ADDENDUM NO. 2

Name of Work: Construction of Steel structure non-residential buildings using pre-


engineered construction technology including development of area and
all services complete in all respect including maintenance for five years
on EPC basis at KG Marg (near Asia House) and Africa Avenue (near
Sarojini Nagar depot), New Delhi.

3.5.10 Bidders shall provide adequate “gas bank” as an alternate for round the clock
running the generator set, in case local gas supply is hindered or/not available.
No extra payment shall be made in this regard.

Operation Hours – 24 Hrs grade panel to ensure heavy duty ecycle if required.
Orientation – Portrait & Landscape suitable format to ensure zero gravity effect in
case of customised installation for long period. Inputs ports – HDMI- 1, DP-1,
DVI- D-1, USB-1, RJ45 (LAN-1) or high to cover all types of inputs as per site
requirements & future requirements. Output ports – Display Port (DP) for daisy
chain to run FHD contents without Controller, External Control-RJ45 (LAN-1) for
daisy chain to take control of video wall from remote location. Bezel to Bezel
(Gap)- 1.8 mm or less to get smooth picture/Video experience. Key Feature
required – Temperature Sensor, Auto Source Selection, Energy Saving,
Calibration Mode, Failover, Wake on LAN, No Signal Screen. Operation
Humidity- 10% to 80%. Power Supply- 100-240V-. 50/60Hz. Power

3.18 Boom Barrier for Vehicular Entry and Exit Point

Boom barrier shall be provided on gates of both the campuses as per drawing
approved, size of the boom barrier shall be according to the requirement at site,
the specifications given below shall be followed:-
1. Boom barrier shall have built-in dual channel loop detector to allow
automatic closing of barrier.
2. Use frequency shall be 100%
3. Opening / closing time should be 2 or 3 seconds.
4. Electric motor shall be single phase bidirectional motor.
5. It should have built-in hydraulic drive unit. Oil to be use should OEM
specified.
6. Hydraulic pump unit with hydraulic locking at opening and closing.
7. Single phase motor with two rotation directions (1400 rpm).
8. Separate control of opening and closing force by by-pass valves.
9. Thermal protection at 120 C built into motor winding.
10. Automatically activated cooling ventilation.
11. Operating ambient temperature shall be 20 C to + 55 C
12. Load bearing housing in steel protected by cataphoresis treatment and
polyester powder paint (RAL 2004).
13. Power requirement is 230 Vac. (±10% variation)

3.19 Visitor’s Management with web camera.


3.19.1 The visitor management system shall be provided at reception or as directed by
E-n-C to capture visitor details, maintaining record of the visitor details as
electronic data. Bidder need to consider necessary workstation, web camera, ID
Card Scanner (Capable to capture passport, Driving License, Aadhar or
any other Govt. Id), Thermal printer for necessary badge printing. Bidder also
needs to provide adequate number of Lanyard and other accessories for visitors.

1) The Visitor Management System must be a Server – Client Architecture


built on .NET Platform & Back end database supporting Microsoft SQL
Server or Oracle or Microsoft Desktop Engine. The deployment shall be in
such a way where the client could be connected through LAN (Local Area
Network), Wide Area Network (WAN) as well through internet in another
location.

2) The System shall be a single point management for managing Visitors,


Vendors, Contractors, including the Sub Employees of the contractors,
Vehicles coming to the facility.
3) The VMS must be fully expandable & futuristic with provision to integrate
with multi-location Access Control & Time Attendance System.
4) The VMS System shall support Multiple Type of Hardware’s like Webcam,
Barcode Scanner, Visiting Card Scanner, Flatbed Scanner. Also, it should
have an option to add on hardware’s like USB Fingerprint Scanner, Digital
Signature Pad for future requirement.
5) The VMS should print pass on any type of Printers like Laser Printer,
Inkjet Printer, Thermal Printer or PVC Card Printer.
6) The Visitor Management System shall integrate with Open Platform
Access Control System which majority brands seamlessly.

8) System shall support visitor pre-registration
9) Supports individual and group registration
10) Delivers email confirmations to employees and individual visitors or
groups, including registration number and barcode for preregistered visitor
11) Enables returning visitor lookup for quick re-registration and permits
employees and tenants to perform check-out online to reduce check-in
and check-out time
12) Capture basic information of a visitor like Name, Company Name,
Address, etc.

14) The Fields required in the Visitor Master Form should be user configurable
based on user & client. The changes should be done at site by the
administrator directly without any interference of the vendor.
15) Capture the image of the visitor and print it in the Pass.
16) It has the provision for use the business card scanner device, for scanning
visitor information from the visitor’s business card and should
automatically fill the form.
17) Capture the signature of the visitor using a digital signature pad and print it
in the Pass.
18) Scanning of the RTO License, Aadhar Card, ID Card, Passport, or any
Government approved document & attaching the same with the
concerned Visitor data in the same form.
19) With help of Barcode scanner, the security must be able to capture the
details of items along with serial number and quantity for items taken by
the visitor inside the premise or left by the visitor at the Security.
20) The security shall be able to add the Host detail based on Host name or
Company name at a single click & details like department, designation,
extension no., mobile no. should be automatically displayed.

21) Upon completion of entering the data the details of visitor should be
automatically saved in the system & pass must be printed.
22) The Pass should be printed in such a way where based on type of printer
the necessary type of pass should only be printed on that printer &
without any option for security to select the printer.
23) The pass designed should be preconfigured in the system & upon
selection of the type of visitor the selected pass must be printed
automatically.
24) Based on the entry of visitor, with expected time out for each visitor,
highlight visitors who have not checked out after the expected time out.
25) Upon exit of visitor Check-out of visitor & items carried by him should be
done with a single click through Barcode scanner.
26) For add on visitor, data entry should be eased by automatically fetching
the data from main visitor form.
27) A provision for restricting / blacklisting a visitor should be available
through the Visitor master screen & should provide the ease of managing
from single screen.
28) Upon arrival of blacklisted / restricted visitor the system should give a
pop up to the security person informing him that the visitor is not allowed
& is restricted by which host & the reason for same.
29) Appointment Register
30) Capture basic information of an appointment like Name, Company
Name, Address, etc.

n. Add appointments for expected visitors, to reduce time delay in
Visitor Pass printing.
o. Display current day’s appointments by default on searching.
p. Calendar control associated with Search engine helps user filter
records for a specific date selected.

32) The VMS must be truly enterprise with provision to add multiple
companies & multiple locations.
33) Tracks all the details about the company.
34) Tracks info like Company Name, Address, city, pin, Phone numbers,
Fax Number, Contacts, Email id, Website, Category, Group, type and
Status.

36) The system must allow adding employees with their complete official
details like, Employee ID, Name, Address, Department, Designation,
Mobile No., Extension No, & E-mail id together with their photograph &
signature.
37) All the details of the Employee are immediately displayed when
Employee code is typed or selected.
38) Import employee list(s) from any ODBC database or Active Directory,
with auto scheduling and updating
39) Flexible data import and export functions

42) Capture the movement of Contractor with Date Time-In, Date Time-
Out, etc.
43) All the details of the Contractor are immediately displayed when
Contractor Token No is typed or selected.

57) Role can be set for the user if he is a non-Admin.

65) On scanning the barcode on the pass, the details of the visitor must
pop up on the screen & given information to the security about the
visitor & person visited.
66) On scanning the same the security must also get the information of the
items carried by the visited.
67) On scanning the items barcodes & on its success only the pass must
be checked out.
68) The VMS must also have a built-in provision for viewing the clients
using the system at that particular time & in case of any issues the
administrator shall have an provision to reset the same from the server
itself.
69) Pass Designer
70) The VMS must have a built in Pass designer for creating variety of
passes as per the requirement & on site itself.
71) Create new pass templates for printing the Visitor, Vendor and the
Contractor passes; include any field to be printed with option to Format
Font, Size, Color and other Styles; include person’s image, signature
image and company logo to be printed in the Pass.
72) Modify existing templates.
73) Select one template as the default for a particular company & location.
74) Must have 5 pre-defined templates (Standard Size, Card Size and
Normal Size) available.
75) Search Engine
76) Each and every register contains separate search options.
77) Searching is included not only for field wise and also dates wise
searching.
78) User Defined Fields added in the register will automatically add to the
particular modules search page.
79) Also delete the entry from search mode. But the closed entries can be
deleted by an Admin.
80) From the search mode, itself move to edit mode and update the entry.
81) The VMS must be able to generate multiple reports for Visitors,
Vendors, Contractors based on different criteria’s & as per selection of
user. Certain types are mentioned as below:
82) Visitor – Visitors Count Day wise – Total number of visitors visited on
the specific dates.
83) Visitor – Visit Count – Number of times each visitor visited.
84) Visitor – Visitors Overstayed – Details of visitors who stayed more
than the expected time out and has checked out.
85) Visitor – Visitors Overstaying – Details of visitors who are staying more
than the expected time out and has not yet checked out.
86) Visitor – Appointments List – List of all the appointments.
87) Visitor – Appointments Missed – List of all missed appointments.
88) The VMS must have a provision of generating an Emergency report on
a single click, & display details of the visitor, vendors & contractor
present in the premises including the details of the host.
89) Besides the built-in reports, The VMS System must be able to
generate customized reports as per the requirement. The layouts,

designs, fields etc. must be completely user configurable & user must
be able to create reports with ease.
90) Reports can be generated for all the Registers.
91) Can preview, print and export the reports to MS-Excel format.
92) Generate reports based on the search criteria.
93) Search and generate reports based on the user defined fields.
94) The VMS must have built in backup & restore provision.
95) The user must have an option of doing an immediate backup if the
system is not performing as required.
96) A schedule backup provision must be available in the system by
default to set the day & time for automatic back of the entire system.
97) In case the system crashes the, it must be possible for the user to
restore the entire system on single touch & without any import export
of data.
98) The system must also have a built ion option for compressing the
database.
99) The VMS must have a built in Help section where if user faces any
problem, on referring the module the issue gets solved & also with the
same user shall be guided through for using the system in an efficient
way.
100) With the future expansion, the system must be fully integrated with E-
mail & SMS for various option in the main software
101) The VMS Server must have built in provision for automatic updates; if
server is updated clients must get updated automatically. Updates to
the server must be done through internet.
