ABSTRACT

This internship was done at PT Greencorp Konsultan Indonesia by the author. In this
internship program, the author is tasked with helping work on environmental documents.
Among these tasks, the author is involved in the Environmental Management Efforts and
Environmental Monitoring Efforts documents (UKL-UPL) and working on an
Environmental Impact Analysis (Amdal) document. This report will only cover a part of
the author's project, namely the Mineral Mining Project Amdal 2020. Based on the
literature, knowledge of environmental management systems will be used in this research
to assist companies by recommending suitable alternative solutions for problems that may
be faced in making the Amdal 2020—issues such as stakeholder involvement,
unsatisfactory with third parties, and postponement. Greencorp recently finished
conducting public consultations for the Mineral Mining Project. Apart from that, there may
be some other problems that will be faced by the company. Every aspect of activities needs
to be handled by implementing a good work culture, leadership, and coordination team to
achieve the main goals.

CHAPTER I – INTRODUCTION
1.1 Background
At President University, internships are a compulsory subject expected to be a learning and
experience for advancing student education, business growth, and organization. For the
sake of fulfilling this course, this internship was done at PT Greencorp Konsultan Indonesia
by the author. Greencorp is become the best Environmental Consultant specializes in
environmental and social consulting. Therefore, the author feels much honored to undertake
an internship program there. Besides, internships at Greencorp are expected to allow
students to get more in-depth lessons and apply the knowledge about the amdal that students
have acquired in the semester before.
Greencorp is a consulting that provides high-level consulting services, especially
for the mining industry. Apart from focusing on the mining industry, they also provide
advisory services for other industrial sectors - mineral processing, oil & gas, and energy
[1]. In this internship program, the author is tasked with helping work on environmental
documents. Among these tasks, the author is involved in the Environmental Management
Efforts and Environmental Monitoring Efforts documents (UKL-UPL) and working on an
Environmental Impact Analysis (Amdal) document. In these documents, there are several
supporting documents whose work also involves authors. Such as; the Seawater Quality
Monitoring document, work on a survey questionnaire for the Land Acquisition and
Resettlement Action Plan (LARAP), Storm Water Analysis document, an Environmental
Evaluation Document (DELH) document.
Greencorp has been involved in various environmental projects, one of which is in
the preparation of amdal. Currently, the project they are working on is the Mineral Mining
Project. The project aims to develop and increase mineral mine production. In the plan,
several facilities must be built. Part of the planned activities to build supporting facilities
are located in WIUPK OP, and the rest is in WPKUP. This activity plan requires a vast
project area in the western IUPK. There is no company project plan is outside of the work
area that stipulates by Government.
Several obstacles may arise in making the amdal. In this case, the project will be
located in the vast area adjacent to several villages and carried out in a Covid-19 pandemic
situation. Hence, this led probably some issues to be faced in this project.
1.2 Objectives
In this internship program, the student is expected to have the opportunity to:

a) Strengthen the knowledge of environmental management systems in consulting
companies.
b) Acquire describes how the environmental management system in a consulting
company works and as a learning medium for students to interact directly with
professionals.
c) Enrich their understanding of how a consulting company builds teamwork, be
practical, and unites despite diversity.
1.3 Scope
During the internship, the author was involved in various environmental document
preparation in the mining sector. This report will only cover a part of the author's project,
namely the Mineral Mining Project Amdal 2020. The experience gained during this period
has helped the author fulfill the internship goals. The emphasis of this report will be on the
environmental management aspects done by the student.

1.4 Research Outline

This chapter explains the background, objectives, scope, and research outline in conducting
this project.
Chapter II – Literature Study
This chapter contains a literature review that provides a detailed background or theoretical
grounding to the internship problem.
Chapter III – Company Profile
This chapter explains the company profile and its policies, along with the internship
activities.
Chapter IV – Problem Identification
This chapter explains the problem identified during the internship in the aspect of
Environmental Technology and Environmental Management.
Chapter V – Data Collection
This chapter contains an analysis of the data collected using tables, figures, etc. of the
project during the internship.
Chapter VI – Conclusion and Recommendation
This chapter evaluates problems raised in the introduction and recommends how the goals
or objectives have been met.

CHAPTER II - LITERATURE STUDY
2.1 Environmental Impact Assessment
According to the Government Regulation No. 27 of 1999, the definition of Environmental
Impact Assessment (Amdal) is a study on the significant impacts on businesses and
activities planned in a particular environment that will be needed to make decisions on the
execution of the businesses and activities. It is also necessary to process a decision
regarding the operation of the type of business or activity [2]. Amdal is an analysis that
includes a variety of factors, such as a comprehensive physical, chemical, socio-economic,
biological, and socio-cultural aspect [3].
Amdal aims to determine the possible impacts that will be caused by a specific
business plan or activity. Knowing the impact, the executor of the business or
activity/activity can or can make more careful planning so that later the activity or activity
does not harm the environment or harm many parties.
There are several legal bases and regulations made regarding amdal; the legal basis
includes the following [3]:
1. Minister Regulation of Environment and Forestry of the Republic Indonesia No 16
of 2012, concerning environmental preparation guidelines.
2. Minister Regulation of Environment and Forestry of the Republic Indonesia No 05
of 2012, concerning types of business plans and an activity or activity required to
have an amdal.
3. Minister Regulation of Environment and Forestry of the Republic Indonesia No. 17
of 2012, regarding guidelines for community linkages in the environmental impact
analysis process and permits from the environment.
Government Regulation was formulated to implement the provisions in Law No. 32
of 2009 concerning environmental protection and management. Especially the provisions in
article 33 and article 44 in the Law. Government Regulation No. 27 of 2012 concerning
regulating two types of protection instruments as well as environmental management. The
two types of instruments include instruments for environmental studies and environmental
permits [3].

2.1.1 Component
In the process, there are several vital components in it. The components, including
the following [3]:
1. Environmental Information Document (PIL)

The environmental Information Document is an overview of the planned activities
to be implemented, such as the environmental baseline where the activity is carried out, the
possibility of environmental impacts from the activity, and an action plan for controlling
the negative impacts.
2. Terms of Reference (KA)
The terms of reference are the scope of the environmental impact analysis study,
which results from the scoping agreed upon by the initiator/compiler of the Andal and the
Andal Commission.
3. Environmental Impact Statement (Andal)
An Environmental Impact Statement is a careful and in-depth study of the
significant impacts of a planned activity. The meaning of significant impact here is a
fundamental environmental change caused by the activity.
4. Environmental Monitoring Plan (RPL)
Environmental Monitoring Plan is a monitoring effort to see the performance of the
management efforts being made.
5. Environmental Management Plan (RKL)
In addition to monitoring, all parties involved must also participate in managing a
project. Environmental Management Plan is a document that contains efforts to prevent,
control, and mitigate significant adverse environmental impacts and maximize positive
impacts that occur as a result of planned activities.

2.1.2 Procedure

This procedure usually consists of several points, including the following [5]:
1. Screening
The screening process is a process in determining whether a planned activity is
required to prepare an amdal or not. In Indonesia, the screening process is usually carried
out with a one-step screening system. The provisions in an activity plan or activity need to
prepare an Amdal document or not, referring to the regulation Minister Regulation of
Republic Indonesia No. 5 of 2012 regarding the types of business or activity plans an Amdal
document must be required.
2. Announcement
All activity plans required to prepare an Amdal must announce all the public's
activity plans by the Amdal initiators and drafters. The announcement must be made by the
responsible agency and by the initiator of the activity. The procedures for announcing and
conveying the suggestions, opinions, and responses are regulated in the Minister Regulation
of Environment and Forestry of the Republic Indonesia No. 17 of 2012 concerning
community involvement and information disclosure in the Amdal process.
3. Scoping
Scoping is the initial process determining the scope of the problem and identifying
the significant impacts of an activity plan. This scoping aims to define a boundary for the
study area, identify significant environmental impacts and determine the study depth level.

Other objectives are to determine the study's scope and examine other activities or activities
that have been linked to the planned activities or activities that have been studied. The final
result of the scoping process is the KA-ANDAL document. Suggestions and input from the
community must be taken into consideration in the scoping process.
4. Preparation and assessment of KA-ANDAL
If the KA-ANDAL is completed, the initiator can submit documents to the Amdal
review commission for later assessment. Based on existing regulations, the maximum time
in the KA-ANDAL assessment is 75 days. That time is calculated beyond what the compiler
has needed to correct or complete the document.
5. Preparation and evaluation of Andal, RKL, and RPL
The preparation of Andal, RKL-RPL, is carried out concerning the KA-ANDAL
which has been mutually agreed upon. It can be seen from the results of the Amdal
commission assessment. Once these are collected, the proponent can then submit the Amdal
review commission documents for re-evaluation. Based on applicable regulations, the length
of time for this Amdal assessment is around 75 days. This time also applies to process and
evaluating RKL-RPL documents.
2.2 Quality Work Culture
The term culture has been widely discussed in various fields, such as business,
sociology, history, and anthropology. Over the years, culture has been claimed to be an
essential element of organizational success in the business world. Organizations take a very
different approach to building a quality work culture. Based on the article written by Charles
Rogel, it is stated that organizational culture consists of the values, beliefs, attitudes, and
behaviors that employees share and use daily in their work. Culture determines how
employees describe where they work, how they understand the business, and how they see
themselves as part of the organization. Culture is also a driver of decisions, actions, and,
ultimately, the organization's overall performance [6].
Other studies show ways in which organizations can increase their effectiveness.
They also emphasized that to be effective, the organization must have clear and definite
goals, have a high standard of excellence, a work culture that supports employees, takes
advantage of teamwork, gets technical training through on the job training, and has
significant leadership. A clear objective in the mission and vision items will lead the
organization to success in the future [7].

2.3 Leadership Styles
People argue that leadership is the first of the most powerful. There are different
views on the definition of leadership. However, all definitions are similar in several ways.
It can be stated that leadership behavior is one of the determining factors for a business's
success. To lead in a challenging environment, a leader must continue learning and being
responsible for his duties and subordinates. A leader's responsibility is not easy because it
requires a high commitment to completing the task [8].
2.4 Team Coordination
In temporary organizations, coordination is a core competency of the team leader
[9]. Most effectiveness models of work teams based on "Input-Process-Output" identify
coordination as a critical process for team effectiveness. Coordination ensures the
functioning of a team as a unitary whole. When a team achieves a high coordination level,
all its members' work contributes to the results. However, when coordination is deficient,
the consequent process losses worsen the outcomes. The scientific literature offers different
approaches to explain team coordination. Traditionally, research has focused on planning
and communication as the basic coordination mechanisms. Both mechanisms represent
explicit coordination examples given that team members intentionally use these to handle
their multiple interdependencies [10].

CHAPTER III - COMPANY PROFILE AND PROJECT
3.1 Greencorp Profile
3.1.1 Definition
Greencorp is a specialized environmental and social consultancy providing high-level
consulting services, predominantly to the mining industry. Originally founded by John
Trudinger in 1999 in Australia (as Trudinger Consulting), the company soon expanded its
services to SE Asia and Indonesia. It led to the establishment of Greencorp about 20 years
later, after Karlheinz Spitz completed his management buyout of Greencap Asia, the
company he founded in 2010 [1]. Altogether, the company has two offices employing 21
staff.
In Indonesia, PT Greencorp Konsultan Indonesia enjoys the support of some of the
best environmental and social professionals. Since the early 1990s, environmental and
social consulting services to the Indonesian extractive industry and the energy sectors have
centered on a relatively small team of environmental professionals, initially, as John
Trudinger and Karlheinz Spitz, working for Dames & Moore. These professionals now
form the core team of Greencorp [1].
Greencorp provides practical approaches to manage issues ranging from
environmental and social impact assessment and technical aspects of acid rock drainage
and mine closure, through land acquisition and resettlement or Indigenous Peoples issues,
to a thorough analysis of ways and means of sharing project benefits with host communities
so that these benefits are not transitory. Greencorp is selective in its services and its projects.
They believe in delivering services at high professional standards but not believe in growing
in size, and a belief reflected in Greencorp tagline: beyond expectations [1].

Greencorp has traditionally focused the business predominantly on the foreign


private sector. The foreign private sector focuses on the mining sector with opportunistic
assignments in the oil & gas and energy sectors. Several companies that have used
Greencorp services include Copper Smelter, Baturraden Geothermal, and Exxon Mobil
Cepu [1].

3.1.2 Vision and Mission

3.1.4 Organization Chart of the Company
Greencorp is organized as a matrix organization, with each person having specialties and
being expected to input into others' projects as and when needed. All staff report ultimately
to the office Managing Director, responsible for contractual staff matters, overall quality of
outputs and projects, pricing of proposals, general management of the office and projects,
resource allocation, and ensuring coordination/communications between staff. Below is the
organization structure that applies at Greencorp [10]:

3.1.5 Career Structure


The company has a career structure designed to encourage either broad consulting
experience or specialization in a particular discipline. The company's professional career
structure has six central roles or positions [11].

3.2 On-Going Project


As discussed in Section 3.1, Greencorp has traditionally focused its business
primarily on the foreign private sector. In the foreign private sector, they focus on the
mining sector with opportunistic assignments in the oil & gas and energy sectors. The intern
had the opportunity to do an internship as an Environmental Apprentice in the
Environmental Consultant. The image below shows the services provided by Greencorp,
one of which is in compiling an Environmental Impact Assessment.
Currently, the project they are working on is the Mineral Mining Project. This
project aims to develop and to increase the production of mineral mines. In the plan, several
facilities must be built. Part of the planned activities to build supporting facilities are located
in WIUPK OP, and the rest is in WPKUP. This activity plan requires a vast project area in
the western IUPK. There is no company project plan is outside of the work area that
stipulates by Government. The company has applied for an amendment of Environmental
Permit change direction to the Ministry of Environment and Forestry (MoEF). Based on
the letter from MoEF, the company got the recommendation to arrange a new Amdal
document (not Amdal Addendum) due to changes in the study boundaries and significant
hypothetical impacts.

CHAPTER IV - PROBLEM IDENTIFICATION
As mentioned in the previous chapter, Greencorp is a consultant who has been involved in
various environmental projects, one of which is the preparation of an Environmental Impact
Assessment (EIA). Greencorp recently finished conducting public consultations for the
Mineral Mining Project. Several obstacles may arise to prepare the amdal. In this case, the
project will be located in the vast area adjacent to several villages and carried out in a
Covid-19 pandemic situation. Problems that are likely to be faced in preparing the amdal
for this project include Stakeholder, Third Parties Engagement, and Postponement beyond
Company Control.
The project planned to be located west of the IUPK requires much involvement from
stakeholders. Stakeholders are all elements involved in this project, whether they are
individuals, groups, or communities, such as; the Government, Non-Government Agency,
project proponents, and the community. In the example, during public consultations that
have been carried out before. The community and local Environment Agency are involved
in this activity to convey their suggestions, opinions, and response to the Mineral Mining
Project. It is possible that after this process, there will be many other interested parties
involved as well.
Another problem that may arise, Greencorp will coordinate a lot with other
professional parties, especially Third Parties and Amdal experts, to create the study analysis.
In the study analysis, the Third Party and Amdal Experts will work in their respective fields,
for example, Air Quality Monitoring and Mining Waste Experts. Meanwhile, in managing
Third-parties may encounter several problems, including:
a. Third-parties do not meet the deadline required for their scope of work;
b. Third-parties produce unsatisfactory work;
c. The third-parties cannot complete their work within budget and therefore ask for
additional money in a variation order.
Some of these things can cause postponement in making amdal and in project work
activities.
There are also other issues such as possible postponement beyond Greencorp control;
as mentioned in Chapter II that Preparation and Assessment take time to review Amdal
documents at each stage. For example, in the KA assessment and assessment of Amdal
documents, some portions are under the Government's authority. This postponement can
occur because there are multi sectors involved, and based on the prevailing regulations, this

assessment time is 75 days. Experience has shown that the time taken for review is
unpredictable and very often results in postponement. Meanwhile, postponement is beyond
the company's control, namely the amdal review, which can take days. It can hinder the work
done by the company and cause postponement. Besides, there may also be a problem with
the amdal drafting team. Many discussions conducted online or worked from home can
hamper work if there is no good communication within the team.

5.1 Mineral Mining Project


In this chapter, the analytical method used is qualitative. The qualitative method is a study
that seeks to understand in detail why these problems can occur in this project. In qualitative
analysis, the authors conducted observations and research based on literature reviews in
order to gain a deeper understanding of the process and problem-solving in this project.
The company supports resource conservation and sustainable development carried
out by the Government of Indonesia. Therefore, the company strives to develop, optimize,
and increase mineral mining production to the maximum while still being environmentally
responsible. Greencorp has been appointed to conduct an Environmental Impact Analysis
(Amdal) to develop the Mineral Mining Project. Apart from the Amdal Team from
Greencorp, this study's implementation also involved a Team of Experts from various
universities and research institutions.
This project aims to develop and increase mineral mine production. The project
location of this activity requires a vast area, approximately 9,000 ha. Mining activity
development plans are in the WIUPK. Meanwhile, part of the plan for supporting activities
is in WIUPK, and part of the rest is in WPKUP. There is no company project plan outside
the work area established by the Government.
The scope of planned activities that will be reviewed in the Amdal 2020 includes:
the development and operation of mineral mines, increasing production capacity, building
and operating supporting facilities, increasing mangrove forest protection efforts through
the construction of an extension of the east and west barriers.
In Chapter IV, the project planned to be located vast area requires much involvement
from interested parties. It is necessary to get approval from all stakeholders; it will take a lot
of time and effort. During a pandemic, the company has held a public consultation for this
project; in this activity, the affected community and several other stakeholders can provide
suggestions, opinions, and responses. Suggestions and input from the community must be
taken into consideration in the scoping process. Because the work on amdal was taking place
in the middle of a pandemic, several amdal drafting procedures were hampered, and there
were new challenges.

CHAPTER VI - CONCLUSION AND RECOMMENDATION
6.1 Conclusion
In this internship program, the authors get a lot of learning from professionals and
can strengthen the knowledge of environmental management systems in a consulting
company, especially in administrative and theoretical terms. Therefore in this EIA project,
it can be described how the process and how the Greencorp team works in dealing with
existing problems, with good work culture and cooperation, to achieve the project on time
and satisfactory results.
6.2 Recommendation
The best recommendation regarding the problem mentioned in the previous chapter
is to invite the stakeholder to comment and give detailed information regarding making the
Amdal 2020.
The tricky and risky part is working with third parties where the company has to
take full responsibility for the third party actions and work whether their work is a problem
or produces unsatisfactory. The intern recommends on preparing a Memorandum of
Understanding (MoU) for the third party; it expresses a convergence of will between the
parties, indicating an intended standard line of action, often used either in cases where
parties do not imply a legal commitment or in situations where parties cannot create a
legally enforceable agreement. This MoU can be used when the third party produces
unsatisfactory work or delay of work where compensation can be made.
Finally, the interns recommend planning a working time frame by looking at both
parties' work culture when managing a project with a minimum of maximum time extension
so that there are no delays in work so that the client or any party will not feel any harm.
Besides, the team needs to build good coordination and a sense of responsibility to complete
the Mineral Mining Project Amdal 2020.
