AN ACT
REQUIRING ALL GRADUATING STUDENTS TO PLANT AT LEAST FIVE (5) TREE
SAPLINGS EACH AS A PREREQUISITE FOR GRADUATION

EXPLANATORY NOTE

Section 16, Article II of the 1987 Constitution of the Republic of the Philippines provides that “the State shall
protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and
harmony of nature.” While it is the government’s primary duty to protect the environments within its domicile to
protect the welfare of its members, the students have the responsibility to contribute towards the achievement of this
goal.

Currently, according to the date provided by the Forest Management Bureau of the Department of Environment
and Natural Resources, the Philippines loses approximately 47,000 hectares of forest cover every year. 1 From the
original forest cover in the 1900s, the country is now down to less than 24 percent causing adverse effects to the
Philippine ecology such as worsening air pollution and climate change.
This bill seeks to aid the existing programs of the Philippines by requiring all graduating students to plant at
least five (5) tree saplings as prerequisite to graduation.

Through the enactment of this bill, we can expect hundreds of trees every year, thereby contributing to the
achievement of a greener environment and the investment for a greener future while instilling environmental
awareness and responsibility to the students.

AN ACT
REQUIRING ALL GRADUATING STUDENTS TO PLANT AT LEAST FIVE (5) TREE
SAPLINGS EACH AS A PREREQUISITE FOR GRADUATION

Be it enacted by the Senate and the House of Representatives of the Supreme Student Government of Alabel
National Science High School in Congress assembled:

SECTION 1. Short Title. – This Act shall be known

as the “Graduation Legacy for the Environment Act of
2020.”
SEC. 2. Declaration of Policy. – It is the policy of
the Government to pursue programs and projects that
promote environmental protection, biodiversity, and
climate change mitigation.
SEC. 6. Partner Agencies. – The Department of
Internal Affairs shall implement the provisions of this
Act, in partnership with the following agencies:
(1) Department of Health and Sanitation
(2) Department of External Affairs

SEC. 3. Tree Planting as a Mandatory Requisite (3) Department of the Treasury

for Graduation. – All graduating students from high
school shall be required to plant at least five (5) tree (4) Department of Public Information
saplings as a mandatory prerequisite for the graduation.

(5) Urban areas under the greening plan of the
Local Government Unit of Alabel;
(6) Inactive and abandoned mine sites; and
The Department of Internal Affairs shall coordinate
with the School Administration. The School Head may
cancel the tree planting; provided, that he shall transmit
its communication with the Department of Internal
Affairs and the Congress within two days from the date
of the tree planting activity.

(7) Other suitable lands. SEC. 8. Implementing Rules and Regulations. –

SEC. 5. Preference for Indigenous Species. – The
planted species of trees should be appropriate to the
location, climate, and topography of the area with
preference for the planting of indigenous species.
The Department of Internal Affairs, in coordination with
the Department of Health and Sanitation and the
Department of Public Information, and in consultation
with other agencies, shall promulgate and issue the
implementing rules and regulations necessary to
implement this Act within thirty (30) days after its with any provision of this Act are hereby repealed,
approval. modified, superseded, or amended accordingly.

HOLD A JOINT SESSION TO HEAR THE MESSAGE OF THE PRESIDENT OF THE
SUPREME STUDENT GOVERNMENT OF ALABEL NATIONAL SCIENCE HIGH
SCHOOL

Resolved by the House of Representatives, the
Senate concurring, that both Houses of Congress of the
Supreme Student Government of Alabel National
Science High School hold a Joint Session of Monday,
March Fifteen, Year Two Thousand and Twenty-One, at
ten o’clock in the morning at the Youth Center of
Alabel National Science High School, to hear the
message of the President of the Supreme Student
Government of Alabel National Science High School.

JOINT RESOLUTION
CALLING UPON MEMBERS OF CONGRESS TO CONVENE FOR THE PURPOSE OF
CONSIDERING PROPOSALS TO AMEND OR REVISE THE CONSTITUTION, UPON
A VOTE OF THREE-FOURTHS OF ALL MEMBERS
 WHEREAS, the Constitution is the fundamental
and paramount law which provides the framework of
governance, as well as the instrument of the students to
secure their rights and promote the common welfare;
WHEREAS, under Section 1, Article XIV of the
Constitution, “Any amendment to, or revision of this
Constitution may be proposed by:
“(1) Students’ initiative;
“(2) The Congress, upon a vote of three-fourths of
all its Members voting separately; or
“(3) A constitutional convention.”
WHEREAS, for economic consideration, the
calling for a Constituent Assembly is more practical as
it does away with a costly election of delegates to a
Constitutional Convention and appropriating funds for
its operation;
WHEREAS, as representatives of the students, we
must always foster the interest of the general public by

formulating necessary measures for economic growth
and development, while keeping pace with the rapid
changes and circumstances surrounding them.
Now, therefore, be it resolved by the Senate and the
House of Representatives, by a vote of three-fourths of
all its Members, and pursuant to Article XIV of the
Constitution, to propose amendments to Article VII of
the Constitution of the Supreme Student Government of
Alabel National Science High School, with Section 7
reading as follows:
“SEC. 7. The Members of the House of
Representatives shall be elected for a term of [one]
three years which shall begin, unless otherwise provided
by law, at noon on the fifteenth day of March next
following their elections.
“No Member of the House of Representatives shall
serve for more than [three] two consecutive terms.
Voluntary renunciation of the office for any length of
time shall not be considered as an interruption in the
continuity of his service for the full term for which he
was elected.”
