Summary: Bangladesh logged 28 more deaths from the novel coronavirus in the
last 24 hours till Monday 8am.The country's death toll from the virus now stands at
6,416, according to a press release issued by the Directorate General of Health
Services (DGHS).In the meantime, 2,419 people tested positive for Covid-19. The
number of novel coronavirus cases in the country now stands at 449,760.The latest
day's infection rate was 15.06 % of the total tests, though the overall rate in the
country till date was 16.88 %. The death rate stands at 1.43 %.2,183 patients were
declared free of Covid-19 during the same period, raising the total number of
recoveries to 364,611 with an 81.07% recovery rate.Among the latest day's victims,
21 were men and seven were women. All the deceased died in different hospitals
across the country.Moreover, 21 of them hailed from Dhaka, four from Chattogram,
two from Rajshahi and one from Sylhet division. Meanwhile, 16,059 samples were
tested in 117 labs across the country in the past 24 hours. A total of 2,665,131
samples have been tested in the country so far.

following Dhaka-Delhi model of cooperation in settling any international
disputes.Speaking at the third Permanent Court of Arbitration (PCA)-India
Conference on Saturday, Shringla pointed out that upholding of international law is
central to diplomacy.India and Bangladesh have settled their long-pending maritime
dispute through this permanent court,” he said.Shringla said since its establishment,
the PCA has handled many politically significant and interesting cases. “It has
become a premier institution and the first choice for resolution of international
disputes involving states, state entities, inter-governmental organisations as well as
private entities,” he added."As a strong proponent of a peaceful and rules-based
international legal order, it is no surprise that India supports the PCA and its
mandate to resolve international disputes. The upholding of international law is
central to our diplomacy and in fact our world view," the Indian foreign secretary
said.Apart from resolution of maritime boundary delimitation with Bangladesh, he
referred to two other cases where India has abided by the verdict of the International

Summary: Bangladesh's global trade pulled itself out of the debris left in the wake
of the coronavirus pandemic aided domestic consumption, taking the volume of
cargoes handled by the Chattogram port in October to a seven-month high.Official
data showed that the improvement came in the last four months to October,
compensating for a drastic fall when the pandemic was at its peak in Bangladesh.
The import and export trade had started experiencing a decline since January after
the coronavirus disease was reported in China, slowing cargo handling by the port.It
slightly improved in March after Chinese factories and ports opened in late
February.But when the virus spread through Europe and the US, which are major
destinations of Bangladesh's garment exports, the merchandise shipment crashed
down in March. The biggest blows to trade Bangladesh carries out with countries
around the globe came in April and May. But with the reopening of the economy,
businesses and industrial units from June, the two-way trade began growing again,
as evidenced by the cargo handling at the port in the first four months of the fiscal
year. The country's largest seaport handled 91.70 lakh tonnes of bulk and
containerised inbound and outbound cargo in October, up from 90.15 lakh tonnes in
September.

Summary: Bangladesh has requested India to withdraw its new customs rules
which, officials fear, may make it difficult for the former to get tariff
preferences.Dhaka made the request to New Delhi after a thorough examination of
the new customs rules and consultation with the stakeholders last week.We have
asked for the withdrawal of the rules considering its possible impact on our exports
to India," a senior commerce ministry official told the FE on Sunday.He said
Bangladesh also requested India to follow the guidelines for the regional trade
treaties while verifying the compliance with rules of origin.In September, India issued
the Customs Rules-2020, which was framed for the administration of rules of origin
under all the trade agreements it has signed so far.After the development,
Bangladesh's ministry of commerce asked the Export Promotion Bureau (EPB), the
Bangladesh Trade and Tariff Commission (BTTB), and the National Board of
Revenue to examine the impacts the new rules will have on Dhaka's exports to New

Summary: Indices on the Dhaka Stock Exchange (DSE) and the Chittagong Stock
Exchange (CSE) plunged on Sunday extending the falling streak for the third running
session as the dominant small investors worried of the second wave of virus
infection stayed away from the market. Thirty-eight people have died from Covid-19
in the last 24 hours. The total number of deaths has now reached 6,388, according
to a press release issued by the Directorate General of Health Services. DSEX, the
prime index of the Dhaka Stock Exchange (DSE), declined by 41.70 points or 0.85
per cent to 4,845 while the DS30 index, comprising blue chips, lost 15.43 points to
1,687 and the DSE Shariah Index fell 6.95 points to 1,123 at the close of the trading.
The daily trade turnover on the DSE also plunged to Tk 4.95 billion, plunging further
by 15 per cent over the previous day's turnover of Tk 5.85 billion. It was the lowest
single-day transaction in four months since July 29, this year, when the turnover
totalled a record Tk 3.99 billion.

Summary: The revenue board has dismissed a number of proposals from the
Bangladesh Investment Development Authority (BIDA) that the latter feels would
help ease doing business in the country.In one proposal, the BIDA has suggested
relaxing tax burden, in the form of VAT (value added tax), on financially-vulnerable
companies.It is not logical to relax VAT payment provision as the companies collect
the indirect tax from consumers, the National Board of Revenue (NBR) said in an
opinion sent to the BIDA. The NBR said consumers shoulder the liabilities for the
payment of VAT, which is deposited to the public exchequer by the
companies.Earlier, the BIDA had made the proposal to the NBR to improve the
country's doing business indicator in the World Bank's ease of doing business
index.The NBR also declined to accept another BIDA's proposal for the submission
of VAT returns on a quarterly basis instead of the existing monthly filing."The
consumers pay VAT instantly just after obtaining any services or buying products.
There are no difficulties for the submission of monthly returns showing the collected
VAT," the NBR said.

Summary: The government has taken initiative to ink free trade agreement (FTA)
with some 11 countries aiming at a smooth and competitive trade market in near
future.Bangladesh must have FTA with other foreign countries as it is going to
achieve graduation to a developing country from a least developed one, experts
said.The government should start trade negotiations immediately in order to secure
the zero-duty benefit after graduation as the country will lose its tariff benefit with
most of the countries after getting developing country status, they added. The
country has not completed a single FTA with other countries. Sirajul Islam, Executive
Chairman of Bangladesh Investment Development Authority (BIDA), told Bangladesh
Post, the Commerce Ministry is beginning trade negotiations with different countries
including Nepal and Bhutan. However, he hopes the country would successfully sign
FTAs soon with some countries. In this context, Commerce Secretary Md Jafar
Uddin said we are seriously working this issue as the country is currently in
negotiations with 11 countries to sign the preferential trade agreements (PTAs) or
FTAs.

Summary: State Minister for Industries Kamal Ahmed Majumder has asked BCIC
officials to quickly complete the construction of fertilizer godowns which aimed at
enhancing the capacity of buffer stock for fertilizer storage. He issued the call while
virtually addressing the inauguration of Managing Directors' Conference 2020
organised by the Bangladesh Chemical Industries Corporation (BCIC) at its
headquarters, said a press release on Sunday. He has also directed the authorities
to keep special attention so that the stored fertilizer is not spoiled or misused
otherwise. BCIC Chairman M Mostafizur Rahman presided over the conference.
Kamal said that the industries ministry is working with the government to directly
funnel the government allocated for fertilizer procurement or storage. He also told
the meeting that the government is actively considering to setup state of the art
ferlitizer factories with higher production capacity and environment friendly
environment to replace old ones.Local and foreign investment is also encouraged in
private sector to expand industrialization, he said. The state minister lauded the
efforts of all including the BCIC authorities, officials, employees and workers of the
factories for maintaining the production operations amid pandemic following the
health rules.

Summary: Raziur Rahman has just recovered from Covid-19 after staying a week
at a government hospital.He has asthma and doctors advised him to stay away from
dust and try not to catch a cold because these would aggravate his respiratory
problems.But the air in Dhaka deteriorates substantially during winter and so does
the health of Raziur and his 7-year-old son Razin Rahman, who suffers from a cold
and persistent cough throughout winter.Their predicament is shared by thousands as
the Department of Environment (DoE) found the air quality starting to dip from
October.According to the Air Quality Index monitored by the DoE's Clean Air and
Sustainable Environment (CASE) project, the average AQI in Dhaka was 117.4 in
October and 194 in November. AQI value between 0 and 50 is considered
satisfactory. Air pollution poses little or no risk at such levels. A value between 151
and 200 means everyone, especially a member of sensitive groups, is likely to
experience health effects.In Gazipur, the AQI was 120 in October and 178 in
November. In Narayanganj, it was 124 in October and 173 in November.Globally, an
AQI from 201-300 is categorised as "very unhealthy", and 301-500 "extremely
unhealthy".

Summary: Rail communications between Khulna and other parts of the country
resumed on Sunday after being cut off for eight hours following an accident.Asit
Kumar Biswas, a railway official, said train services resumed around 4:00am after a
rescue train removed the damaged vehicle from the rail track.Earlier, on Saturday,
trucker Akbar Ali was killed, and his assistant was injured as a train hit his vehicle at
Murli railway crossing of Khulna-Benapole highway.The accident happened as the
coal-laden truck did not slow down near the rail track, ignoring the railway crossing
sign at 8:00 pm, said the gateman.A relief train from Khulna reached the spot around
midnight on Saturday to remove the vehicle from the rail track and restore rail
communications.
