2. PROJECT DESCRIPTION

2.1. Rationale:

Sarangani Province welcomes investment and job opportunities for its


people. However, despite of the improvements in the province some of the marginal
indigenous groups earn lack of attention and left out to poverty line. There are many
factors that cause poverty in the province like; employment issues, population
growth and lack of education opportunities for the indigenous groups. Either degree
holder or certificate holder are the priorities in job vacancies. Hence, indigenous
people were still doing destructive way of livelihoods such as illegal logging and
charcoal production in the uplands and destructive fishing for the coastal areas due
to lack of educated members of the groups.

The seven municipalities of the Sarangani Province is the home of different


tribes of indigenous people thriving in the upland, lowlands and coastal areas of the
province. Municipality of Malapatan constitutes 37% of its household population
from the different tribes. Malapatan still have original forests but due to
anthropogenic activities, the forest cover is decreasing. Decreasing number of
upland forest cover is one of the issues in terms of environmental aspect. All of these
destructive activities lead to sedimentation in Sarangani Bay Protected Seascape.
Charcoal production is one of the reasons for forest depletion and one of the
destructive livelihoods of the indigenous groups thriving in the uplands of Sarangani
Province.

Indigenous tribes are rich in culture and arts. The culture and arts can be the
asset to bring livelihood for the group. One way of lessening the environmental
pressure is by giving alternative and sustainable livelihood to the indigenous groups
in supporting and promoting their culture and arts. Ded Libon De Lasang is an
indigenous group from the B’laan tribe known in weaving mat using pandan leaves
by the tribal women. On the other hand, tribal men rely on upland farming and

charcoal production as their main livelihoods. The tribe is located in Brgy. Lasang,
Sapu Masla, Malapatan, Sarangani Province. The preserved culture and arts of the
tribe brought them to establish the association with the main product of weaved
mat. One of the elder women, Ms. Estilita Tumandan Bantilan, is awarded by
National Commission for Culture and the Arts as “Gawad sa Manlilikha ng Bayan”
(GAMABA) or the National Living Treasures Award for being the master mat weaver
last 2016. However, lacking of raw materials is one of the hindrances in weaving due
to lack of knowledge in propagation and maintenance of pandan. Only few tribal
aged women know how to weaved, with this reason the production is slow. Women
of tribe can be train for weaving to increase the stock, preserve the culture and men
for the propagation and maintenance of the plantation to redirect them from
charcoal production and other destructive activities.

2.2. Objectives:

This project aims to provide alternative livelihood for the tribal men and women
members of Ded Libon De Lasang with pandan propagation and enhancing the
product to sustain and protect the remaining upland resources of the province.
Specifically, this project aims to:

a.) Train the male members in pandan propagation and maintenance and female
members in weaving mat and other product;
b.) Increase the stock of pandan and weaved products by 60% by the end of year;
c.) Train the members in business planning and product packaging;
d.) Promote the ecotourism and the product of the association by showcasing in the
museum and trade events;
e.) Lessen the pressure in the upland resources with the help of functional
enterprise.

2.3. Project Output

The project will buy a lot and established a production centre with museum. The
remaining funds will be used by the PO for pandan propagation and procurement of
materials. Technical assistance will be provided for capability and skills training in
enhancement of weaved mat, additional products, and promotions during trade fair
events.
