In achieving providing of Safe Drinking Water to the Public, Tamilnadu Water Supply and Drainage Board has dedicated itself for the past 36 years and made Tamilnadu as a pioneer state in water supply sector. . Unaware of importance of safe Drinking Water and lack of Community Participation, the benefit of Water Supply Schemes executed by spending huge amount has not reached the public in full. The » Communication and Capacity Development Unit / Tamilnadu Water Supply and Drainage Board has prepared and released this guide in order to create awareness on Total Community Participation in Design, _ \ Implementation, Operation and Maintenance of Water Supply~. Schemes, the Roles and Responsibilities of the Village Panchayats = and the Do's and Dont's in Water Supply System. ? STALIN) COMMUNICATION AND CAPACITY DEVELOPMENT UNIT PREAMBLE \ The Government of India has introduced Reform Initiative in Water and Sanitation Sector in order to ensure Community Participation. To disseminate this information and to educate the rural folk, The Communication and. Capacity Development Unit in each State has been established. Accordingly, in Tamilnadu the CCDU was set up on 1-6-2005 and is functions under the control of the Managing Director, TWAD Board. MAIN OBJECTIVES OF CCDU > To develop State specific Information, Education and Communication Strategy for Reform Initiatives in Water and Sanitation Sectors. > To provide Capacity Development of functionaries atalllevels. The Communication and Capacity Development Unit has taken up various measures on IEC and Capacity Building activities under Sector Reform Initiative Principles, National Rural Drinking Water Quality Monitoring and Surveillance Programme and Swajaldhara concepts. In order to educate the mass a simple pictorial guide on dos and don'ts in the water system has been prepared and 7 ee ee tested for accessibility and understandability. The results have revealed great appreciation and demand from the Community. The CCDU-Tamil Nadu_has great privilege in releasing this book as a,simple guide to the Elected Representatives especially for the newly elected members to ensure the sustainability of the System and the Source. ROLES AND RESPONSIBILIES OF VILLAGE WATER SUPPLY AND SANITATION COMMITTEE (VWSC) Safe drinking water and hygienic environment are essential for the welfare Sof human life and development. Due to SS . lack of the above, many water borne diseases are revisiting the village and have resulted in the reduction of manpower and their productivity... Though the Government has planned and executed, many Schemes, spending crores of rupées in providing safe drinking water to the rural public, the rural public especially women suffer for ‘lack of adequate quantity and quality of safe drinking water. “ In spite of the huge investments made on water supply, many water supply schemes are non-functional _ due to improper operation and maintenance of the system. The Community which didn't own the system felt that the Government was responsible and hence their sustainability became an issue. ™\ Many conferences and workshops were conducted, to discuss this issue at the Global and National Levels. The deliberations of these workshops focused on a paradigm : shift in the Policy from supply driven to demand driven, the_ involvement of the Community from inception to maintenance and 100% maintenance by the | Community after installation. Sector Reform Initiative Principles was introduced in Rural Water | Supply Scheme and. adopted in six Districts of | Tamilnadu from 1999. This | has ‘been scaled up as Se Boras) & ls Swajaldhara across the entire State since 2002. To create a sense of ownership and involvement, it was decided that the maintenance and operation of the Schemes should be fully entrusted to the Community. Also, the expenditure towards the same was to be entirely borne by the beneficiaries. Through this a sense of ownership that the water resources and systems created are their own is forged. 2S The Community has not been educated and disseminated the concept on why should they pay for water supplied'to-them. By creating awareness and making them understand, we can guide them. For the continuous functioning of Rural Water Supply Schemes, Water Management and Operation and Maintenance is essential. Then only it will be fruitful for é sustainability of water source and infrastructure. The important role of VWSC function is the effective management of Water Supply System. > For effective Management of Rural Water Supply and Sanitation System, the VWSC. > will assist the ganssanersray operator salary. Guide and collaborate with women self-help groups, water user groups, non- governmental service organizations and individuals that are active in water and sanitation sector in the village. —_~ > Bear the responsibilities for equitable distribution of safe drinking water in times of natural calamities such as droughts, floods and epidemics. Vv Undertake the responsibilities in the operation and maintenance of all public water, sanitation, drainage and solid waste disposal installations. ESE ee a Oe ee ee a ee Vv Vv Be responsible for providing house service connections as per the terms and conditions prescribed in the bye-laws. \ To assist in collecting all taxes, fees and payments’ related to water and sanitation. To take all steps to protect the water sources fron contamination. To ensure adequate chlorination to remove bacteria and other micro organisms. To repair / rejuvenate the damaged hand pumps and ' public fountains and to bring them into use. To clean abandoned bore wells / open wells and © make them useable. CE SEEEOOSS'~=SS:~-—— Te > To adopt necessary water management so as to get equita ble distribution of water for all areas / zones at all times. > To send water samples to the district water testing laboratories for testing the water for its quality and presence of disease causing organisms. > To clean the Open Wells and Over Head Tanks periodically and to mix chlorine so as to ensure Supply of safe drinking water. PUMPING MAIN : > The leaks and burst in the pumping main should be rectified immediately to ensure continuous flow of water. > The valves provided in the pumping main should be kept in working condition. i Ss OVERHEAD TANKS Vv Vv Vv The OHT should be cleaned once ina month. White washing should be done once ina year. Valves fitted in the OHT should be leak proof and in good working condition . Fencing should be provided around the OHT to avoid trespassing and entry of cattle. Inside and outside ladders fixed in the OHT should be maintained properly. Adequate chlorine should be added in the OHT water every day before distribution. The date of last cleaning the OHT should be noted in appropriate place. DISTRIBUTION MAINS AND PUBLIC FOUNTAINS > The leaks in distribution mains and public fountains should be rectified immediately. > Platform should be constructed around the public fountain and the waste water should be disposed _ through soak pits. ee > Wastage of water should be prevented in the public fountains. ww Drinking water should be used only 7“ aoe Ie - for drinking and i = ze cooking purposes. > The distribution & system should be ‘aay cleaned periodically. > >» The distribution system should be properly zoned in order to provide equitable distribution of water to all. _ er WATER SOURCES / : : \ > Bathing, washing clothes, cleaning of cattle and’ vehicles, open-air defecation and dumping of debris near the water sources should not be done. > Stagnation of water should not be allowed near the water sources. > Solid waste should not be disposed near the water sources. > — Do not allow the un- treated / partly treated drainage water and waste water from industries to mix in the water sources. > Latrine should not be constructed within a distance of 30 feet from open wells / borewells / hand pumps. > Sand mining and stagnation of contaminated water should not be done. near and around the infiltration wells. > Do not allow contaminated water to stagnate near the infiltration well constructed in the riverbeds. METHOD OF MIXING BLEACHING POWDER FOR : CHLORINATION » Bleaching powder with not less than 30% chlorine content should be used. » Bleaching powder should be stored in air-tight containers to avoid loss of strength. » 4 grams of bleaching powder should be added to” 1000 litres of water distributed to the public. » Bleaching powder with above said proportion should be mixed in a bucket of 5 to 10 litres of water. eer .)|lUlf fall |S ee eee ere > The mixture should allow to settle for 30 minutes to 1 hour for settlement. >» The decant water should be taken separately and mixed in the OHT water. 1. Take Oral re-hydration solution (ORS). Stop Diarrhoea. Protected water for Drinking and Cooking. Ground water for bathing and washing. Polluted water should not be mixed in drinking water sources. Avoid water born diseases. Illicit and illegal tapping are unlawful. Don't allow cattle to wander near water sources Avoid spreading of diseases. Drink boiled water during rainy seasons. 9 > Close the taps properly. Avoid wastage of water. Avoid bathing and washing clothes near water sources. x Test drinking water twice in a year in the laboratory.
