81/256/INF For IEC Use Only 2004-09-17 International Electrotechnical Commission Technical Committee No. 81: Lightning Protection
Secretary’s report on the progress of the work since the last meeting
(to be discussed under draft agenda item 5 at forthcoming TC 81 meeting to be held in Seoul 20th and 21st
October 2004)
Time elapsed since October 2003 was mainly spent in implementation of decision taken at TC 81 meeting in
Palma de Mallorca (29 September 2003) as follows:
To prepare a new Annex E to IEC 62305-1 to be circulated as DC asking NCs for comments and
opinion to attach this new Annex to IEC 62305-1 and delete the relevant items from IEC 62305-3
and IEC 62305-4.
As reported in 81/237/RVC the 81/216/CDV was approved with great majority of 95% P-members in
favour (The voting result indicates acceptance also for CENELEC).
The proposal for the new Annex E circulated as 81/239/DC was approved. Comments received,
circulated as 81/242/INF, were considered by WG 8 at its meeting in Roma (July 2004) together with
comments received to 81/216/CDV (see 81/237/RVC). The relevant revised compilation of comments -
81/242A/INF and 81/237A/RVC – circulated in August 2004. Work for preparation of the updated draft of
IEC 62305-1 FDIS by Editing Committee is in progress. FDIS will circulate by 2004-12.
Clause 7.1, 7.2 and 7.3 modified according to French proposal will be transferred in an
informative Annex.
A JTF SC 37A/ TC 64 / TC 81 will be set up to consider technical information of clause 7.1 to 7.3
not included in the Annex for future inclusion in the standard.
The document IEC 81/212/CD finalized according to the comments received by NCs will circulate
as CDV
The improved version of 81/212/CD with a new informative Annex D circulated as 81/238/CDV at 2003-
12-19.
As reported in 81/243/RVC the CDV was approved with great majority of 86% P-members in favour (The
voting result indicates acceptance also for CENELEC).
The JTF SC 37A/ TC 64 / TC 81 met in Regensburg on 2004-02: technical suggestions achieved were
formally forwarded as comments to 81/238/CDV by some NCs. Comments received were considered by
WG 3 at its meeting in Roma (July 2004). The relevant revised compilation of comments - 81/243A/RVC
– circulated in August 2004. Work for preparation of the updated draft of IEC 62305-4 FDIS by Editing
Committee is in progress. FDIS will circulate by 2004-12.
The document IEC 81/214/CD finalized according to the comments received by NCs and
including Annexes E and F will circulate as CDV .

The document IEC 81/213/CD finalized according to the comments received by NCs will circulate
as CDV.
Target dates for preparation of IEC 62305-5 were agreed with the Convenor of WG 10 as proposed at TC
81 Palma de Mallorca meeting:
− CD 2004-06
− CDV 2005-06
− FDIS 2006-06
− IS 2006-10
WG 10 prepared the first draft of IEC 62305-5 which circulated as 81/245/CD at 2004-07-02 with close for
comments by 2004-10-08.
After TC 81 meeting in Palma de Mallorca Secretary of TC 64 was informed that TC 81 would like to
submit comments on 64/1292/CD and was asked to delay the circulation of the CC document until 30
October 2003 in order to allow the inclusion of the TC81 comments,
TC 64 informed TC 81 that comments were discussed and approved at meeting of TC 64 in Northbrook,
23rd - 25th September.
Moreover TC 64 decided that, in opposite to Part 1 to 3 of IEC 60479, this part should not become a
Basic Safety Publication but only a Technical Report.
The Secretary will ask SC 37 A and TC 64 to set up as soon as possible a JWG to find a solution
to avoid overlapping items.

Following the request of TC 81 to SC 37a and to TC 64, this matter was informally discussed by the
relevant TC officers in Regensburg in connection with the JTF SC 37A, TC 64 and TC 81 meeting. It was
agreed on:
– the need to set up as soon as possible a JWG to find a solution to avoid overlapping items,
– to re-establish for this purpose the sleeping JWG 64-81 extending it to SC 37A,
– action for such re-establishment will be done by TC 64.
Moreover, following the decision taken at its meeting 119 (Clearwater Beach, Florida, 2004-02-18/19),
the Standardization Management Board requested that “the re-established Joint Working Group
37A/64/81 have representation by the Secretaries of the three committees involved. This JWG,
furthermore, should discuss on the basis of the following:
a) TC 81 deals with requirements for design and installations of Lightning Protection Systems for
structure, building, electrical and telecommunication lines both for direct and indirect effects.
b) TC 64 deals with selection and installation of electrical equipment when the structures are not
stressed by lightning.
c) SC 37A deals with requirements of characteristic, method of tests and selection of SPDs.”
The basis for work given by SMB fix the boundary for the activity of each involved TC, are the guideline to
be followed for future work and asks for re-arrangement of involved publications by means of a migration
plan of relevant matters to be implemented during the maintenance cycles.
