1.0 INTRODUCTION
Project Background
The East-West Offshore Gas Gathering System (EWOGGS) Project is intended to transform
Nigeria’s Energy landscape by transporting a nominal 3 Bscf/d processed dry gas from Offshore
Bonny Island to Lekki. This is the single largest gas infrastructure investment in Nigeria’s history
for the benefit of domestic gas demand. Dangote Industries Limited in Joint Venture with FIRST
E&P is embarking on the EWOGGS Project. This infrastructure will allow stranded assets along
its trajectory to be developed as a gas monetization route becomes available.

The EWOGGS Infrastructure comprises two lean processed gas pipelines each initiating from
the Pipeline Initiating Platform (PIP) in OML 72. Gas will be gathered along the approximately
535 km route and delivered to the Onshore Gas Plant at the Dangote Industrial Complex,
Lekki, Nigeria. This is illustrated above in Figure 1-1.

The Basic Engineering will be based on the following:

 New build PIP in OML 72 gathering gas from OML 52, 70, 71, 72 and 117;
 Dual pipelines commencing at the new build platform in OML 72;
 Five (05) proposed gas receiving tie-ins based on potential gas export from neighbouring
OMLs;
 Two (02) proposed subsea gas draw offs tie-ins to supply gas to other locations;

 One (01) future gas draw off from onshore;


 Onshore gas handling plant.

Phase 1 of the Project comprises:

 The installation of a new build PIP, 1 x 535km pipelines and 1 x 1.5 Bscf/d. Onshore Gas
Trains and associated Utilities.

Phase 2 of the Project will comprise:

 The Installation of the 2nd pipeline and 2nd 1.5 Bscf/d. Onshore Gas Train, to be installed
in line with future development demands and schedule.

2.0 DEFINITIONS

3.0 DOCUMENT PURPOSE


The purpose of this document is to describe the basis on which the integrated schedule for
EWOGGS EPIC was generated in Basic Engineering.
The document defines the assumptions made with regards to EPIC contract award, Long Lead
Items, working hours, fabrication, installation and the weather windows affecting subsea pipeline
and PIP construction.
The assumptions on which the schedule has been based are different for each of the three
areas of work that make up Phase 1 of the EWOGGS Project.
 Pipeline Initiating Platform (PIP);
 Subsea pipelines, fibre optic cable, tie-in structures and onshore pipelines;
 Onshore Gas Plant (OGP).

4.0 EPIC CONTRACT


The schedule is based on the timescales shown in Table 4.1 for the award of the EPIC Contract.

5.0 LONG LEAD ITEMS


Based on the construction schedule the following items are considered to be LLIs:
 Line Pipe & Induction Bends (Topsides & Subsea);
 Subsea Valves;
 Fired Heaters;
 Submarine Fibre Optic System;
 Onshore & Offshore Manual and Actuated Valves;
 Platform Crane;
 Main Automation Contract (MAC).
Procurement activities for the LLI are scheduled to start with the issue of the first Request for
Quotation (RFQ) on 3rd April for the Line Pipe and the latest LLI RFQ on the 13th July for the
Main Automation Contract.

6.0 PIPELINE INITIATING PLATFORM

6.1 Calendars
Two calendars have been used in the PIP section of the schedule:
 5 (five) day working week for design office activities;
 6 (six) day working week for fabrication activities;
 7 (seven) day working week for all other activities.
The schedule is based on a detail design start date of 29th October 2018
6.2 Fabrication

The schedule is based on topsides and jacket being fabricated in a Nigerian yard.

6.3 Installation

Installation is based on the following:

 Heavy lift vessel mobilises from Europe;


 There will not be any manning level restrictions during Hook-up and Pre-commissioning
through use of a floatel.
 Installation is carried out in the weather window of November to June.

7.0 SUBSEA PIPELINES


7.1 Calendars
Three calendars have been used for this section of the schedule:
 5 (five) day working week for design office activities;
 6 (six) day working week for structure fabrication activities;
 7 (seven) day working week for all other activities.
7.2 Procurement
It is assumed the pipeline will be sourced from 3 global suppliers with the suppliers sourcing the
internal coating and the CWC and then shipping the coated pipeline to 2 logistics bases in
Nigeria.
7.3 Fabrication
Pipeline structures are assumed to be fabricated in Nigeria.
7.4 Installation
Installation is based on the following:
 Two 3rd generation or above Pipelay vessels and two DSVs are assumed for the pipe
laying operations;
 Pipelay Vessel 1 starting at the shore pull and installing the pipe and structures up to
structure D;
 Pipelay Vessel 2 starting at structure D and working up to the PIP;
 DSV 1 following Pipelay Vessel 1, and DSV 2 following Pipelay Vessel 2;
 The lay rate is 1.8 km per day;
 The majority of the installation is carried out in the weather window of November to June,
some minor diver and survey activities may be completed outside the weather window.

8.0 ONSHORE GAS PLANT


8.1 Calendars
Three Calendars have been used in this section of the schedule:
 5 (five) day working week for design office activities;
 6 (six) day working week for pre-fabrication, construction and pre-commissioning
activities;
 7 (seven) day working week for procurement and “Early Works”.
8.2 Fabrication
It has been assumed that:
 Equipment will be modularised as far as is practical;
 Piperacks will be stick built from pre-fabricated sections;
 Buildings will be prefabricated.
8.3 Installation
It has been assumed that:
 Prior to site work commencing the ground has been reclaimed, levelled and is suitable for
installation to commence;
 There will not be any manning level restrictions caused by lack of resource,
accommodation, workshop, tools, materials or work face availability;
 Six piling rigs are used completing 1 pile each per day.
