III. Overview:

On august 19, 1939, the occasion of his 61 st birthday, President Manuel L.


Quezon issued Executive Order No. 217 that prescribed a set of civic and ethical
percepts-collectively known as the Code of Conduct of Citizenship and Ethics to be
taught in all schools in the Philippines.

The list, a product of a committee composed of leading jurist and political


luminaries organized by he President, would be eventually turned into a 71- page
volume, complete with historical anecdotes references to the virtues Filipinos have
displayed throughout the years. In a letter to the President printed as a preference to
the book, the committee wrote, “The life of a nation depends upon the moral and
civic virtue of its citizens. Now, more than ever, when nations, great or small, are on
the verge of collapse do we realize this fundamental truth”

IV. Objectives:

a. to identify the different civic and ethical principles for Filipino Citizens

b. to develop the moral character, personal discipline, and civic conscience of


students.

c. to inculcate to the students on the value of citizenship and personal


responsibility which is essential in preparing them as responsible infantry man.

VI. Entry Behavior:

for.

Everyone is affected by an act of kindness. Kindness is what I have and it's


contagious and I know just how big of an impact a small gesture of kindness can
have. Kindness improves our quality of life in the workplace as well as in the
community. It brings people together.Doing good for others feels good. Showing
kindness to others is just as rewarding as receiving it from someone else. Stop and
think before you talk or act. Remember to laugh throughout the day. Spreading joy is
its own act of kindness.

b. How should you treat other people?

I will treat others in a way of listening with curiosity, speak with candor, and act with
integrity. Listening as it allow relationships to thrive. Speaking your truth allows
people to be honest with themselves and with you, and acting with integrity keeps
relationships on a high standard. Relationships need curiosity to grow, candor to
deepen, and integrity to continue. Furthermore, I will treat everyone with kindness--
not because they are kindhearted, but because I am. One of the greatest gifts we
can give another is kindness. If someone is in need, lend a helping hand. Don't do it
only for the people you like and respect, that's easy, but also for the ones who drive
you crazy and those you don't even know. True kindness lies in the act of giving
without the expectation of getting something in return.

As a student how do you want others treat you?

If you want to know how others treat you, the best starting place is to look at how you
treat others. And if you don't like the way you're treated, there's only one course of
action--to change your own behavior, because you can't change anyone else's.

Of course l, as a student, I aspire everyone to treat me the way I treat them. I want
people to have respect and discipline for them or for us to socially build good
environment through communication anfld treating each other fairly and in
moral.Instead of judging people by their past, stand by them and help them build
their future. Everyone has a past. Some are a source of pride, and others are best
left behind. But whatever their past, people do change and grow, so instead of
judging, stand by and support them as they move toward their future. Treat them
with respect and make their journey your own.

PRESCRIBING CERTAIN CIVIC AND ETHICAL PRINCIPLES TO BE TAUGHT IN


ALL SCHOOLS IN THE PHILIPPINES

Whereas section five of Article XIII of the Constitution provides that all schools shall
aim to develop moral character, personal discipline, civic conscience, and to teach
the duties of citizenship;

Whereas in order to comply with the above constitutional provision, it is necessary


that a Code of Citizenship and Ethics be adopted and taught in the schools;

Whereas, pending the formulation of such a code by a committee representing the


various elements of the community and the adoption thereof, it is essential that the
schools should at once take steps in order to effectuate the mandate of the
Constitution in this respect;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the


powers vested in me under the Constitution, do hereby direct the Secretary of Public
Instruction to require all schools to teach the following civic and ethical principles,
drafted by a group of eminent citizens:

1. Have faith in Divine Providence that guides the destinies of men and nations.

2. Love your country for it is the home of your people, the seat of your affections, and
the source of your happiness and well-being. Its defense is your primary duty. Be
ready at all times to sacrifice and die for it if necessary.

3. Respect the Constitution which is the expression of your sovereign will. The
government is your government. It has been established for your safety and welfare.
Obey the laws and see that they are observed by all and that public officials comply
with their duties.

4. Pay your taxes willingly and promptly. Citizenship implies not only rights but also
obligations.

5. Safeguard the purity of suffrage and abide by the decisions of the majority.

6. Love and respect your parents. It is your duty to serve them gratefully and well.

7. Value your honor as you value your life. Poverty with honor is preferable to wealth
with dishonor.

8. Be truthful and be honest in thought and in action. Be just and charitable,


courteous but dignified in your dealings with your fellow men.

9. Lead a clean and frugal life. Do not indulge in frivolity or pretense. Be simple in
your dress and modest in your behavior.

10. Live up to the noble traditions of our people. Venerate the memory of our heroes.
Their lives point the way to duty and honor.

11. Be industrious. Be not afraid or ashamed to do manual labor. Productive toil is


conducive to economic security and adds to the wealth of the nation.

12. Rely on your own efforts for your progress and happiness. Be not easily
discouraged. Persevere in the pursuit of your legitimate ambitions.
13. Do your work cheerfully, thoroughly, and well. Work badly done is worse than
work undone. Do not leave for tomorrow what you can do today.

14. Contribute to the welfare of your community and promote social justice. You do
not live for yourselves and your families alone. You are a part of society to which you
owe definite responsibilities.

15. Cultivate the habit of using goods made in the Philippines. Patronize the
products and trades of your countrymen.

16. Use and develop our natural resources and conserve them for posterity. They
are the inalienable heritage of our people. Do not traffic with your citizenship.

1. Why is important to know the civic and ethical principles for Filipino citizens?

It is very essential as civic virtue helps people understand their ties to the community and
their responsibilities within it. In many ways, an educated citizen who possesses civic virtue
is a public good. A country must call for leaders to take the initiative and start educating
filipino youth about civic virtue, reconnecting with their neighbors, and increasing
participation in politics to change this trend and to help them reconnect. Everyone should
be activly participating in public life ,trustworthiness, and reciprocity that is acquired
through social connectedness. Only through an understanding of civic virtue will an
individual be able to flourish in their communities and play an active role in filipino
democracy.
2. Give example of each civic and ethical principles based on your own experience.

Based onmy experiences, i do service learning in which I learned civic responsibility. Through
service learning, me myslef as well as the citizens participate in projects to help or serve the
needs of other people. I experienced getting my hands dirty and actually doing work as we
help other more likely cleaning communities here in Pola, I experienced the value and
impact of giving to people and learn to be productive members of society. I also volunteer
through local churches and even feeding programs to childrens. Volunteering allows me to
have the opportunity to share my skills and talents as well as the learning of new skills while
helping those in need of assistance.
