FOREWORD
Pakistan Bureau of Statistics (PBS) is the prime official agency of Pakistan, responsible for
collection, compilation and dissemination of reliable and timely statistical information to the
policy makers, planners and researchers. It publishes a variety of reports, based on primary and
secondary data, especially on economics and social aspects of the country. PBS has made
commendable efforts to improve and update statistical methodology in general and trade statistics
in particular.
COVID-19 has pushed the global economies towards a recession. The synchronized nature of the
downturn has amplified domestic disruptions around the globe. Globally, trade contracted by close
to –3.5% (year over year) in the first quarter, reflecting weak demand, the collapse in cross-border
tourism, and supply dislocations related to shutdowns (exacerbated in some cases by trade
restrictions). Pakistan has also been affected by the unprecedented health and economic shocks
caused by the outbreak of Coronavirus with smart lockdown. During the current fiscal year,
Pakistan’s economy has undergone a sharp contraction with a growth of -0.38%. Cognizant of the
extended duration and uncertainty of the COVID-19 worldwide, the government of Pakistan has
chalked out sector-specific policy interventions and structural reforms to cope with the situation.
Government is constantly monitoring the international and domestic conditions to ensure
stabilization to stir growth in this challenging environment.
Pakistan’s trade deficit witnessed significant reduction during the FY2019-20, declining by
27.12% as compared to the previous year. The Country’s trade deficit during FY2019-20 stood at
$23.180 billion against the deficit of $31.805 billion during FY2018-19.
During FY2019-20, country’s exports registered approximately 6.81% decline, falling from
$22.958 billion last year to $21.394 billion during the current year, whereas the imports decreased
from $54.763 billion to $44.574 billion, showing a sharp decline of 18.6%.
Effort has been made to make this report comprehensive, informative and a useful document for
researchers, planners, economists and other beneficiaries at large. Further questions, clarifications,
comments, feedback and suggestions on this report are welcomed.

1. GLOBAL TREND AT A GLANCE
According to World Economic Outlook (WEO), global growth is projected at –4.9% in 20201,
1.9%points below the April 2020 forecast. The COVID-19 pandemic has had a more negative
impact on activity in the first half of 2020 than anticipated, and the recovery is projected to be
more gradual than previously forecast. In 2021 global growth is projected at 5.4%. Overall, this
would leave 2021 GDP some 6.5% points lower than in the pre-COVID-19 projections of January
2020. The adverse impact on low-income households is particularly acute, imperiling the
significant progress made in reducing extreme poverty in the world since the 1990s.
As with the April 2020 World Economic Outlook (WEO) projections, there is a higher-than-usual
degree of uncertainty around this forecast. The baseline projection rests on key assumptions about
the fallout from the pandemic. In economies with declining infection rates, the slower recovery
path in the updated forecast reflects persistent social distancing into the second half of 2020;
greater scarring (damage to supply potential) from the larger-than-anticipated hit to activity during
the lockdown in the first and second quarters of 2020; and a hit to productivity as surviving
businesses ramp up necessary workplace safety and hygiene practices. For economies struggling
to control infection rates, a lengthier lockdown will inflict an additional toll on activity. Moreover,
the forecast assumes that financial conditions—which have eased following the release of April
2020 WEO—will remain broadly at current levels. Alternative outcomes to those in the baseline
are clearly possible, and not just because of how the pandemic is evolving.

2. EXPORTS OF PAKISTAN
The export target was set at US$ 26.2 billion for FY2019-20.However, exports registered a decline
of -6.81% during FY2019-20 as Pakistan’s exporters are facing declining demand in overseas
markets and difficulties in executing existing orders due to Covid-19. Exports during FY2019-20
reached US$ 21.39 billion as compared to US$ 22.96 billion during FY2018-19.
Before COVID-19, export performance was satisfactory both in terms of products and destination
diversification. In terms of product diversification, surgical goods and medical instruments
recorded a growth of 8.3% during July-March FY2019-20, while, in terms of destination
diversification, Ministry of Commerce has started to explore new markets, especially in Africa.
Pakistan’s exports were performing better than most of its competitors, despite the challenging
external environment, till February, 2020. During July-February FY2019-20, exports reached US$
15.6 billion compared to US$ 15.1 billion last year, thus registering a growth of 3.6%. However,
due to COVID-19, exports declined by 15% in March 2020 compared to February 2020, in April
2020, exports further declined to US$ 957 million showing decline of 47% compared to March
2020. On year on year basis, exports declined by 54.2% in April 2020 reaching US$ 957 million,
as compared to US$ 2089 million in same period last year. But during May, 2020, the exports
improved showing 45.87% increase compared to April, 2020, and stood at US$1396 billion. Thus,
exports during FY2019-20 stood at US$ 21.39 billion compared to US$ 22.96 billion during last
FY2018-19, showing a decline of 6.81%.

2.1 Group-wise Analysis of Exports
Group-wise analysis suggests that performance of all groups including food, textile, petroleum and
other manufactured groups remained subdued in the current fiscal year on the account of global
headwinds and Covid-19.
Within the group, all the commodities are showing negative trends. Raw cotton, cotton yarn and
cotton cloth are showing a noticeable decline of 16.6%, 12.5% and 12.9% in value terms during
the FY2019-20 as compared to FY2018-19 due to contraction of demand during the Covid-19
pandemic situation. Exports of knitwear, bedwear, towels and readymade garments also declined
during this financial year, showing a negative growth of -3.6%, -4.9%, -9.5% and -3.8% as
compared to last financial year.

2.1.3 Petroleum Group
Petroleum group having a negligible share of 1.3% in total exports registered a negative growth of
42.7%. This was on account of 34.9%, 68.1% and 27.2% decline in export of petroleum crude,
petroleum products (excluding top naphtha) and petroleum top naphtha respectively.
Within the group, chemical and pharmaceutical products having the largest share in the group,
posted a negative growth of 11.2% in value terms. Leather manufacturers continues to struggle but
registered a negative growth of 2.4% in value. Similarly, 22.6% decline in value was witnessed in
leather tanned while its quantity decreased by 27%.
Exports of carpets, rugs and mats registered a negative growth of 19.3% in value. Sports goods
decreased in value by 14.97% on the back of 102% decline in exports of football, surgical goods
and medical instruments showing a growth of 8.4% for the period.
Engineering goods, jewellery and molasses posted a negative growth of 0.05%, 33.96% and
58.6%respectively. Cement export posted a negative growth of 4.5% in value during FY2019-20.
Low domestic sale and significant capacity additions paved the way to foreign markets for cement
manufacturer.
Traditionally, Pakistan’s export destinations have been concentrated in a few markets. Pakistani
exports mainly go to ten countries namely USA, China, UAE, Afghanistan, UAE, Germany,
France, Bangladesh, Italy and Spain. Among these countries, USA has the largest share followed
by China and UK. All these countries have been on a stable trajectory in terms of export
destinations of Pakistan. However, efforts are being made to explore new markets where lots of
potential exists. Formulation of Strategic Trade Policy Framework (2019-24) is a way forward
towards securing more international markets’ access.
3. IMPORTSOF PAKISTAN
During FY 2019-20, imports stood at US$ 44.55 billion as compared to US$ 54.76 billion during
FY2018-19 showing a decline of 18.6%. The reduction in imports is due to decrease in imports of
furnace oil, machinery & electric equipment, palm oil and textiles. Current scenario of declining
imports shows that imports will be according to estimates. In view of falling global demand,
weakening consumer and business sentiments among the major economies, trade tensions and
economic stabilization measures at home, the imports are expected to further decline.
Additionally, the government has launched import substitution drive that will be instrumental in
reducing pressure on current account. The Finance Supplementary (Second Amendment) Act,
2019 particularly offered tariff concessions to those industries that can offer import substitution.

It lowered tariffs on the raw materials and intermediate goods that can help local firms in meeting
local demand that is currently being fulfilled by the foreign firms.
Office and textile machinery decreased by 12.9% and 18.7% respectively in FY2019-20.
Construction and mining machinery import decreased by 9.1% mainly because of the slowdown
in construction activities in the given period. Agriculture machinery imports also showed negative
growth of 30.7%. Import of electrical machinery showed an increase of 26.4%.

The import bill of telecommunication group increased by 34.9% to US$ 1.860 billion in FY2019-
20. The import of mobile handsets increased by 81.2% in the said period as compared to 10.9%
decrease in the same period last year. Import of the other apparatus also decreased by 21.4% in
FY2019-20 as compared to same period last year.
3.1.3 Transport Group
Transport group with 3.4% share in total imports, declined by 49.9% with a hefty decline of
44.5% in road motor vehicles.
3.1.4 Petroleum Group
Petroleum group, being the largest contributor to total import bill, showed a negative growth 27.8%
in FY2019-20 as compared to the previous period last year, standing at US$ 10.420 billion as
compared to US$ 14.441 billion in the same period last year. Among the petroleum group,
petroleum products declined by 24.5% in value despite 5.6% increase in quantity. Import bill of
petroleum crude also decreased by 44.4% along with 24.5% decline in quantum import.
3.1.5 Textile Group
Textile group, which has 5.7% share in overall imports, showed a decline of 21.5% during
FY2019-20, as compared to the same period last year, although raw cotton imports showed an
increase of 14.7%.
3.1.6 Agriculture & Other Chemicals Group
The import bill of Agriculture & Other Chemicals showed a decline of 16% for FY2019-20 over
the same period of last year. Within the group of fertilizers manufacture, Plastic Material,
Insecticides and medicinal products showed decline of 28.8%, 14.1%, 2.1% and 8.8% respectively.

4. TRADE DEFICIT – COMPOSITION & HISTORICAL TRENDS
Trade balance is one of the crucial instruments in macro-economic policies to provide information
about the economic behaviour and policy decisions. It measures a country’s net income received
from the rest of the world. In three (3) years from the date of independence, Pakistan started foreign
trade in the year 1950 after a brief initial formation phase. However, the country started having
trade deficits from FY1954-55 till this date. Pakistan joined World Trade Organization in 1995,
but terms of trade were never favourable. Pakistan maintains a trade deficit due to high imports of
energy products including fuel, machinery equipment and chemicals. Main import partners are the
United Arab Emirates and China. Textiles account for most of Pakistan's export earnings.

5. QUARTERLY ANALYSIS
The above table shows that quarterly value of exports showed an increasing trend during the first
two quarters. Exports were badly affected during last two quarters on account of Covid-19. Imports
declined throughout FY2019-20.
6. DISSEMENATION OF DATA
Upon receipt of monthly data from Pakistan Revenue Automation Limited (PRAL) during first
week of each month, PBS immediately compiles and releases summary figures (Annex-I). After
verification of PRAL’s figures by Directorate of Research & Statistics, FBR, PBS compiles and
issues Advance Release on Trade Statistics by 15th of every month (Annex-II).

SBP has also allowed banks to enhance the time period for realization of exports proceeds
from existing requirement of 180 days to 270 days on a case to case basis where the delay
is related to COVID-19.

SUBJECT: - ADVANCE RELEASE ON EXTERNAL TRADE STATISTICS FOR THE MONTH OF JUNE, 2020.
EXPORTS:
According to the provisional figures compiled by the Pakistan Bureau of Statistics, exports from
Pakistan during June, 2020, amounted to Rs.263,988 million (provisional) as against Rs.223,536 million
(provisional) in May, 2020; and Rs.264,345 million during June, 2019, showing an increase of 18.10%
over May, 2020, but a decrease of 0.14% over June, 2019.
2. In terms of US dollars, the exports in June, 2020, were $1,599 million (provisional) as compared
to $ 1,396 million (provisional) in May, 2020, showing an increase of 14.54% but decreasing by 6.11% as
compared to $1,703 million in June, 2019.
3. Exports during July–June, 2019 – 2020, totaled Rs.3,369,809 million (provisional) as against
Rs.3,128,230 million during the corresponding period of last year showing an increase of 7.72%.
4. In terms of US dollars, the exports during July – June, 2019 - 2020 totaled $21,394 million
(provisional) against $22,958 million during the corresponding period of last year showing a decrease of
6.81%.
5. Main commodities of exports during June, 2020 were Knitwear (Rs. 36,549 million), Readymade
garments (Rs. 30,542 million), Bed wear (Rs. 27,462 million), Cotton cloth (Rs. 21,495 million), Rice
others (Rs. 17,043 million), Cotton Yarn (Rs. 12,271 million), Towels (Rs.9,727 million), Basmati rice (Rs.
7,887 million), Madeup articles (excl. towels & bedwear) (Rs.7,018 million) and Fruits (Rs. 5,498 million).

IMPORTS
7. Imports into Pakistan during June, 2020, amounted to Rs.614,004 million (provisional) as against Rs.
458,272 million (provisional) in May, 2020; and Rs.675,731 million during June2019 showing an increase
of 33.98% over May, 2020, but a decrease of 9.13% over June, 2019.
8. In terms of US dollars, the imports in June, 2020, were $ 3,719 million (provisional) as compared to
$2,863 million (provisional) in May, 2020, showing an increase of 29.90%, but decreased by 14.56% as
compared to $4,353 million in June, 2019.
9. Imports during July – June, 2019 - 2020 totaled Rs.7,033,248 million (provisional) as against
Rs.7,443,253 million during the corresponding period of last year showing a decrease of 5.51%.
10. In terms of US dollars, the imports during July – June, 2019 -2020 totaled $44,574 million
(provisional) as against $54,763 million during the corresponding period of last year showing a decrease
of 18.61%.
11. Main commodities of imports during June, 2020 were Petroleum products (Rs. 48,627 million),
Power generating machinery (Rs.45,362 million), Mobile phones (Rs.38,189 million), Natural gas, liquefied
(Rs. 27,336 million), Plastic Materials (Rs. 25,271 million), Iron and Steel (Rs. 22,589 million), Palm Oil (Rs.
22,556 million), Petroleum crude (Rs.22,296 million), Electrical machinery & apparatus (Rs.22,108 million)
and Medicinal products (Rs. 18,408 million).
