Electricity & Gas Bills Charged from the Residents of the Colony
The Federal Audit raised para in the year 1990-91, which was ultimately discussed in
DAC held on 29-08-1997 and it was decided that a D O letter from Secretory MoST to
Raja Nadir Pervaiz, Minister for Water and Power for separate connections on domestic
tariffs. (Annexure A)
The same advanced draft para (1990-91) No. 3 was also decided in DAC meeting held
on 24-10-1997 to raise bills at commercial rates for future. (Annexure A-1)
In this regard Federal Secretory Mr. Shehryar Khan forwarded a letter to Lt. General
Zulfiqar Ali Khan, Chairman Water & Power Development Authority, WAPDA House,
Lahore vide letter dated 18-01-2003 and made request that WAPDA may allow to
LESCO for separate electricity meters in the PCSIR residential colony for supply of
electricity at domestic rates. (Annexure B)
The WAPDA authorities regretted the request being against tariff provision (tariff C-2)
vide letter dated 25-02-2003. (Annexure C)
The resident of the colony filed appeal before the Wafaqi Ombudsman against the
implementation of tariff C-2 (rates) on the residences.
The same matter again raised in Federal Audit and discussed in DAC held on
23-12-2010 the then Chairman PCSIR stated that the electricity bills are being charged
on domestic tariff and not on commercial tariff. Audit accepted the justification given by
PCSIR and para settled. (Annexure E)
The Federal Audit continually raised the audit observation regarding this issue therefore
PCSIR Head Office Islamabad directed vide letter dated 01-01-2014 “In order to
overcome the financial loss to PCSIR, the tariff charged by the respective electric
supply companies may be charged to the residents till the installation of individual
meters from the respective electric supply companies” which was implemented in April
2014 on Electricity and Gas bills. (Annexure F)
The residents of the colony filed W.P No. 18552/2014 titled “Muhammad Shoaib etc. VS
MoST, PCSIR, LESCO, SNGPL” before the Lahore High Court Lahore. The Honorable
Court passed ordered on 12-01-2015 that, “Till then, the respondents will not deduct
electricity, Gas and Water charges from the petitioners salaries at commercial or
industrial rates as they are not carrying any commercial activities. The petition is still
pending before the Court. (Annexure G)
The PCSIR is trying best for direct connections from LESCO / SNGPL for the residents
of the colony.
Present Status of Electricity Connections
On the various requests / meetings with the higher authorities of LESCO it was agreed
vide letter dated 19-09-2017 that PCSIR submit the design of electrification network of
PCSIR residential colony through WAPDA approved Consultant. Which was submitted
to Chief Engineer P&D LESCO Lahore vide letter dated 04-10-2018 (after completion of
all codal formalities for preparation of design etc. through tender formalities.

After submission of the design etc. the LESCO authorities verbally refused to
entertained the request of PCSIR against the already installed electricity meter under
tariff C-2.
In this regard PCSIR have submitted report on 24-01-2019 in the Honorable Lahore
High Court Lahore. (Annexure H-1)
The difficulties explained by PCSIR were fully acknowledged in all three meetings and it
was decided in PAC meeting held on 02-07-2002 to take up the matter with the
Chairman WAPDA by the Secretory, Ministry of Science & Technology.
As per directives of PAC the matter was taken up to the highest level of
the WAPDA authorities. The WAPDA authorities regret to install the
separate meters against individual residential connection vide their letter
No.297/M(P)GMCS/DG(C)D(R&CP)/55715 dated 25-02-2003 (Copy enclosed).
However the PCSIR has installed its own electricity meter at each residence to charge
electricity bill as per actual consumption of electricity at domestic rates of WAPDA.
The matter again discussed in the DAC meeting held on 23-12-2010. The PCSIR
informed the DAC that the electricity bills are being charged on domestic tariff and did
not on commercial tariff. The DAC accepted the reply of the PCSIR and settle the audit
para.
