Board Act, 1948:—
(a) Annual Report of the Central Silk Board, Bengaluru, for the year
2018-19.
(b) Annual Accounts of the Central Silk Board, Bengaluru, for the
year 2018-19, and the Audit Report thereon.
(c) Review by Government on the working of the above Board.
(2) Statement (in English and Hindi) giving reasons for the delay in
laying the papers mentioned at (1) above.
2. A copy each (in English and Hindi) of the following papers:—
(a) Thirteenth Annual Report of the National Statistical Commission
(NSC), New Delhi, for the year 2018-19.
(b) Action Taken Report on the recommendations contained in the
above-said Report.
(c) Statement giving reasons for the delay in laying the papers
mentioned at (a) above.

3.(1) A copy each (in English and Hindi) of the following papers,
under sub-section (3) of Section 27 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016:—
(a) Annual Report and Accounts of the Unique Identification
Authority of India, New Delhi, for the year 2018-19, together
with the Auditor's Report on the Accounts.
(b) Review by Government on the working of the above Authority.
(2) Statement (in English and Hindi) giving reasons for the delay in
laying the papers mentioned at (1) above.
4. A copy each (in English and Hindi) of the following papers:—
(i) (a) Annual Report and Accounts of the Centre for Development of
Advanced Computing (C-DAC), Pune, for the year 2018-19,
together with the Auditor's Report on the Accounts.
(b) Review by Government on the working of the above Centre.

mentioned at (a) above.
(ii) (a) Twenty-ninth Annual Report and Accounts of the Centre for
Materials for Electronics Technology (C-MET), Pune, for the
year 2018-19, together with the Auditor's Report on the
Accounts.
(b) Review by Government on the working of the above Centre.
(c) Statement giving reasons for the delay in laying the papers
mentioned at (a) above.
(iii) (a) Annual Report and Accounts of the ERNET India, Delhi, for the
year 2018-19, together with the Auditor's Report on the
Accounts.
(b) Review by Government on the working of the above Society.
(c) Statement giving reasons for the delay in laying the papers

(iv) (a) Annual Report and Accounts of the Jharkhand Education Project
Council (JEPC), Ranchi, implementing the Samagra Shiksha,
Jharkhand, for the year 2018-19, together with the Auditor's

5. A copy (in English and Hindi) of the Ministry of Women and
Child Development, Notification No. G.S.R. 165 (E), dated the 9th March,
2020, publishing the Protection of Children from Sexual Offences Rules,
2020, under sub-section (3) of Section 45 of the Protection of Children from
Sexual Offences Act, 2012.

2. Report of the Committee on the Welfare of Scheduled Castes and
Scheduled Tribes

Shri Ramkumar Verma laid on the Table, a copy (in English and
Hindi) of the Report of the Study Visit of the Committee on the Welfare of
Scheduled Castes and Scheduled Tribes to Chennai, Puducherry, Goa and
Mumbai during January, 2020.

3. Unstarred Questions
Answers to Unstarred Question Nos. 481 to 640 were deemed, as laid
on the Table.

4. Matters raised with Permission
1. Shri Vishambhar Prasad Nishad raised a matter regarding filling
up of backlog vacancies reserved for OBCs in various Ministries of the
Government of India.

2. Lt. Gen. (Dr.) D.P. Vats (Retd.) raised a matter regarding need to
give peacetime Gallantry Award to frontline Corona warriors of the country.

Further discussion on the Statement made by Dr. Harsh Vardhan,
Minister of Health and Family Welfare, Minister of Science and Technology

8. Message from Lok Sabha — Reported and Government Bill laid
on the Table
[ Secretary-General reported to the House, a message from Lok Sabha
informing Rajya Sabha that the Lok Sabha at its sitting held on the
16th September, 2020, passed the Banking Regulation (Amendment) Bill, 2020
and laid a copy of the said Bill on the Table.

9. Statement by Minister
Shri Rajnath Singh, Minister of Defence, made a statement on the
'Developments on our borders in Ladakh'.
