1.) To assist member forces/corps in
acquiring resources;
2.) To lobby for and make
recommendations to appropriate
organizations, ministries, departments
and agencies in regards to matters that
will promote the operations, aims and
objectives of member organizations;
3.) To facilitate exchange of best practices
in regards to training and operations;
4.) To bring greater strength to independent
cadet forces/corps through a unity of
effort;
5.) To register and monitor newly-formed
paramilitary youth organizations;
6.) To promote community engagement and
development as well as good citizenship
through unified service;
7.) To organize combined camps, parades,
sports days and other competitive events
among member forces/corps, as well as
combined volunteer/outreach efforts;
8.) To approve and accredit Commissions
of Officers of member organizations;
9.) To standardize the basic minimum of
cadet paramilitary training requirements
and standards among member
forces/corps;
10.) To mediate or adjudicate/act as a court
of appeal for grievances/motions made
against the Executive/Command/HQ of
member forces/corps by individual
members of those organizations, or
between two or more conflicting
member corps/forces with a view to
achieve and maintain harmony,
professionalism, transparency, justice
and good order.

HELLO!!!

Welcome to ICJA’s CORA training! As you would have


known by now, CORA stands for Cadet Other Ranks Arm.

But what is the Cadet Other Ranks Arm even about? – It


is the youth (cadet) section/branch of the Independent
Cadet Joint Association (ICJA).

The All Island Cadet Corps (AICC), Black Eagle Cadet


Corps (BECC), Gordon Pen Cadet Corps, and Ranger
Cadet Combined Corps (RCC) have joined together to
create an association that promotes the best interests of
cadet organizations that are not funded and supported
directly by the Jamaican government.
Now, how do YOU come in? You have been selected to
form a part of the Steering Committee to create CORA –
the youth arm that will represent the cadets’ views,
concerns, experiences and challenges, and make
recommendations to the ICJA, among other things.

So what will training be like?

Training will be organized under the following


modules/topics:

02. What is Advocacy?
a) How Important is Advocating
b) Steps in Advocating
c) Advocacy Practical Exercise
03. Electing an Executive Body
a) Duty of the Executive
b) Executive Posts and Roles
c) Introduction to Problem Solving and Project
Management
d) Writing a Manifesto
04. Introduction to Creating a Constitution

The training will take place in this WhatsApp group using


this format (PDF), after which you will complete quizzes
on Google form links.

After completion of this training, we will revise via a


Zoom live meeting, where will set the date for a face-to-
face meeting and election of the Executive.

With that being said, we move on to Module 01…

The Basis/The Background

The foundation of CORA comes from Article 11 of the


Constitution of the Independent Cadet Joint Association
(ICJA)…
From the above, we see that…

• CORA is supposed to speak on behalf of cadets, and


is made up of cadets;
• CORA’s chief aims and purposes, apart from
representing cadets and allowing cadets of various
organizations to network and mingle, will be
determined by the members of CORA;
• The CSM/WO2 or highest ranking cadet, plus the
second highest ranking cadet in each cadet unit are
automatically members of CORA – although other
members may be admitted by the members of CORA
*;
• Although ICJA’s Executive Command will guide CORA
from time to time in creating their own
organizational structure/hierarchy, rules and
constitution, the cadet members of CORA are free to
create and develop CORA in the way that they
determine is best.

➢ * It should be noted, in relation to membership, that


it’s best to also have one or more elected cadet
representative(s) from each unit/company/battalion,
voted for by the cadets, IN ADDITION TO the 1st and
2nd highest ranking cadets. Having representatives
elected by those being represented allows for a
democratic process and inclusion.

• In addition to the CORA Constitution, members of


CORA should bear in mind that they are also
governed by the Constitution of ICJA and the
Constitution of the National Youth Council of Jamaica
