VII RATIONALE
RA 7160, Chapter II, Section 17, the LGUs shall endeavor to be self-reliant and shall continue exercising the
powers and discharging duties and functions vested upon them, and they shall also discharge the functions and
responsibilities of national agencies and offices devolved to them pursuant to this Code. This refers to the
small-scale mining law and other laws on the protection of the environment.

Under Section 4 of EO 138 or the Full Devolution of Certain Functions of the Executive Branch to Local
Governments, Creation of a Committee on Devolution, and for other purposes, states that the functions,
services, and facilities which shall be fully devolved from National Government to the Local Government
Units.

In the environment sector, among those devolved functions is the management and enforcement of mines and
mineral resources within the territorial jurisdiction.

VII METHODOLOGY
I
The Provincial Local Environment and Natural Resources Office are mandated under the law in protecting and
preserving the environment within Zamboanga del Sur. One of its divisions is the Mines and Mineral
Enforcement and Management Division which handles the mineral resources within its territorial jurisdiction.

The Mines and Mineral Enforcement and Management Division facilitates the status of permits such as the
issuance of governor's permit, establishment of mining tenement maps, and other relative works involving in
the enforcement of environmental and natural resources.
IX PROJECT OBJECTIVES
 To equip the personnel in delineation, monitoring, assessment of non-metallic minerals and mining
tenements, and in the conduct of IECs;
 To prepare the Division in formulation of policies, documentation of Provincial Mining Regulatory
Board (PMRB) meetings, Governor's Permit issuances, and communication plans; and
 To upgrade the technical services offered by the Division by participating in workshops and seminars.
