1. INTRODUCTION
The purpose of this work instruction is to describe the system that will be employed for Air
Blowing before Hydrostatic/ Pneumatic Testing of the process piping. Air blowing shall be
carried out using compressor/s which is part of equipment spread -1 for pneumatic Testing.

This procedure also describes all necessary HSE precautions related to plant, equipment,
tools, manpower and supervision requirements to satisfy permit issuing authorities that the
work have been adequately planned for a safe and efficient execution.

3. PERSONNEL AND RESPONSIBILITIES


Site Team will be selected among experienced personnel who are expert in their field and
aware of their responsibilities. Site Team will ensure that work will get done in respect of
project procedures, best practices, all applicable Method Statements and our Safety Plan.

3.1. SITE MANAGEMENT TEAM

Site Management Team has overall responsibility to ensure that all steps in the schedule of
piping work will be proceed adequately and also will follow Method Statement and Procedures
with all requirements. Site management team is also responsible for providing all engineering

support such as formulating, calculation, drawings, control points and related vendor package
documentation to facilitate timely, safe and efficient work progress. Coordinate all phases of
construction with other parties working in the vicinity of the erection area.

3.2. SITE HSE TEAM


The Site HSE Team shall provide continuous monitoring during implementation of works in
accordance with the MS and Risk Assessment to ensure that all necessary precautions are
being fulfilled.

3.3. SITE QA/QC TEAM


The assigned QA/QC Team is responsible of ensuring that the work is being carried out in
respect of project specifications, ITPs, all relevant construction QA/QC documents and
relevant checklists.

3.4. PIPING FOREMAN


Piping foreman is responsible for supervising all lifting and transportation operation and the
efficient utilization of the resources. Ensure that work is carried out in a safe and efficient
manner in respect of this Method Statement and Risk Assessments.

3.5. RIGGER
Responsible for managing all lifting operations using inspected lifting equipment and by the
methods identified on the Risk Assessment.

3.6. BANKS MAN


The banks man is part of the crane crew and is responsible to the operator to give signals for
lifting, swinging, and lowering loads.

4. EXECUTION OF WORK

4.1. SCOPE OF APPLICATION


Continuous Air Blowing technique is very effective in case of straight long pipeline sections.
During continuous Air Blowing, air will be injected through the system at controlled flow rate
(depending on system volume and the size of vent point) which will blow out the foreign
particles from the system in a steady manner through the pre-identified vent points. System will
be blown till cleaning of acceptable standard is achieved. Once the system is observed and
accepted as clean, blowing shall be deemed as complete be handed over for and the system
may then pressure testing.

4.2. Preliminaries

4.2.1. Safety Consideration


 Personal safety equipment including helmet, safety glasses, safety shoes, safety gloves
shall be worn. Also If required, Rubber boots and rain coat shall be worn.
 For works above 1.2 meters the use of safety harness and/or life lines will be required.
 The area should be barricaded off to a safe distance, and clearly marked at the discharge
point. Signs are to be posted at the barricaded area: "AIR BLOWING IN PROGRESS". The
warning signs shall be in English, Turkish and Kurdish as a minimum.

 All other activities inside the barricaded area must be suspended during cleaning;
personnel not involved with the water flushing should evacuate the area.
 Precommissioning Test Sheet: is to be prepared prior to the starting of the operation. Notice
to the commissioning team shall be sent together with Test Sheet and colored mark-up
P&ID's.
 Fittings, hoses and connections will be of a class and rating equal to, or greater than the
pressure required to carry out air blowing operations (maximum of --- barg) and will carry
current certification.
 In Operating Systems to be blown at the same time that construction activities are in
progress, preventive actions should be taken (communication, stoppage of work on the
lines to be flushed, etc.).
 Check that line supports and temporary connections near blow outlet are adequate to avoid
line movements without control.
 Before removing any line accessories, it must be checked that line is fully depressurized
and empty.
 Drain points should never be cleared with wire and/or other manual tools if line is not
completely depressurised.
 All points which require operations must be accessible.
 All activities will be covered by a work permit. Air blowing will be covered by a "Cold Work
Permit". The work permit will be issued by the VENTECH supervisor assigned to the task
and signed by the designated responsible team member.
 All electric equipment which can be affected by air blowing drainage (motors, junction
boxes, etc.) should be protected with plastic covers and de-energized.
 During air blowing, design pressure of the system must not be exceeded.

 Specific procedures shall state maximum pressure to be used and mitigations steps to be
taken. Maximum system pressure and relevant precautions measures shall be included in
the system commissioning procedure.
 Before starting the work check the availability of eye wash installations, fire extinguishers,
communications, etc
 System to be blown shall be isolated from other systems connected to it.
 All pressurizing hoses connections to be restrained by using whip checks and will be tied
down to immovable objects, at periodic intervals. The vent discharge point will also be
routed to a safe location away from any conflicting activities and barriers erected
accordingly.
 All hand tools and consumable materials should be checked in every shift.
 Site condition via roads, access and egress should be checked in every shift.
 Contractor should be informed before commencement to work on all scaffolding
requirements and after completion it can be started.
 All staffs and workers should have personnel training, induction and minimum necessaries
 Sufficient number of H2S clips should be ready on site.
 Make sure all required work permits have been issued and received prior to commence any
work.

5. DETAILS FOR IMPLEMENTATION

5.1. PLANNING

Flushing route shall be determined and shall be shown on marked up P&ID.


The following items shall be indicated, as:
• Air supply and setup of manifold point (Location of the compressor).
• Air discharge point
• Valves open/closed
• Temporary piping, spool and blinds, if any
• Blinds location and status (permanent and temporary)

5.2. PREPARATION / EXECUTION

Remove the following and, upon completion:


• Pitot tubes
• Check valves

• Rupture disks
• Orifice plates, turbines flow meters and other flow meter elements
• In-line mixers / In-line strainers
• Spray nozzles
• Analyzer probes
• Control valves
• Relief valves
• Manometers and pressure transmitters
• Thermometers and temperature transmitters

Prior to commencement of air blowing activities all relevant parties who will
witness the activity shall be advised 24 hours prior to commencement of work. Also,
before the commencement of blowing, the route shall be checked at site by the
Commissioning group in charge of this system with the prepared detailed procedure.
It is essential that any equipment removed is adequately preserved to prevent
damage.

5.3. POSTWORK

 Drainage shall be adequately carried out, especially for lines working with oil.
 Pipes concerned shall be reinstated as per P & I Diagrams and all temporary piping,
fittings and spools will be removed.
 Suitable protective measures shall be taken for pipes where air blowing has been
completed, to ensure ingress of dirt does not occur.
 Master cleaning P & I Diagrams shall be updated.
 After blowing, the corresponding record sheet shall be sign off by all parties
confirming the acceptance of the work. This record will be included in the
corresponding Dossier.
 After the completion of erection, scale, dirt, welding electrodes, slag, and other foreign
material should be removed from the lines. Particular attention should be paid to the
cleaning of all important lines.
 Ventech will make the judgment of whether the result of the flushing is satisfying or not
