Chapter IV

Results and Discussions

This chapter discusses the Preliminary Site Investigation and Analysis, Architectural

Programing and Architectural Translation which are used in formulating Architectural

Solutions to the problem.

A. Site Investigation and Analysis

This includes data and illustrations gathered from the actual visits and different sources of

information.

1. Site Location

The Redevelopment of Laua-an Town Center is located in the lowlands of Barangay

Poblacion (Centro), municipality of Laua-an, Antique. The site is situated along the

national road. It is bounded by the Municipality of Barbaza at the North, Municipality of

Bugasong at the South, Tapaz Capiz at the East and Cuyo East Past at the West which is

approximately one hundred ninety-two meters away from the site.

The proposed site is owned by the Local Government Unit of Laua-an. It has a Total

Land Area of 1.6 hectare (10, 690.99 sq.m).

3. Site Land use and zoning

The proposed site is zoned as a commercial, institutional and parks and recreation in

accordance to the Comprehensive Land Use Plan 2015 (CLUP 2015) of the municipality

of Laua-an, Antique.

4. Site Topography

The site is located at the barangay Poblacion (Centro) situated at approximately

11.1484 N, 122.0455 E, in the island of Panay. Elevation at these coordinates is estimated

at 50.6 meters (166ft.) above mean sea level. It is situated along the national road and

bounded by residential, institutional, and commercial areas.

5. Site Climatic Condition

Just like other municipalities in the Province of Antique, the climatic pattern of the site

belongs to Type I of the Modified Coronas Classification in which it has distinct periods

of wet and dry – wet during the months of June to October and dry from November to May.

Its temperature regimes are hot and humid in summer while cool nights are experienced in

December and January.

The climatic condition of the site is influenced by two important monsoons that hit the

Philippines annually. The southwest monsoon (Habagat) is experienced from June to

September. The time of the southwest monsoon coincides with the period when typhoons

are most prevalent in the country. The northeast monsoon (Amihan) occurs from November

to mid-February. Geographic barriers like the Sierra Madre in eastern and southern Luzon,

and the Western Cordillera of Panay Island block the northeast monsoon from reaching

Antique, thus lessening the possibilities of precipitation making conditions dry and cool

during this period. Typhoons may also occur during this period but less prevalent.

6. Site Preliminary Analysis

A. Hydrology

i. Water Resources

There are two major rivers in laua-an, the Paningayna and Cairawan River. The

Paningayan River which is a tributary to Palawan River is located in the Eastern part of the

municipality, while the Cairawan River is one of the seven major rivers of the Antique

located in the Northern part, the Cairawan river has a drainage area of 51 sq.km with a

mean annual run-off depth of 109 million cubic meters and mean annual rainfall of 3,400

mm.

ii. Water Quality

Municipality of Laua-an has a vast resources of fresh water due to the existence of

the two major rivers known Paningayan and Cairawan River, also, numerous numbers of

creeks and springs are already developed. The water quality of the rivers in the

municipality is generally turbid because of water erosion and high rainfall. However, about

2/3 of the barangays in Laua-an have improved spring as their source of potable water and

all passed the water quality standard by Department OF Health (DOH).

B. Flora and Fauna (Vegetation)

The dominant vegetation along the proposed project areas are plantations such as

rice, corn, vegetables, banana, and coconut in the residential and agricultural areas. While

the natural vegetation includes grasses, herbs vines, shrubs, palms and trees.

The remaining natural forest of the municipality is still known to harbor some

endemic and endangered species of plants and animals such as spotted deer, wild pigs,

wild bird spcies, and mossy forest.

C. Soil Characteristics

There are many soil types characterized in Laua-an, undifferentiated mountains

soils cover most of the areas, Patnongon Sandy Clay is found in the barangay Poblacion,

Cabariwan and Oloc.

D. Site Facilities

i. Power Supply Facilities

Laua-an is served and energized by the Antique Electric Cooperative (ANTECO).

ii. Solid Waste

Currently the Municipality has 2 units of Material Recovery Facility (MRF), 1 unit

of Vermin-composting Facilities, 1 unit of Shredder for bottles and plastics, 2 units of Bio-

shredders, and 1 unit for Garbage Truck. Laua-an has also 60 Units of Waste Segregation

Bins.

iii. Protection Services facilities

The local Police and Fire department compose the protective services of the

Municipality. Both are located within Barangay Poblacion adjacent to the municipal

building. Currently, the PNP has one police car while the Fire department has the

firefighting equipment that includes two fire trucks and one fire pumps.

iv. Communication Facilities

A mini-hydro project is being constructed at Brgy. San Ramon by Sun West Water

64 Electric Company (SWWECO) at Sitio Sadsadan, Brgy. Maybunga and Villa Siga

Bugasong. Four cell sites (Globe and Smart) were installed at Barangay Poblacion,

Bagongbayan and Liya-Liya respectively. It is observed that even upland barangays have

signal which contributed to the improvement of information technology in the area.

Currently the municipality of Laua-an has a hydro power plant estimated to generate 5

megawatts electricity that can serve not only the municipality but the whole Province of

Potential use of the site, significance value of the past of the existing structure are

the important things to take into considerations. Also the topographical location, climate

and acceptable conditions of the sites environment are also considered.

9. Site SWOT (Strength, Weaknesses, Opportunities, Threats) Analysis

A. Strength/s

The primary strength of this proposal is the presence of existing buildings which is

subjected to reduce the consumption of materials and land. It is also situated along the

national road which is accessible in all kinds of local land transportations. In addition,

based on its structure/ concept map, out of 40 barangays, Poblacion is one of the major

growth center. (CLUP 2015)

B. Weaknesses

During rainy seasons, the inconvenience for residents to work because of the

condition of its existing facilities. The public market is lacking of essential facility and the

area is not properly well-maintained. There is no MRF for the proper waste disposal which

caused to have unpleasant ambiance. Furthermore, the Municipal hall was not

architecturally planned reasons to have unsystematised traffic flow. Public services

delayed and consume a lot of time and effort of the people during transactions. It was built

but failure to comply with the buildings code specifically its setback which will be affected

during road widening.

C. Opportunities

Local Government unit of Laua-an proposed this redevelopment project to provide

better and improved facilities to deliver and expand the government service effectively and

efficiently. This project also seek promote economic activity thus creating more livelihood

opportunities.

D. Threats

Based on its flooding hazard map, the site is estimated to have a low, moderate to

high susceptibility during flood. During earthquake outbreak, about 50% of the total

barangays is prone to have a PEIS Intensity VIII or higher which means very destructive

to devastating ground shaking. Hopefully, according to the municipality of Laua-an, there

is no record of very high earthquake occurrence within the projected areas.
