Background:

Bangladesh is over populated country where extreme poverty and vulnerability is one of the
biggest problems for development. A large number of people are living under the extreme
poverty line and majority of the rest are just above the national poverty line which implies that a
small shock can push a large number of individuals into poverty. The proportion of population
living below the national poverty line is 21.8% (2018). Poverty is the result of a shortage income
and resources. People can not ensure education due to poverty in rural area. Therefore, the
literacy rate of Bangladesh is not up to the mark. Increasing the literacy rate and educational
status is the key development challenge for Bangladesh.

In rural area, most of the people are poor and lead a miserable life. In most of the time poor
parents can not provide education to their children. As a result, the poor people stay in the
vicious cycle of poverty. So our target group for the project is these type of poor family who are
under the poverty line and can not afford education to their children. This project will help the
poor households by giving incentives and conditions. For that, conditional cash transfer program
whose main goal is to increase the income of poor households can ensure the education in rural
area. The ability of the project is to improve financial knowledge, behavior and attitudes among
the poor family who are living under the national poverty line. And it also will able to increase
the number of school going children.

The project will cover 200 families and 250 children in Chilmari upazila in kurigram district
where most of the family are living under the poverty line. Their main source of income is
agriculture that is 70.74%. At present, the COVID-19 pandemic has reduced their family income
and it has a great impact on children education. Besides, the literacy rate of chilmari upazila is
only 33.77%. We have taken those children who are in class six to ten and will not afford to the
basic need of education. The project will be implemented by providing cash transfer to the
households by giving condition that is to send their children to school. The expected duration of
this project is 3 years and will run from 1 January, 2021 to 31 December, 2023. The estimated
budget of this project is around 180000$ and this project will be funded by UNICEF and Action
Aid. The beneficiary group of this project is the poor households.

Objectives:

There has a positive impacts of conditional cash transfers on poverty and education.
Improvements in both poverty and education related outcomes are possible when cash transfers
are conditioned. The first objective of this project is to augment income of the poor households
by providing cash. The households can use that cash in any other activities that will boost their
income. Giving cash will be conditioned. And the condition under the project is they will send
their children to school.

The second objective of this project is to ensure some basic skills of the poor households so that
they can improve financial knowledge, behavior and attitudes. For that, some training session

will be taken which will build their knowledge to emphasize small business or any financial
activities. Awareness sessions will help to improvise their notion of child education. Besides,
they will able to make decisions, design and implement whatever they want for profit
maximization. Thus, they will spend the profit to benefit their children’s education.

This project is connected with the education. The third objective of this project is to enhance
student’s technological knowledge. For that, we will provide some technological accessories to
the students who are under the project. We will provide some training session for them that will
flourish their ability to use technology so that they can make themselves as a strong candidate in
the competitive job market. That will increase their knowledge about online based education.
Besides, they can gather knowledge about online based business that will make them to be an
entrepreneur.

Providing cash transfers to the households will ensure that the money will spend to benefit the
children’s education as well as it has a great impact on household’s empowerment. We have
enough transparent rules, control systems, accountability mechanisms that will help to ensure the
program credibility.

Scope of Work

1. Problem Statement: The project “Empowering people through Conditional Cash Transfer”
tries to solve the basic nature and structure of education of children by providing them a
monetary help which can be called conditional cash transfer. The target group includes
250 children from class 6-10 of 45 schools of Kurigram district, Chilmari Upazilla of
Bangladesh and 200 parents of those children as a form of community. The lack of proper
education and no access to economic opportunities will directly affect these target groups
since education and financial empowerment is the primary strength to lead a good life.
2. Project Goal: The main goal of this project is to enable children to continue their
education without any hindrance after COVID ends. Moreover, training with money will
be provided to their parents so that they become skilled and come out of poverty.
3. Deliverables: The project will be run for 3 years starting from 1 st January, 2020 up to 31st
December 2023. After the end of this project it is expected that post COVID period will
be much flexible for the targeted group of children to continue their education.

4. Administration: Weekly reports need to be given consisting number of students going to
school every week and what are the materials they are lacking off to continue a smooth
education.

Key Stakeholders:
Key stakeholders are those who have a direct interest in our project. Without them we will not be
able to implementation our project. Key stakeholders have an important role to play to achieve

the anticipated outcomes in our project .The key stakeholders in our project have been identified
as Student, Poor households, Trainer, Implementing organization, monitoring Organization,
UNICEF and Action aid. All identified stakeholders have roles and responsibilities for
implementation our project.

 Students: They will attend school regularly and participate training session for
enhancing their technological knowledge.
 Poor households: They will participate training session and send their children in
school.
 Trainer: Trainer will give training on some basic skills of the poor households so that
they can improve financial knowledge, behavior, attitudes and will motivated Parents so
that they send their children in school. Trainer will also give training on poor
households students to enhance their technological knowledge. So that poor households
students can make themselves as a strong candidate in the competitive job market.
 Implementing organization : . Alochaya is very important in the success of this project
as all activities will take place within this organization guidelines. Members of this
organization such as the president of this organization, vice-presidents, directors,
division managers, the corporate operating committee, and project managers are an
important stakeholders in this project. All activities of this project will be implemented
through them.
 UNICEF and Action Aid : UNICEF and Action aid funding organization will play an
important role for project continuity, sustainability and implementation. These funding
organization will provide all money to implementation this project.
 Development Alliance Bangladesh (DAB): This organization will monitor our project.

Other stakeholders

As the programme proceeds, more stakeholders such as, local community, politicians and
respected members of the community will be identified and assigned activities
accordingly. Local community, politicians and respected members of the community are
the secondary stakeholders.

Monitoring and Evaluation Plan:

Monitoring and Evaluation Development Alliance Bangladesh (DAB) is always looking for
sustainable work and patron client relationship is the prime concern for us. DAB believes that
that the achievement depends on planning, management and supervision skill of project
leader/managers. The below or substandard skills of project leader/managers sometime hamper
the project performance. So that enhancing quality management skill is imperative for field level
managers that would be really supportive for senior management.

Considering the situation DAB has developed its approach through following monitoring line up
by the central monitoring section; the project will be reviewed at least quarterly basis using
specific designed format, performance and managerial skill will be monitored periodically of
project leader, fortnightly movement and activities are also followed up as post facto where
output effectiveness would be assessed. The distance monitoring mechanism will be conducted
for assessing performance for the project by the monitoring section. It will support the
management in future for effective planning and redesigning the resources achieving expected
goal in all spheres of the proposed project activities. Coordinator-Monitoring and Evaluation will
monitor the program regularly. Central M&E will pay monitoring visit quarterly on the programs
and s/he will give reports to Program Head, Focal Point, Director and Executive Director for
further improvement.

Before starting the implementation, a baseline survey will be conducted and after phasing out
the project an impact study will be conducted. After the completion of one and half year project
period a mid-term review will be conducted. These three studies will be by an external individual
or an institution and also the participation of all stakeholders of the project and staff. The donor
representatives will also be invited to participate in this process. The monthly and quarterly
technical and financial reports will be submitted to principal office and also to donor agencies.
The transparency should be ensured in every sectors of this project.
