Welcome to the Oracle Global Trade Management Release 6.2
Transfer of Information Functional Overview. This is session 3
covering the product classification functionality.

This session is intended to:
• Provide an overview for setting up and using the product classification
functionality in GTM. There are three components that will be discussed in this
session:
– Product classification lookup enables you to lookup existing classification
information in GTM.
– Product classification within the trade item enables you to assign product
classification codes to a trade item in GTM.
– Process management provides additional options to support product
classification in GTM.
• In addition, this session will help you find additional release information and
resources.

This section provides an overview of product classification.

Using GTM to classify products enables companies to maintain
compliance in all required countries. Every company has the
responsibility to:
• Classify all goods and raw materials if they are the importer/exporter of record in
any given country
• Classify items under multiple lists for trade in specific jurisdictions
• Follow any associated rules to which the commodities might be subject
In addition, product classification increases efficiency and reduces
redundant maintenance.
• With GTM, companies can reduce overhead and redundancy by centrally
managing and automating their product classification processes and data.

Companies need to classify their items based on multiple product
classification lists. Examples are:
• Multilateral cooperation regimes such as:
– International export control regimes including the Wassenaar Arrangement.
– National export control regimes including the United States Export
Administration Regulations (US-EAR) and Singapore-Strategic Goods
Control (SGC) System.
• Other organizations also specify product classification lists including the United
Nations, the Organization for Security and Co-operation in Europe, and the
World Customs Organization.

• GTM supports the lookup of global classification data based on product
description.
• The screening can be performed in one of three ways:
– Manually via the user interface
– Invoked externally via integration or a web service
– In the context of a trade transaction via a compliance policy template
• The key input to product classification lookup is the classification type and item
description.
• When you trigger a product classification lookup, GTM displays the results as a
list of matched classification codes and their descriptions based on the
classification type selected. This could be presented in a grid view or a tree
view.
• The actual selection of a classification for an item is a manual process by a user
since there is no decision tree or rules-based logic built in to GTM yet to
determine an exact classification code.

This course focuses on the manual screening process using the GTM
user interface.

Examples of product classification lists include:
• ECCN – Export Control Classification Number
• HS – Harmonized System specified by the World Customs Organization
• HTS – Harmonized Tariff System specified by the United States
• SADC – Mexico Sistema Armonizado de Designacion y Codification de
Mercancia
• ML – UK National Military List
• WA – Wassenaar Arrangement List of Dual-use Goods and Technologies
• Annex I – EU List of Dual-use Items and Technology
• TARIC – EU Council Regulation (EEC) classification database
• ASEAN – Association of Southeast Asian Nations classification database

The next few slides provide a summary of the setup and process that
will be discussed in this session. When using product classification in
GTM, there is basic data that is setup and can be used across the
different process options. I’ll first discuss the basic setup elements
including:
• Region
• Product Classification Category
• Product Classification Type
• Product Classification Code

To use the product classification lookup functionality, GTM uses the
basic product classification data plus:
• Service preference which is optional
• Product classification hierarchy code
For the process, there are two different product classification lookup
options available.
• The first is Product Classification Lookup which enables you to lookup existing
classification information in GTM.
• The second is Product Classification Translation Lookup which enables you to
see if the characteristics of one product classification of a specific type exist in a
different classification type.

To use the trade item classification functionality, you need to use the
data discussed in the basic setup section of this session plus a trade
item.
You can then run the following actions which can be triggered from the
Trade Item actions menu:
• Classify Item
• Approve or Decline Product Classification – This action can only be triggered
after a trade item has been classified.
• Update Product Classification
There is another trade item action called Apply Product Classification
Template. For this action, you would need to setup a Product
Classification Template, which will also be discussed.

Let’s first look at the basic setup elements which are used across the
different end processes within GTM.

This section discusses the basic elements which need to be setup to
support product classification.

The next few slides discuss the basic setup needed to use the product
classification functionality. This basic setup can be used across the
different process options.

Let’s first talk about region.

To access the Region page, click Shipment Management > Power
Data > Geography > Regions.
• A region defines a geographic area. In GTM, a region can be a single entity (e.g.
a specific country such as France). Or it can be a group consisting of several
entities or countries (e.g. European Union or NATO).
• For regions, you can set up varying level of details. You can use a region to
group countries. Or you can set up regions at a more granular level such as
state/province.
• Regions are used when defining your product classification type. Product
classification type is discussed later in this session.
In this example, the region consists of the United States and insular
areas including Guam, the U.S. Virgin Islands, and Puerto Rico.

Product classification category represents a basic list of classification
codes provided by multilateral control regimes such as Wassenaar
Arrangement and World Customs Organization. Member states of
these organizations can use these lists or create new ones based on
them. If you choose to create a new list, they can then be identified as
a new product classification type in GTM.
Product classification category enables you to specify a product
classification list. Examples include ECCN and HS. For each product
classification category, you can specify an ID and a description. In this
example, the product classification category is HS, or Harmonized
Schedule.

To access the Product Classification Type page, click Trade Master Data > Power Data >
Product Classification > Product Classification Type.
Product classification types specify the product classification lists defined by region. A region
could be a specific country or a group of countries.
Since product classification lists may vary by country or region, you could create multiple
product classification types each specifying a product classification category and a
corresponding country or region. For example, you may specify a:
• Product Classification Type of HTS US for the Harmonized Tariff Schedule of the United
States
• Product Classification Type of HTS MX for the Harmonized Tariff Schedule of Mexico
• Product Classification Type of ECCN US for the United States – Export Control
Classification Number
On the product classification type, you can specify:
• Product classification category refers to the product classification list previously
discussed.
• Description enables you to add more detailed information.
• Region specifies the country or region that defines the product classification category.
• Content type ID represents the type of data that is loaded into GTM such as ECCN-US,
HTS-US, HTS-MX, and so forth.
In this example:
• Product Classification Category ID is HS
• Description indicates this type is for the Harmonized System of the United States
• Region is USA
• Content Type ID is HTS-US

To access the Product Classification Code page, click Trade Master
Data > Power Data > Product Classification > Product Classification
Code. Product classification codes define the code and details which
correspond to it’s product classification type. Usually, a data content
provider such as Customsinfo populates this data for you.
On the product classification code, you can specify:
• Product Classification Code ID represents a unique identifier within GTM.
• Data Version ID is the data version of the file used to populate this record.
• Product Classification Type refers to the product classification type previously
discussed.
• Product Classification Code refers to the actual code defined by a product
classification list for a specific territory.
• Language defines the language in which the description is entered.
• Description enables you to add more detailed information.
• In the Product Classification Code Attribute section, you can enter free-form text
including a name and a corresponding value.
In this example, you see:
• A Product Classification Code of 9305994000.
• The Product Classification Type tells you this is an HTS code defined by the
United States.
• The Product Classification Code relates to arms and ammunition and the
description provides additional details.

This section discusses the additional elements which need to be setup
to support product classification lookup and the process you can
follow to lookup product classification information.

To use the product classification lookup functionality, GTM uses the
basic product classification data previously discussed plus:
• Service preference which is optional
• Product classification hierarchy code
For the process, there are two product classification lookup options
available.
• The first is Product Classification Lookup which enables you to lookup existing
classification information in GTM.
• The second is Product Classification Translation Lookup which enables you to
see if the characteristics of one product classification of a specific type exist in a
different classification type.
The basic setup elements were discussed previously so let’s look at
setting up a service preference.

To access the Service Preference page, click Trade Master Data > Screening Service Configuration >
Service Preference.
Service preference enables you to specify details regarding how GTM should perform the product
classification lookup and product classification translation lookup. Within the Service Preference Details
section, you specify a service with a corresponding service preference configuration. You can have
multiple combinations of the service and service preference configuration.
In this example, you have specified two different services:
• The first is a service of Product Classification Translation.
• The second is a service of Product Classification.
When you are adding or editing a service preference detail line, you can click the icon to the right of the
service preference configuration field to add additional detail.
When you are editing a service of Product Classification Translation and click the icon, GTM displays the
Service Preference Configuration: TRANSLATOR SCREEN page. On this page, you can specify:
• Language is the language of the description of potential lookup classifications.
• Minimum code length is used for HS translations as the minimum length that can be considered a
match. For example, if the minimum code length is 6, then a source classification code of
12.12.11.10 can be considered a match against an entered source classification code of
12.12.11.09 since 12.12.11 match within both codes.
When you are editing a service of Product Classification and click the icon, GTM displays the Service
Preference Configuration: CLASSIFICATION SCREEN page. On this page, you can specify:
• Language is the language of the description of potential lookup classifications.
• Match Factor is used to determine which classification is a potential match to the description you
enter. Entering a Match Factor of 1.0 means the description must be an exact match. For values
that are less than 1.0, the algorithm assigns a decimal value indicating how close the match is. You
can use the match factor to tune your lookup results.
• Maximum Matches only returns the top product classification results sorted by match factor. For
example, a Maximum Matches of 100 indicates that only the top 100 matches are returned by
GTM.
When you perform a product classification lookup or product classification translation lookup, you can
specify a service preference. Note: this is not a required field when performing a lookup.

To access the Product Classification Hierarchy Code page, click Trade Master Data
> Power Data > Product Classification > Product Classification Hierarchy Code.
Product classification hierarchy codes are used to define a product classification
code’s position in the hierarchy. When viewing results from the Product
Classification Lookup page and the Product Classification Translation Lookup page,
you can look at the tree view of the data which includes a hierarchy of the product
classification codes. Usually, a data content provider such as Customsinfo populates
this data for you.
In this example:
• The Hierarchy Code is 9305994000 and corresponds to the product
classification code.
• Note the Description contains ‘Of articles of heading 9303 other than shotguns
or rifles’.
• The parent hierarchy ID is 9_6662638 which corresponds to the next level up in
the hierarchy. If you click on the Parent Hierarchy ID link, you will see a similar
page for the parent hierarchy code.
• On this product classification hierarchy code, the Hierarchy Code is 930599.
• Note the Description contains Other:.
This information is displayed on the tree view when you perform a product
classification lookup or product classification translation lookup.
Now you can see the tree view for the hierarchy codes. Highlighted in red are the
two product classification hierarchy codes discussed. Note the hierarchy codes and
the descriptions are the same as in the records we just discussed.

Now you can process the setup data previously created. To perform a
product classification lookup, click Trade Master Data > Product
Classification > Product Classification Lookup.
The product classification lookup page enables you to lookup existing
classification information in GTM.
• You must specify a product classification type.
• You can then specify either a product classification code or a description. If both
are specified, GTM only uses the product classification code when performing
the search.
You can also specify:
• Language which corresponds to the language specified in the product
classification code.
• Reference information such as a transaction ID, source system, or service
preference.
• Select the Tree Results check box to see the results in a tree view.
In this example, you have specified a:
• Product Classification Type of HTS US.
• Description of AMMUNITION.
Once you click Match at the bottom page, GTM conducts the search
based on the criteria defined and returns the Product Classification
Lookup results page shown on the next slide.

On this slide, you can see the Product Classification Lookup results
page based on the criteria entered previously. You can see:
• The search criteria you entered by clicking the Search Criteria button. In this
example, you can see the search criteria is:
– Product Classification Type of HTS US
– Description of AMMUNITION
– Tree Results of false which means a grid view is displayed
• At the bottom of the page, you can see:
– The default results page is a grid view.
– The product classification codes for a product classification type of HTS US
containing the word ‘ammunition’.
– GTM highlights each instance of the word ‘ammunition’ in yellow.
– Note that there are three pages of results for the query previously defined.
• If you want to see the tree view, you can select the check box on the product
classification lookup query page previously discussed. Or click the down arrow
to the left of the product classification code.

On this slide, you can see the tree view for the same data shown on
the previous slide. Specifically, this is the tree view for a product
classification type of HTS US containing the word AMMUNITION.
• In the tree view, you can see the hierarchy of the HTS US codes. This hierarchy
is defined using the product classification hierarchy code.
• GTM highlights each instance of ‘ammunition’ in yellow.
• All the results are shown on one page which you can scroll through.

The second type of lookup is the product classification translation lookup. To perform this
lookup, click Trade Master Data > Product Classification > Product Classification Translation
Lookup.
The Product Classification Translation Lookup page enables you to enter a From Product
Classification Type and a corresponding Product Classification Code as well as a To Product
Classification Type. GTM queries this criteria and determines the appropriate product
classification code for the To Product Classification Type specified. This translation lookup
can only be performed across product classification types belonging to the same product
classification category.
• GTM tries to find a match starting with an exact match. If this is not found, GTM then
trims the classification code to the first eight digits and tries to find a match. This process
continues until a match is found or the From Product Classification Code has been
trimmed to the smallest digit allowed. The smallest digit allowed is determined by the
property gtm.server.pc.min_code_length.
• You must specify a From Product Classification Type and a From Product Classification
Code.
• You must also specify a To Product Classification Type.
You can also specify:
• Reference information such as a Transaction ID, Source System, or Service Preference.
• Select the Tree Results check box to see the results in a tree view.
In this example, you have specified a:
• From Product Classification Type of HTS US.
• From Product Classification Code of 9305994000.
• To Product Classification Type of HTS MX.
Once you click Match at the bottom page, GTM conducts the search based on the criteria
defined and returns the Translation Matches results page shown on the next slide.

On this slide, you can see the Translation Matches results page based
on the criteria entered previously. You can see:
• The search criteria you entered by clicking the Search Criteria button. In this
example, you can see the search criteria is:
– From Product Classification Type of HTS US
– From Product Classification Code of 9305994000
– To Product Classification Type of HTS MX
– Tree Results of false which means a grid view is displayed
• At the bottom of the page, you can see the product classification codes for the
To Product Classification Type of HTS MX and the corresponding description.
• Note, the From Product Classification Code of a type of HTS US entered on the
query page was 9305994000 while the To Product Classification Code of a type
of HTS MX is 93059999. Even though these codes are different, the descriptions
are similar in that they refer to arms and ammunition plus additional details.

On this slide, you can see the tree view for the same data shown on
the previous slide. You can access the tree view in GTM by selecting
the Tree View check box on the query page.
• In the tree view, you can see the hierarchy of the HTS MX codes that match
your query. This view does not take you to the exact match but shows you the
hierarchy of the To Product Classification Code. This hierarchy is setup using
the Product Classification Hierarchy Code previously discussed.
• All the results are shown on one page which you can scroll through.

This section discusses the additional elements which need to be setup
to support trade item classification and the different processes which
are used when classifying trade items.

To use the trade item classification functionality, you need to use the
data discussed in the basic setup section of this session plus a trade
item.
You can then run the following actions that can be triggered from the
trade item actions menu:
• Classify Item
• Approve or Decline Product Classification – This action can only be triggered
after a trade item has been classified.
• Update Product Classification
There is another trade item action called Apply Product Classification
Template. For this action, you would need to setup a Product
Classification Template, which will also be discussed.

The basic setup elements for product classification have already been
discussed so let’s take a look at trade item. Then, we’ll review two
trade item actions:
• Classify Item
• Approve or Decline Product Classification
These actions are generally used together. You can not approve or
decline a product classification until the product has been classified.
You can classify a trade item through actions or you can use
processes within Process Management. Classifying an item is
discussed on the next slide while the process management
functionality is discussed later in this session.

• The trade item manager can be used as the master store of all trade information
pertaining to items.
• Each item in GTM can have multiple classification codes, one per classification
type, associated with it.
• Items are classified based on their item descriptions.
• Once you have classified a trade item, GTM enables you to approve or decline
the classification manually through the user interface. This is to ensure the
proper classification codes are assigned to a trade item.
• Contact notification within GTM can be used to notify interested parties of
different events. For example, you may want to notify someone, such as a
customs broker or a freight forwarder, when an item has been classified or when
the classification of an item has been approved or declined.
• Finally, invalid classifications can be automatically detected when new
classification data becomes available.

To access the Trade Item Manager, click Trade Master Data > Trade
Item Management > Trade Item. Trade items include all the
information pertaining to an item such as:
• Item classification
• Item descriptions in different languages
• Item country of origin
• Remarks
• Reference numbers
• Text templates

This slide displays the header tab of the trade item. In this example,
the trade item is SMALL AMMUNITION.

This slide displays the Features tab of the trade item. On the Features
tab, you can specify:
• Attributes enables you to indicate specific attributes about an item. Examples of
attributes are size, color, or even the unit of measure for an item. You can
specify an Item Attribute Value, Item Attribute Qualifier, Effective Date and
Expiration Date.
• Item BOM enables you to specify a parent/child relationship between items and
is generally used for items which ship together. You can specify a Parent Item ID
and the Child Item Count.

The trade item action Classify Item enables you to select one item at
a time and assign the appropriate classification.
• From the trade item results page, select the item which you want to classify and
click Actions > Classify Item. GTM displays the Classification page as shown on
this slide.
• GTM enables you to enter criteria such as product classification type and one of
product classification code or description. You can also enter a language and
additional reference information.
• In this example:
– You want to assign a product classification type of HTS US to your trade
item.
– You enter a description of ARMS AND AMMUNITION.
– GTM populated the transaction ID field with SMALL AMMUNITION which is
the ID of the trade item you are classifying.
– GTM populated the source system with GTM.
• When you click Match, GTM displays the Classification page containing the grid
view of product classification codes and descriptions of all HTS US codes with
ARMS AND AMMUNITION in the description.
• Click the appropriate product classification code to select it.
• When you select the appropriate product classification code, GTM displays the
Classification Notes page where you can enter additional notes to appear on
your classification.
• Click OK and GTM displays a confirmation page.
• If you view the edit page for the trade item you selected, you can see the product
classification line you just added with the note you entered.

The trade item action Approve or Decline Product Classification
enables you to change the product classification status for each
product classification type/product classification code combination.
This is usually a manual process since there are no well-defined rules
to determine an exact classification code. In addition, you may have
one person perform the classification and another person perform the
approval or decline of the classification on an item to ensure it is
correct.
• From the trade item results page, select the items on which you want to update
the product classification status and click Actions > Approve or Decline Product
Classification. GTM displays the Approve or Decline Product Classification page
as shown on this slide.
• In this example, you can see the trade item SMALL AMMUNITION has two
product classification lines. For both lines, the product classification status is
changed to APPROVED and an approver note is specified.
• When you click OK, GTM displays a confirmation page.
• If you view the edit page for the trade item you updated, you can see both
product classification lines now have a product classification status of
APPROVED and the approver note you entered.

The basic setup elements and the trade item for product classification
have already been discussed so let’s look at how to update product
classifications on the trade item.

The trade item action Update Product Classification enables you to
change the classification code on a trade item from one to another.
• From the trade item results page, select the item you want to re-classify and
click Actions > Update Product Classification. GTM displays the Select Product
Classification page as shown on this slide.
• In this example:
– You’ve entered a Product Classification Type of HTS US.
– The Current Product Classification Code is 9305994000. You can also see
the description for the current code.
– You’ve enter a New Product Classification Code of 9305995000. If you click
the i icon to the right of this field, you can view the description for the new
code.
– You can also add a classification note which appears on the product
classification line in the trade item.
• Once you click Update Classification, GTM displays a confirmation page.
• If you view the edit page for the trade item you selected, you can see the product
classification code has been changed from the original code to the new code.
Also, the product classification notes have been updated.

We have already discussed the basic setup elements for product
classification and the trade item so let’s talk about the setup for the
product classification template. Then, we’ll look at the Apply Product
Classification Template action on the trade item.

To access the Product Classification Template page, click Trade Master Data >
Power Data > Product Classification > Product Classification Template. Product
classification templates are used when you are classifying multiple trade items that
have the same classification details. Or, you can assign multiple classification codes
to an item based on a product classification template. For example, if you know the
HTS MX and ECCN US based on a certain HTS US code, you can assign both of
these codes to multiple items at one time. In the Trade Item Manager, you can select
multiple items and then use a product classification template across the trade items
to assign product classification types and product classification values.
On the Product Classification Template, you can specify:
• Description
• Product Classification Template Name
• Multiple combinations of Product Classification Type and Product Classification
Code in the Product Classification Template Details section. You can have
multiple product classification codes, one per classification type. For example,
you can only have one product classification code associated with the product
classification type of HTS US.
In this example, you have two rows in the product classification template details:
• A Product Classification Type of HTS US with a Product Classification Code of
9305994000.
• A second Product Classification Type of HTS MX with a Product Classification
Code of 93059999.
Once you create a template, you can use it to assign product classifications to your
trade items.

The Trade Item action Apply Product Classification Template enables
you to classify multiple trade items that have the same classification
details at one time.
• From the trade item results page, select the trade items you want to classify with
the template and click Actions > Apply Product Classification Template. GTM
displays the Apply Product Classification Template page as shown on this slide.
• In this example, you’ve entered a Product Classification Template of
AMMUNITION which you just created. Then, click the Apply Product
Classification Template button. GTM displays a confirmation page.
• If you view the edit page for one of the trade items you selected, you can see
product classification details have been added based on the template selected.
In this example, our trade item has two product classification lines:
– One with a product classification type of HTS US and a corresponding code
of 9305994000.
– A second with a product classification type of HTS MX and a corresponding
code of 93059999.
• Note that both product classifications show a Product Classification Status of
CREATED. This can be approved or declined using the Approve or Decline
Product Classification action previously discussed.

This section discusses the two options available in process
management which support product classification. These options are:
• Detect Invalid Product Classifications
• Update Product Classifications

To access Process Management, click Trade Master Data > Process
Management. Then select Detect Invalid Product Classifications. This
process allows you to automatically detect invalid classifications when
new classification data becomes available or to verify that none of the
classification codes currently being used are obsolete.
You can select a Product Classification Type. In this example, you’ve
selected HTS US. You can also run this process now or schedule it to
run in the future as a recurring process.

To access Process Management, click Trade Master Data > Process
Management. Then select Update Product Classifications. This
process allows you to change the classification code on a trade item
from one to another.
You can specify:
• Based on which enables you to create a query to find all trade items on which
you want to update the product classification code.
• Current Product Classification Code
• Product Classification Type
• New Product Classification Code
• Classification Notes
In this example, you’ve specified a:
• Query called HTS US QUERY
• Current Product Classification Code of 9305994000
• Product Classification Type of HTS US
• New Product Classification Code is 9305995000
• Classification Notes of UPDATED BY J SMITH
You can also run this process now or schedule it to run in the future as
a recurring process.
