1. PURPOSE
The purpose of this procedure is to define the objectives and services that are provided by Project and
Document Control Group to Management during the execution of Proposals and Projects, providing a
guide for the coordination of Project Controls activities.
Planning team, they actually belong to the Project as a whole and are the responsibility of all to maintain.
Planning are merely facilitating the issue and monitoring but the plan does not “belong” to them only.
2. SCOPE
The main aim is to establish and communicate schedule and cost baselines, effectively monitor actual
performances vs. plan, advise corrective actions and forecast accordingly.
3. DEFINITIONS
Project Controls is one of the key disciplines in a project since the schedule and cost baselines are actually
the result of interaction between Project Management, Engineering, Procurement and Construction in
the interpretation and definition of the scope of work.

Programme Management
Progress measurements
The progress percent complete of each activity is determined by the physical percent complete of each
deliverable multiplied by its own relative weight. Similarly, the progress percent complete of each
discipline is determined by the physical percent complete of each activity multiplied by its own relative
weight.
Reporting
Based on the actual percent achievement at the cut-off date, the actual percent complete will update in
the Project P6 Schedule and all summary reports submit to CHEC PM for approval. Once CHEC PM
approved, then the Report will submit thru Pro-log to PUB-Jacobs for information.
5. RESPONSIBILITIES
The Director, Project and Document Control shall be responsible for providing to Proposals and
Projects suitably experienced and trained personnel in sufficient numbers to effectively carry out
the functions of Planning, Scheduling, Cost Engineering and Document Control.
On certain projects a Project Control Manager shall be appointed to lead the Project Control
Group, which for some projects includes estimating, and shall be responsible directly to the
Proposal, Project or Resident Construction Manager.
Planning Engineers shall be responsible for all aspects of planning, scheduling, monitoring and
reporting progress for all phases of a project, preparing a series of schedules, curves and
histograms which allow appropriate schedule control to meet the objectives. The schedules are
supported by network diagrams and detail critical activity network diagrams or bar-charts as
required.
The Document Control Group shall be responsible for processing, issuing and distributing
according to the agreed distribution matrix all technical documents and drawings pertinent to all
phases of a project.
Such services shall be specified by the project or proposal and in conjunction with the client if
applicable.
Detailed Work Instructions have been developed for each PDCG discipline to ensure that all work
is carried out in a professional and consistent manner.

RESPONSIBILITY
1. To lead the planning and programming works for the whole project.
2. To coordinate with client’s programmer and project team to produce the workable scheduled
Project Execution Plan (PEP) of Schedule and Resources. This will include the calculation of
Optimal Material requirement, Manpower Requirement and Machinery Requirement Plans.
3. To submit and report on daily, weekly and monthly progress updates and reports.
4. To provide weekly and monthly look ahead programmes to the site team and sub- contractors.
5. To advise the PD/PM on key changes to the programmes, including critical path and changes to
float.
7. To produce variance reports at various stages of the project for analysis on deviations.
AUTHORITY
1. To have access to various reports for data mining, compilation and presentation.

RESPONSIBILITY
1. To assist the Project Control Manager in planning and programming works for the whole
project.
2. To coordinate with client’s programmer and project team to produce the workable scheduled
Project Execution Plan (PEP). This will include the calculation of Optimal Material
requirement, Manpower Requirement and Machinery Requirement Plans.
3. To submit and report on daily, weekly and monthly progress updates and reports.
4. To provide weekly and monthly look ahead programmes to the site team and subcontractors.
5. To advise the PCM/PM on key changes to the programmes, including critical path and changes
to float.
7. To produce variance reports at various stages of the project for analysis on deviations.
AUTHORITY
1. To have access to various reports for data mining, compilation and presentation.
RESPONSIBILITY
1. Set up the Document Management Systems for Design and Supplier documentation
2. Receive, check, accurately record in the DMS and distribute all Project technical drawings and
documents
3. Update the DMS with progress information reported by the Discipline Engineers
4. Report Project Progress status at intervals as defined by Corporate and Project procedures
5. Maintain the Project central filing system for technical drawings and documents
AUTHORITY
1. To have access to various reports for data mining, compilation and presentation.
7. VALUE ENGINEERING
Performance data shall be gathered at project completion.
At all times the Document Controller shall have as a priority specific client requirement relating to
Document Control and shall ensure these are met.
Project Control shall provide support for value engineering activities when applied
