1. INTRODUCTION

This presentation concerns to the project for “Preparation of Master Plans for Municipal
Capitals Water Supply and Sanitation, Ainaro, Maliana and Suai”.
This project will be closed in June 2021, only 9 months, started last October.
We need your help, regarding water supply and sanitation master plan, which must be
supported by a urban development plan, where we can find answers for the following
questions:
- How much water is needed;
- Where the water will be needed;
- When the water will be needed.
The three questions above need to be answered by the urban development masterplan till
middle of January 2021;
The period of study for the Water Supply and Sanitation Master Plan is 2020 till 2040;
The support from MPO technicians to Municipal Administration during this process is available.

We, humans with numerous of our actions affect purposefully the water cycle, and other
human activities have unintentional consequences.

Indirect effects :
- Climate change is causing numerous changes to the water cycle. Sea levels are rising
in some areas and dropping in others, glaciers are retreating and disappearing
affecting rivers, droughts are happening more frequently in some regions and floods
in other areas, coastlines are changing and some islands are disappearing, the polar
ice cap is melting, and so forth.
- Deforestation, whether for timber, coal or to clear land for agriculture or
development, increases runoff. Certain emissions from industry cause acid rain .
- Chemicals used by humans (pesticides, herbicides, and excess nitrogen for farming)
runs off into rivers and streams and pollutes groundwater.

Land use is a main issue when we talk about water resources, the forests avoid erosion
and promotes infiltration of rain water and ensure springs productivity.
Deforestation promotes erosion as it can be seen in images above.
Reforestation is complex and difficult to succeed. It is much better to prevent
deforestation.

- Identify water sources, their productivity and quality;


- Collect all information available about existing water supply and sanitation infrastructures,
explored and maintained by SMASA;
- The water sources will be selected and integrated in the supply systems will have to ensure ecological
and social flows (human consumption for local populations and uses in the various activities of these,
namely, livestock and agriculture - irrigation);
- Selection of people with capacity, who in a period of 1 year to 1.5 years will be trained in several
areas, O&M, customer management, management of meter counters, collection,….
- To ensure financial sustainability and reasonable water consumption is important to pay for
drinking water, supported by an EIC plan and a water billing program.
- Families that are not able to afford to pay for water, can have a defined volume of water per month
for free. We must be aware about a legal framework to allow this changes;
- References to all care / aspects, in order to be successful, that is, to be able to build functional,
economical, reliable systems, with acceptable service levels and that continue to work months / years
later, in a 24hours/7days base, as in the beginning.

The subject under study and development of plans comprises, exclusively,


water supply and sanitation, being left out, rainwater drainage, flood
management, irrigation and urban solid waste.
Input needed from:
-> Administration municipality with a urban development plan (PDIM);
-> ministry of Health - existing and new hospitals, when, where, how big ?
-> ministry of Education - existing and new schools, when, where, how big ?
-> ministry of Justice – existing and new courts, when, where, how big ?

4. OBJECTIVES

The main objectives of this assignment is the Water Supply and Sanitation
Master Plan for Maliana.
Which will contain demand-responsive investment plans to meet the water
supply and sanitation needs of urban population over the horizon period 2020-
2040, in line with national development targets.

• How to improve the quality and reliability of existing services (water


service 24 hours/day, 7 days/week ) and increase access to sanitation services;
• Find solutions / options that are effective and financially sustainable;
• Prioritization on sanitation services to low-income groups and those
areas presenting the greatest risks to floods and public health vulnerability;
• Advise on most appropriate institutional arrangements (payment for
water services);

4. CHALLENGES

• Secure stronger involvement from stakeholders with consensus building on


the proposed strategies;
• Engage the community in the development of appropriate options;
• Ensure appropriate gender and vulnerable groups representation on relevant
working groups, set up for consultation;
• Study demonstrative climate change adaptation/mitigation projects or
interventions, and secure funding sources for follow-up investment
(Deforestation/Land use/Erosion–Parmetil/EIC);
• Teams for O&M, clients and water meters management, mechanical repairing
valves and pumps;
• To Pay for water service (a legal framework, social and cultural
understanding)

4. CRITICAL ISSUES

IMPORTANT FOR THE MASTER PLAN:


● Documentation and data availability (topography, cartography, demography,
Protected Areas, Lulik Areas, …);
● Support for the data collection (existence, availability, data updated and
useful) and field work teams;
● Field work (existing systems, their characteristics and status);
● Identification and characterization of Water Sources, their Capacity and
Quality (Water Flow Measurements + Water Quality analysis – Samples);
● Household survey, Inquiries;
● Unit Costs, practiced in East Timor;
● PDIM and urban development plans – MPO technicians to support local
authorities to update (if exists) or develop a urban plan;

● Understand the limits of intervention areas, urban and rural areas;
● Public buildings, courts, police stations, churches, schools, hospitals, markets,
shops, restaurants, hotels, bus terminals, public toilets, roads (existing,
expansion, remodeling, new - dimension / characteristics)…;
● Distribution of urban, residential functions (types of consumption, volumes);
● Spatial distribution of social stratification (poorest and least poor areas);
● The subject under study and development of plans comprises, exclusively,
water supply and sanitation, being left out, rainwater drainage, flood
