SAFETY MANAGEMENT
HOW IT CAME TO BE
 In October 14, 1911, the Des Plaines, Illinois-based ASSE was founded in New
York City.

 Back then it was United Association of Casualty Inspectors composed of


only 62 members

 ASSE (American Society of Safety Engineers) is the oldest professional


safety society and represents more than 35,000 SH&E practitioners committed
to protecting people, property and the environment and are at the forefront of
safety engineering, design, standards development, management and
education in virtually every industry, governmental agency, labor and in
institutions of higher education

 Founded in memory of the March 25,1911 fire in Triangle Shirtwaist Factory


in Asch Building (New York City) that killed 146 workers.

 The fire spurred the growth of the International Ladies’ Garment Workers’ Union
and the Women’s Trade Union League.
HOW IT CAME TO BE
 Frances Perkins, began her commitment to establishing the workplace safety
and health. She was also the first female cabinet member and the Secretary of
Labor at the time of the Triangle Shirtwaist Factory

 13,228 - these is the number of miners who died in US coal mines from 1906-
1911

 In 1914, United Association of Casualty Inspectors changed is name to


American Society of Safety Engineers

 The safety professional is defined as “an individual, qualified by education,


training and experience, who in working with and through others, and following
a Code of Professional Conduct, helps to identify hazards and develop
appropriate controls for these hazards, that when effectively implemented,
prevent occupational injury, illness and property damage.”

 SET BACKS - In the beginning of World War I , many workers enlisted in the
army. At the end of World War I in 1918, depression and lack of safety jobs in
insurance or war industries almost caused the dissolution of ASSE
HOW IT CAME TO BE
 In 1919 ASSE published Safety Engineering, its first official
publication, and began to grow as a national organization

 1921 - membership reached 2,500.....4,000 by 1949.

 In 1936 the federal government passed the Walsh-Healey Act, which


applied the first standards for safety and health to firms that had
business with the government

 1958 - ASSE conducted research with the Air Force, which led to
advances in fall protection belts and harnesses that were later realized
in American National Standards

 In 1964 ASSE assisted in the revision of the Walsh-Healey Act. A heavy


emphasis on education for safety professionals began. Systems safety
management emerged with the advent of the U.S. space program and
membership climbed to 8,000
HOW IT CAME TO BE
 In 1968 ASSE backed the Occupational Safety and Health (OSH) Act,
which created both the Occupational Safety and Health Administration
(OSHA) and the National Institute for Occupation Safety and Health
(NIOSH), and was passed in December 1970

 As ASSE grew, in 1985 the headquarters were relocated to their


present location in Des Plaines, Illinois on November 8. Also, divisions
were created in such areas as transportation, international, health, etc.
in order to address specialized technical interests of ASSE members

 In 1999 ASSE established the Professional Safety Academy (PSA) to


offer a higher level of career support to ASSE members and the
profession. The program includes an annual Professional Development
Conference and Exposition, as well as multiple other workshops and
seminars all over the country
WSO
WORLD SAFETY ORGANIZATION
The World Safety Organization (WSO) is an international professional
association in safety. The WSO was founded in 1975 in Manila, Republic of the
Philippines, as a result of a gathering of over 1,000 safety professionals from all
continents at the First World Safety and Accident Prevention Congress
(WOSAPCON) held from 16–21 November 1975. The Second WOSAPCON
was held in Singapore from 9–14 June 1978. The WSO gained Special
Consultative Status Category II (NGOs) with the UN Economic and Social
Council (ECOSOC) in 1987. The WSO World Management Center was
established in the USA in 1987, to be responsible for all WSO activities, which
includes facilitating its relationship to the United Nations (UN) and its
cooperation with professional safety, environmental and other allied
organizations. Since the establishment of the WSO World Management Centre
in the USA, international conferences have been conducted annually in the
USA
The WSO is governed by a 21 member Board of Directors and is headed by
a President/Director-General, which is currently Dr Vlado Senkovich. Its
operations are managed by International Offices, Chapters, Divisions,
Committees and specially designated WSO Collaborating Centers. A Global
Safety Roundtable is also conducted annually during the WSO international
conferences held in the USA, where participants can exchange expertise,
experience and knowledge with their counterparts from other countries on new
methods and programs being implemented in their respective areas of
specialization. The Global Safety Roundtable is also a forum for the
development of potential resolutions to UN ECOSOC
The Objectives of the WSO are to:
 To encourage the effective exchange of information and experiences
between members of the WSO;

 Collaborate with other international organizations in areas of mutual


concern;

 Promote the continuous advancement of safety and accident prevention


technology;

 Strive for a universal level of professionalism and competence among its


members and all professionals and practitioners in the multi-discipline of
occupational and environmental safety, health and accident prevention; and
to

 Advance the WSO overall theme...."Making Safety a Way of Life . . .


Worldwide."
MEMBERSHIP & CERTIFICATION
Membership of the WSO is open to all interested safety professionals (as
Affiliate Members) and to others interested in safety (as Associate Members). It
also offers Student, Institutional and Corporate Membership. The WSO offers
16 Certification programs, such as:

 Certified Safety Executive

 Certified Safety Manager

 Certified Safety Specialist

 Certified Safety and Security Director
