JOB DESCRIPTION FOR THE POST OF

LOCUM APPOINTMENT FOR TRAINING


(FOUNDATION YEAR 2 LEVEL)
DEPARTMENT OF EMERGENCY MEDICINE

Clinical Duties and Contracted Hours of Duty

a) F2 Duties: Full Shift

b) Teaching within the Department

At the commencement of the post there is a 4 day induction course covering


resuscitation, multiple injuries, major disaster, as well as the emergency
management of most common conditions. In addition to the theoretical
teaching there will be practical tuition in suturing, plastering, intubation and
defibrillation.

There is a teaching session each Thursday morning between 0800 and 1000
hrs. Topics covered include; The Management of Burns; Drug Problems;
Electrical Injuries; Special Problems in the Elderly; Asthma; and Medicolegal
Aspects of Death in A&E.

d) There may be an opportunity for F2s to attend the ALS (Resuscitation Council
(UK) Approved) or ATLS (Advanced Trauma Life Support course) which are
both held at Peterborough City Hospital. These provide invaluable training for
F2s employed in the Emergency Medicine Department both for the
management of cardiac resuscitation and also in the management of trauma
resuscitation.

Duty Rota

The F2s will participate in the 24 hour “shift” cover duty roster which provides
emergency cover at Peterborough City Hospital.

The average hours of duty are equivalent to 47.6 standard duty hours per week. This
includes provision for prospective cover for annual leave and approved study leave.

Notes:
A maximum of 2 F2s may take leave at any time. All Leave must be certified by Miss
P Reid. Try to plan ahead as far as possible.

Leave may not be taken when on nights. You are strongly discouraged from taking
leave outside your AL and F weeks – this is unlikely to be granted.

F2 Teaching is on Thursdays at 0800 - 1000 hrs. This time is factored into your rota
and is compulsory except on nights, late shifts and AL.

Swaps must be agreed with a Consultant and entered in swap sheet with both parties
signing.
Brief Description of the Accident & Emergency Department

The Emergency Department has moved to a brand new Peterborough City Hospital
since December 2010 and incorporates eight bedded resuscitation, 24 cubicles in
majors, 8 cubicles in minors with separate eye examination cubicle, minor procedure
rooms, consultation rooms and a separate paediatric area with 6 cubicles and
paediatric procedure room for sedation. Department provides a friendly and convivial
atmosphere and sees 75,000 cases per year providing a wide range of learning
opportunities.

STUDY AND TRAINING

Study leave will be granted in accordance with paragraphs 250 - 254 of the Terms
and Conditions of Service of Hospital Medical and Dental Staff and as agreed by the
Peterborough and Stamford Hospitals NHS Foundation Trust.

There is a modern postgraduate medical education centre on site, with a well stocked
library receiving over 150 periodicals, books and journals. There are borrowing
facilities from the national Lending Library for any book or journal not available.

There is an active programme of weekly clinical meetings at Peterborough City


Hospital for all junior hospital staff, in addition to one half day a month for audit
training for all medical staff. Arrangements are made for each member of staff to
attend.

MAIN TERMS AND CONDITIONS OF SERVICE

The appointment is subject to the Terms and Conditions of Service of Hospital


Medical and Dental Staff (England and Wales) as amended from time to time. Any
reference in those Terms and Conditions to an employing Authority shall be
construed as if it were to include reference to any employing Trust.

In accordance with the terms and conditions of Service of Hospital Medical and
Dental Staff (England and Wales), hospital junior staff are not expected to perform
duties unpaid (HC(PC)77)6, para 2) except in the following circumstances:

Paragraph 110(a)

Practitioners in the grade of senior registrar, registrar, senior house officer and house
officer shall be expected in the normal run of their duties, and within their contract
and job description, to cover for the occasional brief absence of colleagues as far as
practicable.

Paragraph 110(d)

In addition, they will be prepared to perform duties in occasional emergencies and


unforeseen circumstances without additional remuneration but may be granted time
off in lieu at the discretion of the Trust. Commitments arising under these provisions
are, however, exceptional and practitioners should not be required to undertake work
of this kind for prolonged periods or on a regular basis.

The postholder is required to be continuously registered with the General Medical


Council/General Dental Council and it is recommended to be a member of a
recognised professional defence organisation.

This post is exempt from the provisions of the Rehabilitation of Offenders Act 1974
(Exceptions) Order 1975 and applicants are not entitled , therefore to withhold
information about convictions which for other purposes are “spent”. In the event of
employment, failure to disclose such convictions will result in disciplinary action by
the Trust which could result in dismissal.
Whilst the Trust will be responsible for handling claims for medical negligence
against medical and dental staff undertaking duties in accordance with the terms of
their contract of employment with the Trust, consultant medical and dental staff are
advised and encouraged to take out adequate defence or insurance cover, at their
own cost, in respect of activities which fall outside the scope of their contract of
employment (e.g. for defence costs involved in GMC disciplinary proceedings).

Medical and Dental staff will be required to assist management and its agents during
investigations into claims alleging medical negligence and where requested, to
provide related factual statements.

Within the terms of DHSS Circular (HC (88)) - Protection of Children - applicants are
required when applying for this post to disclose any record of convictions, bind-over
orders or cautions.

Any offer of appointment will be subject to receipt of satisfactory references and to


heath clearance by the Trust’s Occupational Health Department, including Hepatitis
B status.

This post may involve the direction of medical exposure of ionising radiation. The
Ionising Radiation (Protection of Persons Undergoing Medical Examination or
Treatment) Regulations 1988 impose a legal responsibility on employers to limit
clinical or physical direction of medical exposure to ionising radiation for a diagnostic
or therapeutic purpose to employees adequately trained in Radiation Protection.

Peterborough and Stamford Hospitals NHS Foundation Trust will accept a certificate
issued by a competent Institute attesting receipt of tuition of Radiation Protection as
proof of adequate training.

The Trust is committed to providing safe and effective care for patients. To ensure
this, there is an agreed procedure for medical staff that enables them to report,
quickly and confidentially, concerns about the conduct, performance or health of
medical colleagues (Chief Medical Officer, December 1996). All medical staff,
practicing in the Trust, should ensure that they are familiar with the procedure and
apply it.
