VII. Rational/Background Information/Location/Coverage:

Introduction

Coastal resources provide much of what supports daily life: food, livelihood, economic
development, clean water, and even the air we breathe. Healthy coral reefs support fish harvest
and mangrove areas provide a wide range of benefits including clean water, food, medicines,
and shoreline protection. These coastal habitats along with seagrass beds support the valuable
multi-species fisheries in the Philippines.

Despite these important direct and indirect benefits to humans, coastal resources in the
Philippines are being severely degraded, with this, the environmental laws on enforcement and
management are needed to be monitor, assessed and implemented.

Current Problem / Scenario

Coastal communities are experiencing changes in the coastal zone, including Rapid population
growth; Widespread poverty in coastal areas; Declining fisheries productivity due to
overharvesting and loss of habitats; Increasing environmental damage due to overfishing,
destructive fishing practices and conversion of coastal habitats to other uses resulting in
degradation of coastal areas wherein mangroves have been converted for aquaculture, logged or
reclaimed for other uses; Increasing pollution from land-based activities, industrial and urban
development, deforestation and agriculture, all of which contribute to declining productivity in
the marine environment as water quality is lowered; and Potentially great impacts from global
climate change on coral reef ecosystems and the fisheries they support.

Legal Basis

To minimize coastal degradation impacts, the national government, empowered the Local
Government Units (LGUs) to enforce coastal protection, preservation, and conservation.

Presidential Decree 705 under Section 43 states that the protection of swamplands and
mangrove forests shall be maintained and shall not be alienated; All mangrove swamps set aside
for coast-protection purposes shall not be subject to clear-cutting operation.

Under Republic Act 7160 under Section 17 (Basic Services and Facilities), the provincial
government, under national policies and subject to supervision, control, and review of the DENR,
enforcement of forestry laws limited to community-based forestry projects, pollution control
law, small-scale mining law, and other laws on the protection of the environment; and mini-
hydroelectric projects for local purposes.

Executive Order 138 “Mandanas” rules the devolution of certain functions of the executive
branch to local governments. Under Section 3, the order shall cover all LGUs, departments,
agencies, and instrumentalities of the Executive Branch whose functions are in line with the
devolved functions of the LGUs under section 17 of RA 7160, and other pertinent laws.

Coastal Resource Management

The Provincial Local Government Unit of Zamboanga del Sur is administering the marine and
coastal biodiversity in the province manages the conservation of Bays (Dumanquillas, Illana,
Maligay, and Panguil Bay), and imposed protection on coastal islands against environmental
degradation. This mandate is implemented by this administration under the three pillars of the
Provincial Government.

Coastal Resources Management Program has the component that will ensure the allocation and
intensity of coastal marine uses. It will be regulated by appropriate coastal resources
management plan, establishing additional planning capacity in carrying out new marine resource
inventories, improving data collection, and processing systems, implementing pilot activities
involving local communities in coastal development and protection; and undertaking Marine
Protected Areas and declared sanctuaries for rehabilitation on mass destruction on marine
resources areas in all coastal municipalities.

VII. Project Description/Methodology

Coordination with Municipal Local Government Units (MLGUs)

On behalf of the Provincial Government of Zamboanga del Sur, the Provincial Environment and
Natural Resources Office – Provincial Local Government Unit (PENRO-PLGU, ZDS) will represent
and administer the coordination of the thirteen (13) Coastal Municipalities of Zamboanga del Sur
regarding the enforcement of environmental laws; and to ensure that the management and

conservation of coastal resources of the province shall be followed in accordance to the national
and local constitution.

Before conducting Field-Based Investigation (FBI), Environmental Impact Assessment (EIA),


Geographic Information System (GIS) data collection, Social and Economic Safeguards (SES), and
other purposes should give courtesy to the local chief executive/s whenever necessary.

Conduct Information and Education Campaign (IEC)

The Provincial Environment and Natural Resources Office – Provincial Local Government Unit
(PENRO-PLGU, ZDS) shall conduct an Information and Education Campaign (IEC) in the thirteen
(13) coastal municipalities of the province emphasizing the importance of environmental
stewardship specifically in the coastal ecology setting.

Conduct Inventory and Assessment

Geographic Information System (GIS) data shall be collected to assess, locate and identify the
current coastal ecology conditions of the thirteen (13) coastal municipalities. Data inventory and
assessment shall be done thru Geotagging pictures, Geotracking the area being assessed, and
stakeholders (e.g., government and non-government organizations, affected persons, and alike)
consultation.

Produce Digital Maps and Information

The collected Geographic Information System (GIS) data shall be used to provide digital maps
and information output in solving planning and management issues in the coastal zone and
determining the accurate length of the coastline for coastal zones management applications
such as shoreline classification, monitoring erosion, mapping biological resources, habitat
assessment and planning.

Formulate Communication Plan

The communication plan shall consist of Information and Education Campaign (IEC) advocacy
strategy for selected national and local stakeholders. Through a communication plan, the local
government can drive enhancing the biodiversity efforts of key stakeholders, strengthen
conservation and management capacities, formulate appropriate legislative and policy
frameworks, and advocate strong linkages among different groups and sectors.

Organize Summit/Symposium/Training

On behalf of the Province, the Provincial Environment and Natural Resources Office – Provincial

Local Government Unit (PENRO-PLGU, ZDS) shall assist in organizing meetings and seminars in
the coordination of national government and non-government organizations in relation to the
formulation of strategic communication plans, coastal resources management plans, and other
environmental sustainability plans; attend meetings in relation to environmental issues and
concerns; supporting employees to join training workshops/programs for knowledge and skills
enhancement.

Organize Exposure and Study Tour

Introducing the national and local stakeholders to coastal biodiversity conservation and
community-based coastal projects in this province, the Provincial Environment and Natural
Resources Office – Provincial Local Government Unit (PENRO-PLGU, ZDS) shall co-organize
exposure or study tours within its capability and coordinate with the concerned agencies aiming
to advocate strong linkages among different groups and sectors.

Establish Monitoring Hub/ Library / Gallery

The founding of a monitoring hub, library, or gallery shall be done by Provincial Environment and
Natural Resources Office – Provincial Local Government Unit (PENRO-PLGU, ZDS) with the
support of external and internal linkages of different groups and sectors. Collected GIS data and
information shall be used to provide information on the status or condition of coastal
communities and resources among the thirteen (13) coastal municipalities in the province.

IX. Project Objective


The objectives shall be incorporated to accomplish the major activities of community-based
coastal resource management, protection, and conservation programs with;

 Coordination with C/MLGUs;


 Assist in the delineation of identified community-based coastal projects;
 Assist in the formulation of policies for the declaration of the area as a community-based
coastal project;
 Enforcement of community-based coastal projects;
 Inventory, assessment, and mapping of coastal resources for the enforcement of PD 705;
 Demarcation of community-based coastal projects and exposure to Best Practices for
implementation;
 Continuous and massive Information, Education Campaign on PD 705;
 Preparation of communication plan for the results of the monitoring of community-based
coastal projects; and participates in and attends training on write shops and workshops to
upgrade and update relevant data in the enforcement and management of PD 705

Government of Zamboanga Del Sur.
