PUBLIC SAFETY AND EMERGENCY MANAGEMENT COMPLEX

1. USER BEHAVIOR ANALYSIS
This chapter provides a review of the user groups categorized by
market type and management type for the proposed development. The purpose
of the user analysis is to get insights into the potential interactions between the
intended users and the spaces inside the planned development. This approach
also involves the creation of user profiles through the analysis of user activities
and traits, with the aim of collecting measurable data pertaining to users,
product design, and development. Lastly, the acquired information is analyzed
and utilized to inform the project's development.
1.1. Market Type Research Analysis
This section will look at the organizational or administrative structure that
constitutes the management component of the project. Furthermore, this paper
will delve into an analysis of the organizational structure, management style, and
the respective duties and responsibilities of the organization's members.
I) Existing Market
A. Local Government Unit of Albay
1. Provincial Government of Albay
Albay is a province of the Philippines located in the Bicol Region in
Southeastern Luzon Island. The citizens of Albay are called Albayanos.
Albay is a province composed of 15 municipalities and three cities. The
capital of the province is Legazpi City. Albay has a total land area of
2,554.06 square kilometers (986.13 square miles).
The symbol most associated with Albay is the Mayon Volcano, a
nearly perfectly-shaped active volcano, 2,462 meters (8,077 ft.) high,
which could be seen throughout its 15 municipalities and 3 cities as well
as in the surrounding provinces of Sorsogon, Masbate and
Catanduanes.
2. Provincial Disaster Risk Reduction Management Office (PDRRMO)
The Province aims to enhance the efficiency of disaster risk
reduction and management endeavors by effectively executing disaster
risk reduction and management programs and development initiatives.
The execution of the programs will be conducted in compliance with
Republic Act No. 10121 and Joint Memorandum Circular No. 2014-1
issued by the National Disaster Risk Reduction and Management
Council (NDRRMC), Department of the Interior and Local Government
(DILG), Department of Budget and Management (DBM), and Civil
The Mayon Volcano Eruption last June 12, 2023, led the residents of
Albay to flee from their houses. People who have been forced to flee from
their houses are currently encountering serious difficulties within the
overcrowded evacuation shelters. According to a source, a room designed
to accommodate just 30-40 individuals is currently housing 100 evacuees,
who are compelled to share a single restroom facility. Certain individuals
are compelled to return to their residences on a daily basis in order to
provide sustenance for their livestock, thereby securing a source of money
to support their livelihoods. The latest volcanic eruption resulted in the loss
of their regular source of income. Events of such scale have significantly
impacted the lives of individuals who have been forced to evacuate. These
kinds of conditions, which require them to be displaced for an extended
period of time, will require more than just shelter and food relief.
According to the evacuation report issued by the Albay Public Safety
and Emergency Management Office on August 16, 2023, there is a present
population of 5,789 households and 20,238 individuals dwelling in an
evacuation center as of the stated date. The majority of individuals in this
group are adults, specifically 9,851 in total.

C. Locality of Albay
The individuals residing in Albay are often identified as Albayanos.
Albay is a province in the Philippines that is distinguished by its inclusion of
15 municipalities and 3 cities. Legazpi City functions as the administrative
center of the province.
The Province of Albay is home to a population of 1,374,768
individuals. The localities with the highest population density in the province
of Albay encompass its constituent cities, as well as the municipality of
Daraga. The City of Legazpi is home to a population of 209,533 individuals,
while the City of Tabaco accommodates a total population of 140,961
residents. Similarly, the City of Ligao has a population of 118,096, and the
Municipality of Daraga has a population of 133,893.

a) Organizational Mandate
The following are the Mission and Vision of the Provincial
Government of Albay:
Mandate:
Every local government until shall exercise the powers expressly
granted, those necessarily implied there from, as well as powers
necessary, appropriate, or incidental for its efficient and effective
governance, and those which are essential to the promotion of the
general welfare. Within their respective territorial jurisdictions, local
government units shall ensure and support, among other things, the
preservation and enrichment of culture, promote health and safety,
enhance the right of the people to a balanced ecology, encourage and
support the development of appropriate and self-reliant scientific and
technological capabilities, improve public morals, enhance economic
prosperity and social justice, promote full employment among their
residents, maintain peace and order, and preserve the comfort and
convenience of their inhabitants. (Local Government Code – Sec. 18)
Mission:
To uplift the quality of life of the Albayanos socially, economically,
morally, and spiritually.
Vision:
Albay as the most progressive, disaster-resilient, and globally
competitive province anchored on wellness and excellent quality health
EXERCISE tolerance for all the shortcomings that the public may
display to us either purposely deliberately and intentionally.

Mandated to develop plans and programs that help enhance and
protect socio-economic, physical and cultural investments towards
general welfare and sustainable development.
Vision:
A progressive and disaster-resilient community
supportive to a globally competitive province under a dynamic and
participatory leadership on disaster risk reduction management and
governance.
