Romualdez recognized Rep. Erico B. Aumentado who
Romualdo denounced the plunder of funds for the Quedancor
Romulo Swine Program (QSP) implemented by the
Sacdalan Quedancor-Iloilo District Office and the use of his
Salimbangon name by unscrupulous and criminal elements in
Salvacion regard thereto. After citing the noble mission of the
Sambar QSP to improve the quality of life of rural folk, he
San Luis detailed how the said office anomalously accredited
Sarmiento (C.) BIRKS Agricultural-Livestock Corporation as the
Sarmiento (M.) sole input supplier for the program; illegally released
Singson (E.) loan proceeds to it; and irregularly entered into a
Suarez compromise agreement with it instead of filing
Sy-Alvarado criminal charges against it. He also discussed how
Tan BIRKS was guilty of nondeliveries or under-
Tañada deliveries of inputs and how he was made to appear
Teodoro in a Commission on Audit (COA) report as being
Teves part of those who issued payments to it. He stressed
Tieng that QSP management committed fraudulent acts that
Ting COA should have first looked into to ascertain the
