Subject: - National Electric Vehicle Policy
Dear Sir,
This Friday, November 1" 2019, we had a longish meeting with the officials of the
Engineering Development Board on the formulation of National Electric Vehicle Policy
wherein the stakeholders vigorously participated and concluded for more discussion
sooner; after everybody had firmed up their response on the EDB’s draft, which was
presented at the meeting.
Now, the news is abound since Sunday (November 3°), in the media reports, that at the
bidding of ministry of climate change, National Electric Vehicle Policy is an agenda item
of the November 5" meeting, perhaps for approval by the cabinet.
Earlier, the ministry of climate change had a draft policy in circulation; however, the
requisite input from the stakeholders on that draft was still to be obtained. Therefore, at
the instance of the said ministry, the EDB convened a stakeholders meeting, on the
subject matter, on May 29" 2019. And at that moment the stakeholders considered one
important aspect of the matter, and unanimously voiced that the ministry of climate
change was an alien to the subject, namely, the manufacture of automobiles in the
country. Hence it was most appropriately the domain of ministry of industries and
production. This was recorded at agenda item no 07 in the 28" AIDC meeting, copy
enclosed.
Ever since, we have been interacting on the subject matter with the MoIP/EDB and just
had a drawn-out meeting with the EDB on Friday November 1* thus setting out to soon
finalize the requisite policy on technical and professional lines that may advance to
establish the market of electric vehicles in the country.
~At this moment we are wandering with utter confusion at the media reports that while we,
as a stakeholder, are in the process of discussing a policy with one arm of the
government; a policy on the same subject is being presented by the other arm of the
‘same government for approval; perhaps disregarding the stakeholders and apparently,
discounting the ministry concerned i.e. MOIP. We request your kind immediate
intervention that no policy, such important as this, may receive any assent unless it has
been appropriately discussed with the stakeholders.

Jt was informed that Ministry of Climate Change has been tasked by Prime Minister of
Pakistan for preparation of Policy for Electric Vehicles. In this regard, EDB was advised by
Ministry of Climate Change to hold a stakeholders meeting for their viewpoint on 29th May 2019.
Accordingly, a meeting to discuss Electric Vehicle Policy Formulation was held in Committee
Room of Board of Investment under the Chairmanship of Mr. Nabecl Hashmi, Member, BoM EDB.
A synopsis of general consensus developed on EV Policy by the stakeholders was shared with
AIDC.
The house was unanimously of the view that EV policy is mandate of the MolP. As per
practice and mandate, the task of EV policy formulation and implementation should be done by
MolP/ EDB. The introduction of EVs in the country is principally agreed since however,
considerable stake as well as deliberations regarding dynamics of EV industry are required, the
process needs to be carried out in line with recommendations made in the previous agenda item.
Adding further to the discussion, Mr. Ali’Asghar Jamali, said EV policy should focus on
make in Pakistan. No import of CBUs may be allowed. Parts not being manufactured in Pakistan
may be allowed at concessionary duty. President Atlas Honda said that all stakeholders should be
consulted, Separate policy for 2/3 wheelers should not be made unless proper consultation is carried
‘out. Since most of the members had also attended the exclusive session on EV policy, their poit of
views reiterative.
Representative of FBR said that FBR is working dn EVs. They have responded to Ministry
of Climate Change and their summary needs clarity. FBR also said they have already given
incentives for EVs subject to localization plan and EDB has already submitted a deiailed reply in
this regard.
Mr. Zubair Aamir, GM (Projects), Sazgar Engineering Works said that the policy —“"
should not be misused. If someone brings in three wheelers under concessionary regime for EVs
and fits engine in it at a later stage, it will hurt local manufactures.
Decision
It was unanimously agreed that MoIP/EDB may take over EV policy formulation and it
‘should be deliberated in close coordination with the stakeholders.
