Rationale

Behind a successful school is an effective school manager that directs every

inch of school operations to achieve its desired goals. An effective manager

possesses several competencies that enable him/her to lead the school in achieving

its success. Many readings and research finding shows that managerial competency

plays a vital role in improving school condition. Likewise managerial competency

encompasses various field of management, in this research study the researcher

aims to determine the managerial competencies of principals in terms of resource

management that particularly targets on human resource management, material

management and financial management. These three management aspects of the

principals are important in order for the school to operate well. As we all know that

the human resource management skill should be one of the primary role of the

principal to employ as he/she is the one who dictates and influence his/her

subordinates in doing their task according to their special skills and talents that help

in the progress of the institution they have been served. While the material

management serves as the tool for the teachers as well as the other school

personnel in doing their task effectively. Being an effective manager who performs

his/her task in terms of managing material resources really helps the school to solicit

materials in terms of tapping stakeholders in the community. With the use of

appropriate materials that the school is needed to prosper there is a high probability

that the school achieves its targeted objectives of giving a quality education to their

clientele. Lastly, the financial management is the skill of the principal to use the fund

allotted to them by the government, such as MOOE and his/her ability to solicit funds

needed by the school to operate well.


With the above reason, the researcher came up to a question in which she

wanted to determine the extent of managerial competencies that the principal

employs in human resource, financial resource and material resource management

at the end of her research study as well as the development of a resource

management guide for principal that will guide them in doing their job as resource

managers.

Research Objectives

1. Determine the principal’s managerial competencies in management of school

resources in terms of:

1.1. Human resource management

1.2. Material resource management

1.3. Financial resource management

2. Find out if there is a significant difference between managerial competencies

in the management of school resources in the Candelaria West and

Candelaria East District of DepEd Quezon.

3. Develop a school resource management guide

Hypothesis

There is no significant difference between the managerial competencies in the

management of school resources in the Candelaria West and Candelaria East

district of DepEd Quezon.

The inputs of this research study are the readings on principals’ managerial

competencies on their practice of managing school resources. While the process will

be the crafting, validation and administering of survey and interview questions

crafting, validation and administering of interview questions to the principals’

managerial competencies on management of school resources and crafting and

validation of the management Resource Management guide. The end product or

output of this study is the Resource management guide that will aid the principals’ for

them to employ effectively their practice as resource managers of their school.

Managerial Competencies

Based from the study of s (Nwune, Nwogbo & Okonkwo, 2016) they defined

management as the arrangement of available human and material resources for the

achievement of desired goals and objectives. While for Nkwoh (2011) it involves the

prolific use of existing resources in an efficient and effective way that leads towards goals

realization. Therefore the school principals must have a wide display of competencies in

order to lead schools effectively near to the achievement of educational goals, which has

headed to changing expectations of what leaders need to know and must be able to do.In

the study of Hellen (2012) outlines functions of school administrators in terms of

management as its includes instructional programmes, staff personnel

administration, students’ personnel administration, finance and physical resource

management and community relationship management. For her the effective

management of human, material, time and financial resources is extremely vital for

institutional sustainability and the development of school action plan.

Human Resource Management

Human resource management is an important aspect in terms of managing a

school system. Effective learners are able to use their human resource in its height if

it has good resource management skills. According to (Iqbal, Arif & Abbas 2011)

skilled and professionally qualified leaders in HRM are considered to perform better

for the development of the organization than the unqualified and unskilled ones.

Likewise, Hoffman and Shrew (2013) put stress on the point that the leaders’

knowledge and skills of HRM help in stimulating the efficiency and efficacy of the

staff leads that leads to the development of any organization as well as in education

sectors. In the above mention study it clearly depicts the pictures of a successful

organization that achieve its goals through the effectiveness of principals’ human
resource management. Based on the theory of planned behaviour by Azjen (2011)

he emphasized on his viewpoint that HRMD managers needs to guide the human

behaviour of employees based on three beliefs, namely a belief about the likely

consequence; a belief of the normative expectations of others; and beliefs about the

presence of factors that may facilitate or impede the performance of the planned or

desired behaviour. Upon employing those beliefs, the members of the organization

will be enlightened about their role in achieving the desired success of the

organization. In addition Davari (2015), stressed out that human performance in

organizations reflects on the knowledge, skills, behaviours, and values. the abilities

and skills will help the organization to better performance and productivity, any

expenditure on education and development is a long term investment that as long as

the organization can benefit from it.

Material Resource Management

According to Obro (2016) material resource management is the process of

ensuring that building and other technical systems support the operations of the

organization like in the educational system. Thus, it compasses to the materials that

the school use in performing its operation. Likewise, Obua (2018) defined material

resources as physical resources employed by learning organizations in the process

of applying educational programmes. They serve as ancillaries for the achievement

of educational goals and objectives. He emphasized that educational material

resources are the integral part of a well-organized school system. Therefor it could

be understood to be any material which is used to facilitate the overall teaching and

learning process in schools. They include textbooks, visual aids, charts, maps,

laboratories equipment, chalkboard/whiteboard, playground and other materials

applicable in education system. While for Usman (2016) he perceived material


resources as the concrete resources that can easily be seen and perceived in any

educational institution, including classroom, staff office, vehicles, health centres,

library, laboratories, instructional facilities that may directly or indirectly contributes to

the achievement of educational goals and objectives. Thus, the school system may

not reach its set out objectives without proper management of materials resources.

Similarly the finding of the study of Obua (2018) revealed that the management of

educational resource materials have always been regarded as an essential and

integral part of school administration and basically geared towards the improvement

of all other factors in teaching and learning process, thus ensuring qualitative service

delivery by the school to the society.

Financial Resource Management

According to Hrechyshkina (2016) the organization’s financial management

shows a critical role in the financial success of a business. Thus, an organization

should consider financial management a key component of the general management

of the organization. Financial management includes the tactical and strategic goals

related to the financial resources of the business. In these competitive days financial

management has to face many challenges and the financial managers have to take

innovative decisions for leading the concern towards success. While for

Mpolokeng(2011 ) he defined financial management as essential to the development

of the efficient and active use of finances in schools. If the school principals are well

trained on their roles and responsibilities regarding financial management, they will

be able to effectively deal with financial matters of schools financial management is

an integral part of efficient and effective financial management in schools.

Moreover, Lipham (2016) posited that financial management skills are needed

by the school principals to make them effective in planning, sourcing and in


utilization of school funds. Therefore, it is a must for the school principal’s to develop

and uphold their skills especially in terms of financial management as it is an

important aspect in making sure that the school have sufficient financial funds use

for its operation. This statement is similar to the finding of Victor (2017) as he stated

that the central purpose of financial management is the raising of fund and ensuring

that the funds mobilized are utilized in the most effective and efficient manner.

Financial management is the planning, organizing and controlling of inflow and

outflow of money aimed at achieving organizational success and development.
