Re SVAYEM Guidelines
1. Background
Government of Assam, with the aim of promoting entrepreneurship and livelihood
opportunities among the you'th had announced a flagship Scheme in Budget 2O1T-
18 called Swami Vivekananda Assam Youth Empowerment) yojana. Under this
programme, one lakh youth were to be provided suitable credit support for taking
up income generating enterprises. The reach of that Scheme was however limited,
which the present Scheme seeks to address.
'........ fighting poverty should not be only the rcsponsibility of the women in the
family. Every member of the family shauld contribute in that fight, most impoftanily,
the youth. Therefore, we will encourage the young members of the society to form
entrepreneuial groups on the lines of time-tested women SHGs modet. Through
this Scheme, we will cover 2,00,000 youth of the Stafe and provide them with seed
capital at the rafe of Rs. 5A,000 per member for initiating entrepreneurial activities.
Members of this August House will recall that we had announced the SVAYEM
Scheme in Budget 2018-19. Unfortunately, the reach of that Scheme has remained
limited, and we could not achieve the objectives enylsaged. Hence, having leamed
the shottcomings, we now propose to replace SVAYEM with this Scheme. We
envisage that the youth groups formed under fhis Scheme will be able to starl small
businesses /tke mechanic shops, mobile recharge and electrcnic sfores, tent
houses, etc. and can even take up small contracts in the village which witt give a
fillip to the economically productive activities in the rural areas......
..... I am allocating a sum of Rs 1000 Crores for this Scheme which will enable
our youth to get actively engaged in various economic activities without leaving
their native places."

2. Scheme Objective

3.2. State Government to provide a cumulative seed capital of Rs. 50,000 (Fifty
Thousand) per member in two tranches for undertaking/expanding the
entrepreneurial initiative.
4. Ellglbillty Criteria
d) Applicants (all members of the Group) should have at least cleared HSLC
examination.
h) All the members of an Eligible Group should have a bank account, that has
been opened before 16t September,2o}}.
j) Applicants should submit a brief profile of the venture they intend to take
up/expand, which can be converted into a viable commercial venture
with
the support of seed capital and the capacity building program.
k) Applicants who have atready possess skills and knowledge in the business
they intend to take would be given preference.
a) Applicants (including all members of the Group) will be liable for rejection, if
any of the applicant member does not meet any of the essential criteria.

b) Applicants (including all members of the SHGs) which
have eartier availed
assistance under the Kanakrata Mahita sabatikaran yojana
wiil not be
eligible for benefits under this Scheme.
The keys to the success of the Re-svAyEM scheme are the following:
Finance Department will enter into agreement with the above organizations
for
training and evaluation of beneficiaries. A sample MOU with lndia lnstitute
of
Entrepreneurship is at Annexure A. The financial involvement will
be worked
out in consultation with the partnering organization as per the actual
cost basis.
The amount will be spent out of the administrative cost provided under
the
Scheme.

6. lmplementation process
The Scheme will be executed through the following sequential methodology:
6.1.An online portal for submitting applications for Re-SVAyEM, along with the
checklist shall be given wide advertisement so as to ensure the awareness
of
the Scheme among the eligible beneficiaries.
6.2.An Online Portal will be set-up through which applications along with necessary
documents, and details of the intended entrepreneurial activity wilt be invited
from the applicants.
6.3.After applications are received, these would be scrutinized by the District Level
consultative and lmplementation committee (DLCtc) based on the Eligibility
Criteria to eliminate the ineligible applications and select final beneficiaries.
6.5.The DLCIC should identify the Resource persons for training beneficiaries
within the district. ln order to ensure the availability of the training resources at
the DistricU Block level, DLCIC will create a list of 100-150 Master Trainers
who will undergo an lntensive S{ay Training of Trainers (ToT} program which
will be organized by the DLCtCs through the Knowledge Partners across the
state.
6.6-Subsequent to the ToT, the resource persons will provide a 3-S days training
to be mandatorily attended by the selected Re-SVAYEM beneficiaries at the
designated venues (DistricUBtock) identified by the DLC|C.

6.7. At the end of the training program, an amount of Rs. 1,000 per member as
'Training Allowance' is to be disbursed which will be deposited into
the
individual bank accounts of the members under each Re-SVAYEM Group.
6.8. The first tranche of Rs.30,000 will be released to only those selected Re-
SVAYEM beneficiaries who attended the training session. The amount will go
the individual beneficiaries accounts. Thereafter, the individual beneficiaries
will deposit the amounts to the group's account after ascertaining the likely
financial implication of the business activity undertaken as their share capital.
lf required, the members may contribute more than Rs 30,000 to the group
account depending on the business activity.
6.9.After a period of three months, the beneficiaries will submit the Activity Report
in a pre-defined format and a Fund Utilization Report to the DLCIC, which will
be evaluated and be used in shortlisting the beneficiaries who are eligible for
the 2nd installment of Rs.20,000.

7.2.State level lmplementation Cell
a) Host a portal for complete online monitoring and tracking of progress of the
Scheme.
b) Sign MoUs with various Resource Agencies for the development of content
and training of trainers so as to ensure effective delivery through
standardization of content and delivery.
d) Publish a quarterly report that shall reflect the status of the projects under
each Re-SVAYEM SHG.

Onwards
State Level lmplementation Cell will maintain all data related to beneficiaries
centrally in a database and develop a portal with a specific dashboard
regarding
the Scheme.
The Portal may incorporate SMS alerts for funds disbursement and alerts
to the
applicants through the entire process of the Scheme implementation
including
registration, training, release of seed capital etc.
To cover the administrative costs, it is proposed that So/o of the Scheme budget
outlay is committed as 'Administrative Expenses' towards manpower expenses,
technology services, training, and evaluation, intensive tnformation Education
Campaign to make the Scheme attractive and appealing to the youth and for
meeting other incidental costs.
