COMPLAINT AGAINST EXCESSIVE UNITS

ORDER.

This petition was instituted by Mr. Wahid Ur Rehman S/O Gulab Khan under
Section 38 of NEPRA Act, 1997 read with section 24(2) and 26(6) of the Electricity Act,
1910 against PESCO regarding excessive billing, thereby praying that being a domestic
consumer and paying all electricity bill regularly, though nothing was outstanding
against him, yet excessive billing was made against him for which he contacted the
quarter concerned, but of no effect, hence the instant case.
Both parties were summoned vide this office letter No. 4517-20, dated: 24-05-
2022. Parties were afforded opportunity of being heard. Both parties entered
appearance and adduced evidence. The petitioner stated that his meter was defective
and was replaced in November, 2021, and again replaced in December, 2021 and
excessive 1423 units was charged against him in 11/2021. The petitioner further added
that he has installed a solar system to his whole house, due to which his consumption
come down and further requested for revision of his bill. While Representative of the
respondents said that PESCO has installed a new meter due to replacement of
defective meter and further stated that there is no excessive units charged against him.

Further the Pesco representative requested to check the site jointly to verify the
facts. The site was jointly checked in presence of all parties on dated: 07/06/2022 and
submitted report, which reveals that petitioner has installed solar system of 14 KVA.

The documentary evidence placed before me were perused and examined.


Arguments advanced by the parties. The record show that petitioner has installed solar
system and his consumption is very low, which is justified from joint checking report.

After scrutinizing the record the instant case is decided as under.


1423 units charged against the petitioner A/c No. on defective code shall be
revised on previous year corresponding month consumption data or average of eleven
months whichever is higher as per NEPRA Policy and revised bill be prepared and
delivered to the petitioner for payment, and further directed to restricted future billing
according to actual meter reading.

Copies of the decision shall be supplied to the parties.
