VII. Rational/Background Information/Location/Coverage:

One of the major reasons for the failure of the planting development is the use of inferior
planting stocks and a shortage of quality planting materials. The establishment of proper forest
nurseries is essential in order to produce large quantities of planting materials.

The Provincial Government committed to aligned its infrastructure development program


with the thrust of the National and Local Government for a balanced ecology.
One of the environmental programs of Provincial Local Government Unit of Zamboanga
del Sur is to established Municipal Mini Forest and Nursery for endemic species of each
municipality.

Under Republic Act of 7160 under section 17 (Basic Services and Facilities), the Provincial
Government, under national policies, and subject to supervision, control, and enforce the
environmental and natural resources.
The Community-Based Forestry Laws Enforcement and Management Unit of Provincial
Environment and Natural Resources Office-Provincial Local Government of Zamboanga Del Sur
(PENRO-PLGU, ZDS) are aims to conserve, preserve, and protect the environment especially the
watersheds areas in our beloved province.

The propose project the Provincial Nursery and Seedling Production can help the
Government and public in tree plantation by supplying seedlings in a timely and can be supply
the Municipal Mini Forest program for sustainable seedling production in the province of
Zamboanga Del Sur.

The Community- Based Forestry laws Enforcement and Management Unit of PENRO- PLGU, ZDS
through the cooperation of all component Municipal Local Government Units (LGU) is part in attaining the
thrust of the environmental program in coordination of City/MLGUs, monitoring of established nurseries
for endemic species, monitoring and assessment of Municipal Mini Forest in compliance with the national
Greening Programs (Provincial Ordinance No. 017-2019), Assist and enforcement in the delineation of
identified community-based forestry projects, Inventory, Assessment and mapping of forest resources,
Continuous and massive information, education Campaign, preparation of communication plan for the
results of the monitoring of community-based forestry projects, and participates and attends trainings on
write shops and workshops to upgrade and update relevant data in the enforcement and management of
P.D. 705.

IX. Project Objective


The objectives shall be incorporated to accomplish the major activities of community – based forest
resource management, protection, and conservation programs with;

 Coordination with C/MLGUs;


 Assist in the delineation of identified community – based forest projects;
 Assist in the formulation of policies for the declaration of the area as a community – based forest
projects.
To be able:

 Enforcement of community – based forest projects;


 Demarcation of community- based forest projects and exposure to best practices for
implementation;
 Continuous and massive information, education campaign o PD 705;

 Preparation of communication plan for the results of the monitoring of community- based forest
projects and participates in and attends trainings on write shops and workshops to upgrade and
update relevant data in the enforcement and management of PD 705.

(SSFI) outside the province;
9. Assist Identified community based- forestry
projects on Law Enforcement.

XII. Venue
The location shall be upon the discretion and availability, provided by the Provincial Government of
Zamboanga Del Sur.

XIII. Resource persons:


Experts on the subject matter shall be upon the discretion and availability, whether the invitation
to specific personnel from external or internal linkages or be provided by the Provincial
Government of Zamboanga Del Sur.

Project Profile was based on the Executive Order 138 “Mandanas” rules the devolution of certain
functions of the executive branch to local governments. Under Section 3, the order shall cover all
LGUs, departments, agencies, and instrumentalities of the Executive Branch whose functions are
in line with the devolved functions of the LGUs under section 17 of RA 7160, and other pertinent
laws.
