Programs and Resources

Documentation Needed - All Programs


1. Social Security Cards for everyone in the households
2. Proof of income for the month prior to application for services
3. Copy of the bills you are applying for financial assistance for
4. If a bill is in someone else’s name, a written signed note from the person who is
responsible for the bill stating that the client is responsible for the bill
5. If the client is self employed a copy of their tax returns and a current profit and
loss statement
Or
6. Receipts for the work performed for the month prior to application

Current Programs

LIHEAP Subsidy November 2 – December 11

Eligibility
 Household income up to 130% of Federal Poverty Level
 All forms of heat
 A late notice is not required
 Benefit amount is based on income
 Client may only apply one time for a subsidy benefit

LIHEAP Crisis January 4 – March

Eligibility
 Household income up to 130% of Federal Poverty Level
 All forms of heat
 Have a disconnect or late notice from their electric service

 If the client has a disconnect notice Community Action can pay the entire electric charges
CSBG CARES 10/12/20 – until funds run out

Eligibility
 Household income up to 200% of Federal Poverty Level
 Must have been impacted by COVID such as job loss, layoff, reduction in hours, unable to find
daycare, illness, etc.

Services
 Payment of mental health counseling services – CASOKY will provide payment to certified
mental health counselors for co-payments, initial mental health assessments and on-going
services
 Prescription, vision and dental assistance – CASOKY will provide co-pays for prescriptions,
vision and dental care to uninsured and under insured
 Rent and mortgage payments – CASOKY will provide up to two (2) month’s rent or mortgage
payment for people who have lost their jobs or who have had wages significantly reduced due
to the COVID pandemic.
 Childcare payments – CASOKY will provide child care payments to state licensed facilities for
persons who have lost their jobs or had a significant reduction in wages to ensure the client
can find work or return to work and that the child(ren) have proper care
 Other services as needed – if demand indicates a need for transportation assistance, personal
care items, utilities such as internet, phone and water financial assistance may be provided

Healthy at Home 10/26/20 – 12/11/20

Eligibility
 Household income up to 200% of Federal Poverty Level
 Bill must be late
 Proof of arrearage, payment plan, or disconnect notice for utilities
 Households can reapply until they reach their maximum benefit
Services
 Water/Wastewater – will pay up to $500.00
 Electric/Natural Gas – will pay up to $200.00

Emergency Food and Shelter Open until funding runs out

Eligibility
 Household income up to 150% of Federal Poverty Level
 Must be late or within 10 days of bill due date
 Will only pay for one month
 Client may only apply one time, for one benefit
 Must have experienced and unforeseen event resulting in financial impact
 Benefits vary by county, contact your county’s Local Office
 Allen – Food
 Barren – Utilities
 Butler – Rent/mortgage, utilities
 Hart – Food, utilities
 Logan – Utilities

WRECC Warm Hearts Open until funding runs out

Eligibility
 Household income up to 250% of Federal Poverty Level.
 Electric service only
 Cannot have received LIHEAP funds
 WRECC must approve payment
 Bill paid only once per year
 Must be a WRECC customer
 For counties – Allen, Barren, Butler, Edmonson, Logan, Simpson, Warren

WRECC Warm Hearts COVID Open until funding runs out

Eligibility
 Household income up to 250% of Federal Poverty Level.
 Electric service only
 Cannot have received LIHEAP funds
 WRECC must approve payment
 Bill paid only once per year
 Client must have been affected by COVID-19
 Must be a WRECC customer
 For counties – Allen, Barren, Butler, Edmonson, Logan, Simpson, Warren

FRECC Warm Hearts Open until funding runs out

Eligibility
 Household income up to 150% of Federal Poverty Level.
 Electric service only
 Cannot have received LIHEAP funds
 FRECC must approve payment
 Bill paid only once per year
 Must be a FRECC customer
 For counties – Barren, Edmonson, Hart and Metcalfe Counties

Russellville Electric Plant Board Open until funding runs out

Eligibility
 Household income up to 150% of Federal Poverty Level

Christ the Healer Open until funding runs out

Eligibility
 Household income up to 150% of Federal Poverty Level
 Utilities
 Must live in Metcalfe County

Victory Hill Church Open until funding runs out

Eligibility
 Household income up to 150% of Federal Poverty Level
 Utilities
 Must live in Allen County

Team Kentucky Open until funding runs out

Eligibility
 Household income up to 200% of Federal Poverty Level
 Pre-COVID their income can not exceed 400% of Federal Poverty Level
 Rent/mortgage, utilities, food
 Must have been working at least an average of 30 hours per week up to and after March 6,
2020.
 Must have had a pay reduction of at least 50% after March 6, 2020 due to job layoff, reduction
of work hours, quarantine or illness due to COVID
 Will pay for current month’s bills up to $1,000

United Way – Feed the Need Open until funding runs out

Eligibility
 Household income up to 200% of Federal Poverty Level
 Food Pantry and fresh food vouchers
 Counties – Allen, Barren, Edmonson, Hart, Metcalfe and Monroe

United Way – COVID Open until funding runs out

 Household income up to 200% of Federal Poverty Level
 Must be a resident of Allen County
 Food pantry and fresh food vouchers

Halton – Food Pantry Open until funding runs out

Eligibility
 Household income up to 200% of Federal Poverty Level
 Must be a resident of Allen County
 Fresh food vouchers

Feeding America – Food Pantry Open year round

Kentucky Health Benefits Assister Open year round

Eligibility
 All persons eligible
 Assist clients signing up for Medicaid, if eligible
 Assists clients signing up for market rate insurance
 Assists client in understanding Explanation of Benefits and other insurance related questions
