Summary of Sectoral Analysis

Demand is the ultimate consideration when it comes to the allocation of land this comes with
various sectors but with this demand analysis are divided into 5 five sector whcih are (1) Social Sector,
(2) Economic Sector, (3) Environmental Issues, (4) Infrastructure Sector and (5) Institutional and Legal
Framework.

4.1 Social Sector

Rapid population growth is the primary reason for the demand for land in Bacoor City. The city's
population has grown significantly over the past decade, with an average annual growth rate of 5.46%
from 2000 to 2010. By 2024, the population is projected to reach 1,094,996, and the number of
households is expected to increase by 108,579.

To meet this demand for land, the city is considering various strategies, including:

1. Encouraging multi-story school buildings: The city is considering building multi-floor school
buildings to intensify urban land use. This approach aims to maximize the use of existing land
and reduce the need for new land acquisitions.
2. Incentivizing multi-story hospital facilities: The city is also encouraging the construction of multi-
story hospital facilities to maximize land use. This approach aims to reduce the need for
additional land and improve access to healthcare services.
3. Promoting mid-rise buildings for tertiary education: The city is promoting mid-rise buildings for
tertiary education institutions to encourage efficient use of land and promote economic growth.
4. Increasing the number of uniformed police and fire fighters: The city is working to increase the
number of uniformed police and fire fighters to improve its protective services.
5. Developing sports and recreation facilities: The city is investing in sports and recreation facilities
to encourage physical activity and promote a healthy lifestyle among its citizens.
6. Improving disaster preparedness and risk reduction: The city is focusing on improving its disaster
preparedness and risk reduction efforts by using information dissemination and community
empowerment strategies.

In conclusion, Bacoor City's rapid population growth is driving the demand for land, and the city is taking
various measures to address this demand while promoting efficient land use and sustainable
development.

4.2 Economic Sector

The city's economic sector is primarily divided into agriculture and fisheries, trade and services, and
industry. The city's agricultural sector focuses on rice and vegetable production, with two cropping
seasons per year. The city also produces mussels, cooked shells, bangus, sugpo, and tilapia. However,
the city faces challenges in maintaining its agricultural and fishery production due to urbanization,
population growth, and lack of capital.

The city's industry sector is divided into non-pollutive and pollutive industries. Non-pollutive industries
include furniture, food, and clothing manufacturing. Pollutive industries include those that produce high
levels of pollution. The city's industrial centers are located in the central and southern parts of the city.

The city's commerce and trade sector is primarily focused on wholesale and retail, restaurants and
eateries, hardware and construction supplies, and other service-related industries. These players are
concentrated in areas along national roads like General Aguinaldo and Tirona Highways.

The city's tourism sector focuses on seafood restaurants, local fare, and heritage sites. The city also has
potential tourist attractions related to nature. These attractions are accessible by land and near the
highway with an average distance of 2.6 kilometers. The city has identified five supplementary tourist
attractions that initially revolve around religious and historical festivals.
The city's tourism facilities provide recreation activities across the 14 barangays in the city. The city also
has potential tourist attractions that are related to nature. These attractions have the highest potential
for generating profit and have a good impact on citizens and the government. The city's tourism sector
has the potential to generate income and support the development of cottage industries in the coastal
barangays.

In conclusion, the city's economic sector is diverse and includes various industries and services. The city
faces challenges in maintaining its agricultural and fishery production but has potential for growth and
development in the tourism sector. The city's government should focus on addressing these challenges
and promoting sustainable development in the agricultural, fishery, and tourism sectors.

4.3 Environmental Issues

The city of Bacoor faces several environmental issues, including solid waste management, water quality,
and air quality. The city collects an average of 283.76 tons of solid waste daily, with most of it being
disposed outside the city. This practice can lead to flooding in river zones like Zapote and Imus. To
address this issue, the city should explore waste management schemes like water-to-energy programs
and promote composting and waste segregation.

In terms of water quality, the city has a high percentage of households using sanitary toilets, at 95%.
However, the city still faces the issue of perennial flooding and the need for a buffer zone along
riverbanks. The city should prepare for relocations of informal settlers and implement interim uses like
theme water sports facilities.

The city also faces challenges in managing air quality. While the air quality is currently acceptable,
population growth and urbanization can compromise air quality. The city should monitor air quality and
take measures to lessen potential polluters like vehicle smokes and industrial emissions.

To address these environmental issues, the city should:

1. Implement waste management schemes like water-to-energy programs and promote

composting and waste segregation.
2. Conduct a study on small water impounding systems to mitigate flooding in the Molino Dam
area.
3. Diversify water resources and lay pipes to cover the entire city.
4. Identify potential sites for desalination plants and rehabilitate the river system.
5. Monitor air quality and take measures to lessen potential polluters.
6. Prepare for relocations of informal settlers and implement interim uses like theme water sports
facilities.
7. By addressing these issues, the city can improve its environmental management and ensure
sustainable development.

In the Infrastructure Sector, the city faces several challenges, including traffic congestion, inadequate
water supply, and poor power distribution. To address these issues, the city should:

1. Implement traffic management measures, such as traffic enforcement, parking and terminal
facilities, and prohibition of on-street parking in major traffic roads during rush hours.
6. Prepare for relocations of informal settlers and implement interim uses like theme water sports
facilities.
7. Implement waste management schemes like water-to-energy programs and promote
composting and waste segregation.
8. Conduct a study on small water impounding systems to mitigate flooding in the Molino Dam
area.
9. Diversify water resources and lay pipes to cover the entire city.
10. Identify potential sites for desalination plants and rehabilitate the river system.
11. Monitor air quality and take measures to lessen potential polluters.
12. Prepare for relocations of informal settlers and implement interim uses like theme water sports
facilities.
13. Conduct a study on pedestrian safety and the provision of pedestrian walkways.
14. Implement a comprehensive traffic management system, including traffic enforcement, parking
and terminal facilities, and prohibition of on-street parking in major traffic roads during rush
hours.
15. Ensure the availability of safe and drinkable water by improving the city's water supply
infrastructure and promoting the use of private deep wells.
16. Strengthen enforcement of policies on towing vehicles that are illegally parked.
17. Improve the city's power distribution system by diversifying power sources and laying pipes to
cover the entire city.
18. Ensure the availability of social infrastructure, such as support facilities for social services and
subdivision development, by intertwining it with projected growth of the city.

By addressing these issues, the city can improve its infrastructure management and ensure sustainable
development.
