies in the
TOR given by the Road Development Authority (RDA), where the necessary data were obtained
from the ID, MD, Survey Department (SD), and other relevant institutions. Data is to be collected
from hydrometric stations, meteorology stations and necessary studies to be done base on these.

The detailed hydrological report is to be carried out for the entire length of the Hiniduma to
Thawalama road based on an analysis of rainfall and flood records, supplemented by engineering
field investigations, establishment of road embankment levels, culvert and side ditches and the
designing of bed and slope protection for the bridges and drainage structures.

The structural adequacy and computation of capacity of all bridges and culverts are to be checked.
Finally, the hydrology report is to be prepared for the rehabilitation and improvements to the
Hiniduma to Thawalama road.

1.5 Overview of the Report

i. Chapter 1 gives the introduction, project background, methodology and


scope of work.
ii. Chapter 2 provides the sources of information of data and all information
regarding the road.
iii. Chapter 3 includes the development of IDF curves and rainfall analysis
relating to the project area.
iv. Chapter 4 describes the hydrologic and hydraulic design of cross drainage
structures.
v. Chapter 5 includes the overall observations and recommendations for the
entire stretch of the road.
vi. Chapter 6 provides the sources of data and references of the Study.

2.0 Source of Information

2.1 Topography of the project area

The entire project is located within the Galle District and it is completely in the Gin Ganga Basin.
Although there are no major or medium tanks within the Galle District but a few minor tanks exist.
There are over 150 minor anicuts build across streams and waterways in this basin. Swamps cover
a large area of the lower catchment.

Gin Ganga river is basin no 9 in the river basin map and originates from Gonagala Kanda at an
elevation of 1500m. The river is 119km long and has a basin area of 932 km2. There are 74 nos
flood regulation bunds along the river of total length of 24.184km up to the river mouth.

2.2 Cultivation in the Area

The main cultivation on either side of the road is tea but, when considering the entire catchment
palm oil, cinnamon, tea, rubber and pepper plantations also exist. There is a lot of irrigation
activities in this area under PID.

2.3 Hazards in the Project Area


This is an area with geological hazards like landslides and land subsidence and with hydrological
hazards like frequent floods, lightning and strong winds. In addition, communicable diseases like
Dengue and Rat fever are prevalent in this area. When mentioning hydrological hazards there are
two memorable and historical events viz., the 2003 and the 2017 floods.

2.4 Topographic Maps and Satellite Imagery


Topographic maps of scales 1:63360, 1:50000 and 1:10000 published by the SD of Sri Lanka were
used. These maps were used in an image form in a GIS Database after applying Georeferencing.

High resolution satellite images were used for this study. These satellite imageries adequately
covered the road trace area. These catchment areas were obtained using the topographic maps,
Digital Elevation Models (DEM) and Google satellite imagery as supplementary information.

2.5 Rainfall Data
These area receives the highest rainfall during the south west monsoon. Consequently, most major
floods occur during this monsoon period. The average rainfall of the country during the monsoon
period are given in Table 2.1 and the distribution of seasonal rainfall pattern show in Figure 2.1.

Although a large number of rainfall stations are maintained by different institutions like the ID, MD
and the tea estate sector, only the one at Galle has automatic instruments close to the project area

maintained by the MD. There are rainfall stations at Tawalama, Udugama, Neluwa, Deniyaya,
Aninlkanda, Paninkanda, Willy Group etc.

IDF curves can be developed only for Galle as automatic data is available for Galle for a period of
more than 25 years. Automatic data at Tawalama is available only for a few years. For this project
IDF curves for Tawalama are the most suitable. Due to the insufficiency of data for Tawalama, IDF
curves for Galle will be developed and these will be used to develop IDF curves for Tawalama.

2.6 Design Aspects


Adoptable return periods for road drainage structures (culverts and bridges) are given below;

 Culverts : 50 Years
 Bridges : 100 Years
Design guidelines stipulated in “Design of irrigation head-works for small catchments” by
Ponrajah, 1984 were followed since it is applicable for individual catchments up to 20 square miles.

2.7 Stream Flow Data


The Gin Ganga Hydrometric stations are at Baddegama, Agaliya and Tawalama, but Agaliya was
closed down in 2010 and the other two are established in the mid 1950’s by the ID are functioning
even today. The most suitable data for the project area are from Tawalama.

Figure 2.2 shows the locations of hydrometric stations in Gin Ganga Basin.

2.8 Flood Protection Bund Data
The operation system and Flood Regulations Data were obtained from the Office of the Divisional
Irrigation Engineer at Galle.

2.9 Structures data


Data relating to structures such as type of structures, size of openings, condition of structures,
adequacy, bed slopes, flow directions were obtained during field surveys and these existing data
are attached in Table 2.2 and Table 2.3.

Information regarding the flooding areas of the road was obtained from residents, Grama
Niladharis, Divisional Secretariats and other relevant government institutions viz., ID, PID and
DMC.

3.0 Development of Intensity Duration Frequency Curves for
Thawalama
3.1 General
Rainfall in Sri Lanka is subjected to spatial and temporal variations leading to distinct patterns of
seasonality, regionality and inter annual variability in climate. The annual average rainfall ranges
from 800 mm to 5000 mm and two thirds of the country receives less than 2000m of rainfall. The
south-west and centre experience more than 2000 mm of rainfall. The annual average rainfall
distribution in the country is categorized into 3 parts such as Wet Zone, Intermediate Zone and Dry
Zone, by the Meteorology Department.

The wet zone receives an annual average rainfall above 2500 mm, the intermediate zone receives an
annual average rainfall in between 1750mm and 2500 mm and the dry zone receives an annual
average rainfall less than 1750 mm. The project area lies in the wet zone of Sri Lanka as shown in
Figure 3.1.

3.2 Intensity Duration Frequency (IDF) Curves in the project area

All designing and planning of hydraulic structures, operation of water resources and researches that
deal with soil erosion and earth slips require rainfall intensity data for various durations and various
return periods.

At present, there are no updated IDF curves to calculate peak discharges and in model running in
the project area. IDF curves have never been developed for Tawalama. The closest and most suitable
Hydrometric station is located at Galle. The only available IDF curves at Galle had been developed
and used for the rainfall data period from 1955 to 1983 by Mr D.G L. Ranatunga and produced in
the publication “Towards more efficient Hydraulic and Hydrological Design of cross drainage
structures using new developed Intensity Duration Frequency Equations” in Transactions 2001,
Volume 1 – Part B the Institution of Engineers, Sri Lanka. Also IDF curves have been developed
by Mr A.J.Ponrajah in 1984 and published in the publication “ Design of Irrigation Headworks for
Small Catchments “. However, these IDF curves were not for specific locations but generalized for
6 different Hydrological zones in Sri Lanka. As these IDF curves are outdated, new IDF curves
were developed for this study.

3.3 Collection of Rainfall Data


To develop IDF Curves for shorter durations and longer durations for Galle at location (Latitude
6.030 N, Longitude 80.220 E) rainfall data obtained from the principal rainfall stations maintained
by the Meteorology Department were used.

For the analysis of longer duration 24-hour daily rainfall data are required and data collected for 25
years from 1994 to May 2019 at the Galle meteorological station were collected from the
Meteorology Department.

Data collected to estimate maximum rainfall depths for shorter durations such as 15 minutes, 30,
minutes, 1 hour, 2 hours, 3 hours, 6 hours, 12 hours and 18 hours, either digitalized data for
15minute intervals or pluviographs are required. There is no digitalized data for the required period
at both stations and therefore pluviographs were used to identify the maximum events. Pluviographs
were available from 1994 to 2018 for the Galle principal station maintained by the Meteorology
Department.

The pluviographs at this station were examined to find the maximum rainfall events and to identify
the maximum rainfall depths in each year for various durations and consequently annual maximum
rainfall depths were estimated for the above short durations. Figure 3.2 shows the pluviograph for
8th May 2015 for Galle, as an example.

3.4 Analysis of Rainfall Data


Primary processing, secondary processing and data screening were done from all the collected
rainfall data and monthly maximum rainfall, monthly minimum rainfall and monthly total were
tabulated for each year. The annual analyzed and tabulated daily rainfall data for Galle are shown
in Appendix tables APT 1 to APT 26 for the period from 1994 to 2019

3.5 Maximum Rainfall Events at Galle


The calculated annual maximum rainfall depths at Galle for 24 hours is shown in Table 3.1.

From the above analysis and past records, it could be seen that,

(a). The Galle rainfall station had been established by the Meteorology Department in 1873 and the
highest recorded rainfall the for a period of 146 years up to 2019 for a 24-hour period was 319.7
mm on 7th May 1915.

(b). From the 25 years’ study period from 1994 to 2019, the highest maximum rainfall depth for 24
hours was 282.8 mm on 17th May 2010.

(c) Similarly, in the 25 years’ study period the lowest maximum rainfall depth for 24 hours was
75.2 mm on 6th May 2003.

3.6 Maximum Rainfall for Short Durations at Galle

The estimated depths of maximum rainfall for shorter durations for a period of 25 years at Galle are
shown in Table 3.2 as below.

3.7 Analysis of Annual Exceedance Rainfall


In addition to these annual maximum series for all durations, the annual exceedance series were
considered. Select the number of values exceeding a certain level (threshold) in each series such
that the number of values above the threshold equals the number of years of data in annual series in
each duration. The annual maximum series and the annual exceedance series for 24 hour durations
at Galle are shown in Figure 3.3 below.

3.8 Frequency Analysis of Rainfall Data


The annual exceedance series for all durations for the selected period was tested statistically in data
screening of trend, outliers, T-test for test of stability of mean, F -test for stability of variance applied,
and hence corrected and smooth data was used to estimate the statistical parameters.

In the frequency analysis, according to the statistical parameters and properties of distributions the
most appropriate and fitted distribution was found as Gumble Extreme Value distribution for all
sets of exceedance series for all durations at Galle. From the above sets of annual exceedances data,
the rainfall depths were calculated for the frequencies 2 years, 5 years, 10 years, 25 years, 50 years,
100 years and 200 years for 15minutes, 30minutes, 1 hour, 3 hours, 6 hours, 12 hours, 18 hours and
24 hours durations by fitting the Gumble Extreme Value distribution for Galle.

3.9 Development of Rainfall Intensity Development Curves (IDF)
Analytically the Intensity Duration Frequency relationships are commonly expressed in a
condensed form by the general equation,

I = A/ (T + B) n, where I is the design maximum rainfall intensity, T is the duration.

A, B and n are coefficients varying with location and return period.

These calculated and tabulated depth duration frequency estimations at Galle were used to develop
the Intensity Duration Frequency table (IDF table). By using the Least Square method with
correlation and regression the most fitted IDF equations at Galle are shown in Table 3.4 below.

The maximum rainfall intensities for 3 hr , 6hr, 12 hr and 24 hr durations for the water years from
2004/05 to 2016/17 were collected from the ID Hydrology Annual Reports and some rainfall events
were examined for shorter durations of 0.25hr , 0.50hr and 1 hr and 2 hours.

3.14 Monthly and Annual Rainfall Studies

In addition to the development of IDF curves for future reference, monthly, annually and
seasonally,the rainfalls at Galle and Tawalama were analysed. The monthly average rainfall and
variation of monthly average rainfalls for Galle and Tawalama are shown in APT 27 and APF 1.

Similaly APT 28 to APT 32 show the monthly rainfall at Tawalama ,Panilkanda, Anilkanda, Willy
Group and Neluwa. APT 33, APF 2 and APF 3 show the calculated annual rainfall and the variation
of annual average rainfall at Galle. Also the seasonal average rainfall variations were calculated and
are shown in APT 34, and APF 4 for the Galle Rainfall Station.

4.0 Hydrologic and Hydraulic Design of Drainage Structures
4.1 Hydrologic and Hydraulic Design
The hydrologic design consists of four steps which lead to the final adequacy checking of the
particular hydraulic structure. The four steps are,

i. Catchment study

ii. Computation of Time of concentration for a structure.

iii. Computation of peak flow by using Rational formula

iv. Hydraulic design of a structure by using Manning formula and Continuity equation.

4.2 Catchment Study


The demarcating catchment boundary was drawn based on 1:10000 topo map and DEM (Digital
Elevation Model) by using the ArcGIS and ArcMap software. Additionally, the catchment
characteristics such as topography, the length of the longest watercourse, the elevation of the longest
water course, the elevation of point of interest, the catchment area and land use were estimated.
Catchment boundaries of all structures, drainage channels and topography are given in Appendix
APF 4 to APF 9.

4.3 Specimen Calculations of Cross Drainage Structures


Hydrological computations were carried out to test the adequacy of the existing cross drainage
structures using Rational Formula for peak flow computations, while Manning’s equation for
hydraulic capacity computations.

Here, the specimen calculations have been done for Box Culvert 4/6 at Ch. 3+263.

4.3.1 Hydrological Discharge Calculations

The hydrologic computation and design consist of several steps.

a) Computation of Peak Flow

Method of calculation is based on the Rational Equation shown in "Design of Irrigation


Headworks for small catchments by A. J. P. Ponrajah in 1984.

The values of the runoff coefficients for individual catchments have been estimated based on the
land use information obtained from 1:50,000 topographic maps (Survey Department, Sri Lanka)
based on the guide tables provided by Irrigation Departmant Hydrological Annuals.

Runoff coefficient was selected as 0.50 for the whole road.

Catchment Area = 0.0204 km2 (Catchment area was extracted from Arc GIS/Arc Map
database by demarcating the catchment on 1: 50,000 map).

b) Computation of Time of Concentration (Tc) for Catchments

Estimation of time of concentration (Tc) for culverts and bridges are done using the method
proposed by Ponrajah (1984) in his book titles “Design of Small Irrigation Headworks for Small
Catchments” as given below. This is a very well established local standard.

this road. The most critical duration for the rainfall intensity is taken as the time of concentration
at the particular location.

Required design period for the culverts in the project = 50 years

4.3.2 Hydraulic Calculations along the Structures

Once the peak flows were estimated, the cross drain conveyance capacities were determined
through a hydraulic design. Manning’s formula and continuity equation were used for calculating
the maximum discharge capacity of culvert/ bridge.

b) Maximum Design capacity of a Bridge

Above same calculation procedure was followed to calculate the hydraulic radius of bridges since
the bridge opening is also in rectangular shape same as the box culverts. However, the freeboard
was taken as 0.6m for all bridges according to RDA Bridge Design Manual.

Specimen calculations have been done for Bridge 2/5.

From hydrological calculations,

QPeak = 3.31 m3/s (Refer the Table 4.2: Detailed calculation sheet)

Span of the bridge = 6.0 m


Height of the culvert = 2.0 m
A = 6.0 (2.0-0.6)
= 8.4 m2
P = 6.0 + 2 (2.0-0.6)
= 8.8 m

Therefore, the maximum capacity of existing bridge is sufficient for peak discharge of the
catchment.

Here, the specimen calculations have been done for Pipe Culvert 4/4 at Ch. 2+982.

From hydrological calculations,

QPeak = 0.31 m3/s

Figure 4.2 shows the hydraulic radius calculation procedure of a pipe.

Then substituting to equation (7),

Therefore, the maximum capacity of the existing pipe culvert is sufficient for the peak discharge of
the catchment.

As per the specimen calculation the similar calculations were done for all structures and
incorporated the outcomes during the field inspection and client’s feedback. For a satisfactory
performance of the culvert/ bridge QMax > QPeak ; i.e. the drainage structure should have a capacity
to carry a flow equal or more than the peak flow. Table 4.3 gives the detailed calculation sheet and
Table 4.4 gives the proposed new opening sizes and recommendation.

7. Observed annual maximum rainfall for 19 years for the period from 1999 to 2017 at Tawalama
is 5661 mm in 1999.

8. The rainfall runoff ratio in the Gin Ganga at Tawalama basin is 67% (basin runoff/ rainfall).

5.2 Recommendations

1. Climate change results in an increase of rainfall intensity. During our rainfall studies it was
observed that the rainfall intensity has increased in this area also. This phenomenon results in a
higher discharge of water, with the culverts with their small openings cannot accommodate.
Therefore, the opening sizes of the smaller culverts have to be enlarged. The box culverts as well
as the hume pipes have to be converted into box culverts of size 1.0m x 1.0m. (e.g. hume pipes of
0.6m dia and box culverts of size smaller than 1.0m x1.0m).

2. For culverts and bridges free board has to be considered.

3. The side drains on the road have to be improved together with the lead-ways to facilitate the flow
of rain water.

4. It is observed that there are irrigation schemes in the project area managed by the PID.

5. It is recommended that the culvert slope be kept at 1% in order to avoid scouring at outlets and
lessen the damage to vegetation.

6. For all pipe culverts Manning’s coefficient was assumed as 0 .012, for all box culverts it was
assumed as 0.016 and for bridges it was assumed as 0.025.

7. The road construction and improvement to side drains, and lead way paths should be done without
causing any damage to existing infrastructures (homes, paddy lands, connecting roads … etc)

8. Road improvements and rehabilitations should be such that no new flooding areas are created.

9. Side slope protections have to be provided at the following locations.

10. As farmers make use of water flowing through all the culverts located on this stretch of this
road for their cultivations, their number should not be reduced.
