ABOUT THE CONFERENCE WHO SHOULD ATTEND
The main aim of this event is to promote the In-house counsels and external counsels working
(economic) exchange between Vietnamese and in/for companies doing business in Vietnam,

ABOUT THE ORGANISER


The German Vietnamese Lawyers Association (Deutsch-Vietnamesische Juristenvereinigung –
DVJV) aims at the exchange of legal developments on German and on Vietnamese Law. The
association was founded in 2019.

HE DR. NGUYEN MINH VŨ


Ambassador of the Socialist Republic of Vietnam in the Federal
Republic of Germany

Dr. Nguyen Minh Vũ joined the Ministry of Foreign Affairs of


Vietnam in 1993 and has since held various positions, in both
bilateral and multilateral diplomatic affairs. Prior to this assignment,
he served as Assistant Minister of Foreign Affairs, Director General
of the Consular Department, and Director General of the
International Law Department. He has also held several diplomatic
postings, i.e. Third Secretary of the Embassy of Vietnam in Russia
from 1998 to 2002 and Minister Counselor of the Embassy of Vietnam
in Berlin from 2007 to 2010.

Dr. Nguyen Minh Vũ assumed his position as Ambassador of


Vietnam in Berlin in December 2018.

LUCIA PUTTRICH
Hessian Minister for Federal and European Affairs, and
representative of the Land Hessen at the federal level, Member of
the Bundesrat (Committee on the Affairs of the European Union)

Lucia Puttrich studied jurisprudence at Julius-Maximilians University


in Würzburg. After studying business administration at the
University of Applied Sciences in Giessen, she took over a
managerial position at a craft business. Prior to joining the Hessian
government, she was a town councillor in Nidda and member of
the management at a medium-sized paper processing business
before being elected Mayoress of the town of Nidda in 1995. She
held this office until her election to the German Bundestag in 2009, of
which she was a member until 2010.

Government work for today’s Minister for Federal and European


Affairs began in August 2010 as the Hessian Minister for the
Environment, Energy, Agriculture and Consumer Protection. Since
January 2014 Lucia Puttrich has been the Minister for Federal and
European Affairs and the representative of the State of Hessen to
the Federal Government in the Bouffier Cabinet and a Member of the
Hessian State Parliament. In 2014 she was elected to the Executive
Committee of the European People’s Party (EVP).

Since 2002 Lucia Puttrich has been a member of the Praesidium of


the CDU in Hessen – since 2010 as the Deputy State Chairman. She
is since 2016 Member of the Bundesvorstand of the CDU in
Germany.
LOAN TRUONG
Chairwoman of the board, German-Vietnamese Lawyers
Association | Attorney at Law

Loan Truong was born in Tan Phuoc (Vietnam). Before studying law
in Passau and Tübingen she worked as intern for a German
institution in Vietnam. Loan gained during her legal education
profound work experience in Singaporean and Israeli law firms and
was admitted to the bar in Germany in 2017. The main focus of her
work is on IT law (especially data protection) and Intellectual
Property.

Loan is fluent in German, Vietnamese and English and has good


knowledge in French, Latin and Chinese.

She is Chairwomen of the Board since foundation of the DVJV in


December 2019.

DR. OLIVER MASSMANN

Dr. Oliver Massmann is an International Attorney at Law and a


Financial Accountant and Auditor. He received his PhD with Major in
International Business Law.

Oliver has over 20 years experience working as commercial lawyer


in Vietnam. He practices in the area of corporate international
taxation and on power/water projects, matters related to oil and gas
companies and telecoms, privatization and equitization, mergers
and acquisitions, and general commercial matters for multinational
clients in relation to investment and doing business in Vietnam. He
is fluent in Vietnamese language, negotiation and presentation level.
Oliver is the only foreign lawyer as Member to the Supervisory
Board of PetroVietnam Insurance Corporation, Vietnam‘s largest
industrial insurer.

NGA LE
CEO and Co-Founder, EDUBAO GmbH, Germany

Vietnamese born and educated in Germany, Nga Le holds a


master‘s degree from LMU Munich/Germany with a focus on
insurance, financial controlling, and organizational psychology.
During her studies, Nga worked for Siemens in the field of
automation lines (A&D) and airport infrastructure (TTU) and was
responsible for industrial trade shows and customers above 1 billion
Euro revenue.

After finishing her studies, Nga joined Munich Re’s innovation team
and was soon promoted to operational underwriting for South East
Asia and Greater China. She also worked as a trainer at the
Controller Academy before leaving the corporate world in 2013.
The driven entrepreneur has since set up two successful insurances
in Life and Non-Life. Currently, she is the CEO and Co-Founder Of
EDUBAO, which is a tech start-up with a holistic approach to
serving the global education sector.

Nga is fluent in German, English, and Vietnamese.


PROF. DR. ANDREAS STOFFERS

Friedrich Naumann Foundation for Freedom

Prof. Dr. Andreas Stoffers studied Political Science and Economics


with a focus on International Relations at University of the Federal
German Armed Forces in Munich/Germany. In 1996, he completed
his PhD on German – Thai relations.

Andreas has 18 years of practical management experience as a


banker in Germany and Southeast Asia. In 2014, Andreas became
Professor of Business Administration and International Management
at SDI Munich International University of Applied Sciences.
Moreover, he is a Visiting Professor at University of Malaya in Kuala
Lumpur/Malaysia and at the Vietnamese-German University in Binh
Duong/Vietnam. Since September 2019, Andreas is on leave in
order to work as Country Director Vietnam for Friedrich Naumann
Foundation for Freedom in Hanoi.

LUDWIG GRAF WESTARP


BVMW Representative Vietnam | Managing Director SKARO
GmbH, Germany

Ludwig Graf Westarp has a 17 years track record in general


management and developing strategic business initiatives in Europe
and Southeast Asia. He is the Representative of the Federal
Association of Small and Medium-Sized Enterprises (BVMW) for
Vietnam, Founder of SKARO VIETNAM Services & Trading, SKARO
GmbH and SKARO Records in Germany. With management
responsibility for up to 2,000 employees, he has already managed
well-known international companies regionally.

Ludwig is teaching International Management at HTW Berlin and


is CI of the German Malaysian Round Table in Berlin as well as
responsible for Vietnam and Cambodia at the ASEAN Round Table.
He graduated with Master’s degree in Modern German Literature,
Philosophy and Musicology at Free University of Berlin (FU Berlin) as
well as with Master of Business Administration (MBA) European-
Asian Management at Berlin School of Economics and Law.

DR. ANH-DUC CORDALIS

Dr. Anh-Duc Cordalis was born in Germany. His parents are both
Vietnamese. He grew up enjoying both cultures and mentalities.
Anh-Duc studied at the University of Frankfurt am Main (Dr. jur.)
and was admitted to the bar in Germany in 2005. During his legal
education he worked for Baker McKenzie in Frankfurt and in Hanoi/
Vietnam, for Dewey & Leboeuf in London/UK and for Milbank in
Frankfurt.

He is fluent in German, English and Vietnamese and his expertise


covers the whole range of domestic and cross-border M&A
transactions and all corporate legal issues in this context. Moreover,
Anh-Duc has a profound experience in all sorts of debt financing
transactions. In his 10 years of M&A experience Anh-Duc has
advised in more than 50 national and cross-border M&A
transactions.
