 With rapid economic growth and motorization, national
highways and roads in Viet Nam are no longer adequate to
provide safe and rapid travel, particularly along the long
routes between the northern and southern reaches of the
country which extend nearly 2,000 kilometers. ADB has
supported Viet Nam’s expressway program since 2007, and
this support will translate into 150 km of new expressways
and highways by 2017.

Enhancing Road Safety and Social Sustainability
 Rapid motorization in Asia and the Pacific, especially the explosive
growth in motorcycles, is contributing to rapid rise of road safety
problems. In Asian developing countries, road accidents are already
the second highest cause of premature death for the 5–14 year age
group and the leading cause of death for the 15–44 year age
group—the most economically productive segment of the
population. In the countries of the Association of Southeast Asian
Nations (ASEAN) road accidents cause over 106,000 deaths and
over 5.7 million injuries each year (2008 data).6 Road accidents
have major impacts on the health, poverty, social and economic
development; millions of households fall into poverty and debt as a
result of losing the primary wage earner, and the region suffers
recurring economic losses of around $28 billion per year. Road
casualties are preventable, and the rapid adoption of well-proven
road safety interventions and technologies in ASEAN countries is
vital.

Connectivity
 Under the GMS Strategic Framework (2002–2012), the Greater
Mekong Subregion Economic Cooperation Program (GMS
Program) has accelerated, delivering concrete results and
contributing to the shared vision of a prosperous, integrated,
and harmonious Greater Mekong Subregion. Within this
strategic framework, ADB has approved a total of 14 transport
sector projects during 1998–2010 contributing nearly $1 billion
to improve connectivity across GMS and boost regional trade
and transport. Recognizing the changing global and regional
context, and the need to remain flexible and adaptable to
changing circumstances, the GMS countries have agreed on a
new GMS Strategic Framework (2012–2022)5 that will guide
the GMS Program over the next 10 years. The following are
examples of key ongoing road transport sector projects under
the GMS Program.
