1. INTRODUCTION
This presentation concerns to the project for “Preparation of Master Plans for Municipal
Capitals Water Supply and Sanitation, Ainaro, Maliana and Suai”.
The team mobilization has started (stage 0), as well as the compilation of stakeholders contact
details, documents and baseline information.
Besides stage 0, which includes Inception Report, it’s presentation, discussion and delivery,
the project scope consists of three main stages:
• Stage I - Assessment of Existing Water and Sanitation Situation;
• Stage II - Water Supply and Sanitation Options Analysis;
• Stage III - Feasibility Assessment of Priority Water Supply and Sanitation
Investments.

2. FIELD WORK &
MEETINGS
- Suai, (district of Covalima) from October, 13th till 17th, water sources (existent and alternatives),
boreholes, reservoirs, booster station (pump station), main network operating valves, schools,
hospitals, existent fecal sludge treatment plant built by UN in 2001;
- There are about 200 water meters installed, and plans to install another 800 next;
- Maliana (district of Bobonaro) from October, 17th till 21st, water sources (existent and
alternatives), reservoirs, main network operating valves, schools, hospital;
- There are about 1100 water meters installed, and plans to install 2000 more next year –monthly
income is about 3 to 4 000 usd;
It is a strategic matter, people must pay for water supply. It’s the way to promote a rational water
consumption from clients and to achieve financial sustainability of the service.
Currently, clients closer to reservoirs can easily access water., clients faraway from reservoirs, hardly
have water access.
Ainaro Sanitation: There is no information about emptying procedures of septic tanks. According
to information shared by SMASA officials, all existent septic tanks are leaking into the ground and
infiltrate which poses a contamination risk to any groundwater aquifer.
Suai - Water Supply System: New water sources are needed to met current demand. Water shortage
will increase considering the future urban development. The mountains have different water sources,
springs, rivers,…;
There are three boreholes, only one is active. Borehole inactivity will entail in equipment loss, thus
a rapid action is needed to avoid this;
Suai Sanitation: There is an existent feacal sludge treatment plant (FSTP) built by UN, it is not
working, but might be rehabilitated;
Suai Prison: is expanding current staff living quarters (6 houses total);
There is a water supply system inside the prison, in need of technical assistance, but can be used
for water supply of all prison and population in the area around prison. SMASA can rehabilitate the
water supply system and do the operation and maintenance;
The prison wanted to empty the 4 septic tanks, it would cost about 2000 usd, because the septic
tank cleaning truck is based in Dilli;
Maliana - Water Supply System: There are several water sources, springs and rivers, and
alternatives in the mountains. WTP layout will be heavily dependent on existing water quality. The
WTP is not working properly and is in need of a in-depth rehabilitation.
Maliana Sanitation: There is no information about emptying procedures of septic tanks. According
to information shared by SMASA technicians, all existent septic tanks are leaking into the ground
and infiltrate which poses a contamination risk to any groundwater aquifer..
Ainaro reservoir, fence ok, space too Ainaro WTP, need rehabilitation works, pipes
narrow inside, need rehabilitation works need to be replaced, due to limestone
Suai Borehole, after 10 months, still not Américo Spring chamber, Suai, rehabilitation
working, without electricity supply works needed
Water Sources:
- There are alternative water sources on top of the existent for all Municipal Capitals;
- A campaign to know water sources flow in dry season, water quality, availability in the future,
considering most of the areas closer to the water sources have villages with high demographic
growing;
- Most of community living near potential water sources expect compensations such as new roads,
existent roads improvement, electricity supply (lines);
- All or almost all existent water supply infrastructures need rehabilitation;
Sanitation:
- There is no information about emptying procedures of septic tanks. There are two possible
conclusions, all septic tanks are broken, leaking into the ground and infiltrate. The other possible
conclusion is, when a septic tank is full, a new septic tank is built, and the existent one is sealed;
- According to SMASA technicians from Ainaro, Suai and Maliana, all septic tanks are broken,
leaking into the ground and infiltrate;
- There are no septic tank cleaning trucks, neither a working FSTP in the three districts, Ainaro,
Covalima and Bobonaro.

Land Use:
- Significant community settlements exist in remote locations (mountains). These settlements are
growing along the road infrastructure development. Water availability will diminish given the
increase of water demand for human consumption and other uses (irrigation, agriculture, etc…);
- Deforestation caused by farming or construction activities are causing erosion and no
productive use (many deforested areas become useless, regarding );
- Communication Action Plan (CAP) should be developed and as an approach to curb problems
related with sediment production and worst, climate changes and urban floods;
- Education, Information and Communication (EIP) more wider approach, to be done with
schools, social media, and other social actions to make people changing their behavior,
knowledge, attitude about paying water supply service, land use and deforestation;
PDIM and Municipalities Administrations: To update documents and data regarding urban plans
and development strategy. There is a lack of technical staff at municipal level to develop this
strategic document and it will not be completed in timely manner to be accommodated in this
assignment. The recent created Ministry of Plano e Ordenamento envisage to start the development
of Urban Plans in mid 2021.

4. OBJECTIVES
The main objectives of this assignment are the Master Plans for the Municipal Capitals, Water
Supply and Sanitation (Ainaro, Maliana and Suai). From consultant and stakeholders:
• How to improve gradually the quality and reliability of existing services and increase
access to sanitation services, also, to ensure water pipes pressurized 24 hours/day, 7 days/week;
• Determine the options that are effective and financially sustainable;
• Prioritization on sanitation services to low-income groups and those areas presenting
the greatest risks to floods and public health vulnerability;
• Advise on most appropriate institutional arrangements (payment for water services);
• Consider and advise on the role and engagement mechanisms of private sector
operators within the sanitation sector, to create local employment opportunities;
• Secure stronger involvement from stakeholders and set up efficient institutional and
communication mechanisms to reach consensus on the proposed intervention strategies;
• Engage the community in the development of appropriate options;
• Ensure appropriate gender and vulnerable groups representation on relevant working
groups, set up for consultation;
• Study demonstrative climate change adaptation/mitigation projects or interventions,
and secure funding sources for follow-up investment (Deforestation/Land
use/Erosion–Parmetil/EIC);
• Teams for O&M, clients and water meters management, mechanical repairing valves and

pumps.

4. OBJECTIVES
-> Implementation of water supply systems, household connections, flow meters, ease and promote
responsible water consumption.
-> This way, as a result, there will be an increase about 4 to 5 times in volume of wastewater and
faecal sludge associated with the increase in water consumption (from about 20 liters/person/day up
to 150 liters/person/day), which may undermine public health.
SANITATION SOLUTIONS
Ensure effective solutions (answers) for the wastewater / faecal sludge (collecting,
processing, treatment and disposal);
On site vs off site drainage systems – communal septic tanks vs sewerage network and
WWTP.
