No. of SSFs Established = All Established SSFs from start of the program until end of the
previous year

SSFs Disposed = refer to those inspected/ verified by the Provincial/ Regional Director
concerned and COA Auditor as lost, damaged and irreparable/ unserviceable/ beyond
economic repair due to natural/ man-made calamities and other reasons (e.g. wear and tear,
obsolescence), and deleted from the DTI inventory following proper disposal procedure.

SSFs Turned Over = refers to SSFs with expired Usufruct and turned over to the cooperator
because of successful project operation.

No. of Other Users Assisted = Users of SSF that are not MSMEs. This may be students,
housewives, potential entrepreneurs, etc.

No. of Cooperators Assisted = Cooperators that were provided with assistance by DTI such
as product development, trade fair participation, training,
consultancy, etc.

No. of SSFs monitored in the Region = SSFs established to date net of those disposed and
transferred; SSFs maintained

No. of Fully Operational SSFs maintained = an SSF whose machines are utilized at full
capacity and thus project objectives/ targets are achieved; SSF projects with intermittent
processes such as those with seasonal supply may be classified as fully operational, provided
that utilization of its machine should be more than 50% of its full capacity or operating for a
period at least 9 months in total for given year and still achieved its objectives/ targets
following the production schedule stated in the Manual of Operations.

No. of Partially Operational SSFs maintained = SSF projects whose machine utilization is
less than 50% of its full capacity or operating for a period less than 9 months in total for a
given year and have not fully achieved project objectives/ targets.

No. of Non-Operational SSFs = An SSF where all machines/ equipment are not being
utilized for productive purposes due to various reasons caused either by poor internal
management of the facility (e.g. unmaintained machines) or inability to secure sustainable
resource inputs (e.g. failure to source continuous supply of raw materials) and thus project
objectives/ targets are not achieved.
