1. INTRODUCTION

events and has implemented a Business Continuity Management System (BCMS) that is
compliant with ISO 22301:2012.
The purpose of this document is to describe the way that the business operates, internal
and external factors influencing it and to highlight in general terms the potential
consequences of a business interruption. This will allow the most appropriate level of
measures to be put in place to reduce the level of risk and to ensure the plans are
available and rested to manage the impact of any interruptions that could occur.

2.7 Organization roles into the BCMS
2.7.1 Top Management
High Direction
1. CEO:
The highest-ranking executive in a company, whose primary responsibilities
include making major corporate decisions, managing the overall operations and
resources of a company, acting as the main point of communication between the
board of directors and corporate operations and being the public face of the
company. A CEO is elected by the board and its shareholders.
Role at BCMS: They make sure that the BCMS aligns with the business’s
strategies and procures the involvement of every area in the organization.

2.7.2 Operation
Administrative
1. Administrative Direction:
They are the ones who ensure the effective realization of everything the company
has planned with the use of administrative authority, the making of decisions either
directly, or indirectly through a subservient under supervision to make sure that
they follow their orders in an adequate manner.
Role at BCMS: They’d be the ones in charge of reviewing and allowing the
monetary decisions taken by other areas of the company during a situation of
emergency.
1.1. Administrative management:
It’s the body responsible to guarantee the administrative and operational
functionality of the municipal corporation for which it must manage human
and material resources in an efficient way.
Role at BCMS: To move resources so that the operation can perform in the
most efficient way under less than favorable conditions
Accounting:
It’s the key to be able to tell the conditions and the situation the
business is currently in, and with such knowledge be able to
establish the necessary strategies with the objective of enhancing
the economic performance of the business.
Role at BCMS: To assess the economic situation of the company
and plan strategies to minimize the possible revenue losses during
an event.

Credit and collection:
This department is where the credits seen by the finance are
managed, as well as the debtors from the deals made by the upper
management where a promissory note has been issued for the
company.
Role at BCMS: To decide on whether or not to ask for credit to the
bank, and to focus on debtors who owe the most as a measure of
cost cutting in the possibility of a prolonged negative situation.
Internal control:
Employers here have the duty to safeguard the resources of the
company to avoid losses by fraud or negligence as well as detecting
deviations present in the business’s operations that could affect the
fulfillment of objectives. This is done through the use of processes,
standards, and politics among other mechanisms.
Role at BCMS: They’re in charge of guarding and keeping an eye on
the company’s resources to avoid any form of irregularities that
could occur during a disaster and during the continuity restoration
efforts.
Costs:
This is the area where business related costs are identified for. The
budget is managed here, and they make sure to maintain and
implement improvements to other business areas without going over
the limits.

1.2 Finance management:
Finance management supervises and is in charge of the flow of money and

Treasury:
The treasury department is in charge of guaranteeing and optimizing
the liquidity of the company along with the financial results of the
business. The latter is realized through an efficient management of
the financing volume used or of the bank accounts, among other
subjects. It also establishes relationships between the distinct
departments to generate an efficient way of communication when it
comes to budget discussions focusing on the future of the business.
Role at BCMS: financial result reports will be needed for the upper
administration to allow or deny decisions that require economic
investment to keep the business stable.
Billing:
They prepare and draw up invoices to be able to materialize and
keep record of business earnings for matters that range from
logistics to the legal. These records are also digitized following the
data message digitalization law.

1.3 Acquisition management:
The acquisition manager keeps an eye on the buying activities of the

Storage:
Our warehouses are in charge of storage functions which include
tasks related to the control and expedition of merchandise and
products, reception of such products, custody over them, among
other tasks. This is the area in charge of regulating the flow of
product stock.
Role at BCMS: If an event cripples the ability of the company to
store their stock, the department has to find temporary solutions and
monitor them.
2 Commercial direction:
The commercial direction department is in charge of getting the objectives of the
sales done, objectives that if aren’t met, would put the existence of the company at
risk. Getting new clients and keeping the interest of the existing ones is their job
too.
Role at BCMS: During an event, commercial objectives will have to be reevaluated
to accommodate them for the current situation.
2.1 Sales management:
The role is in charge of supervising and directing the activities of an office
or a sales department, he(she) is responsible for maximizing the company's
sales, for which he establishes goals that seek to increase the company's
income.
Role at BCMS: To develop and implement strategies to keep product sales
as unaffected as possible, and inform the administration when sales are
going down.
Account executive:
It's the strategic figure in the company. Not only is he(she) in charge
of getting customers, but also, he must obtain from the customer all
the necessary information about the product, the market and the
target audience, then know how to transmit it to the professionals of
the company, with the objective of adapting the services of the
organization to their needs.
Role at BCMS: To make an effort to keep getting customers.
Key account executive:

The person responsible for managing the key accounts of the
company. Some of the functions it performs are information
management, the design of strategic plans, maintaining the
business vision and directing teams or projects.
Role at BCMS: To collect information that can be used in continuity
strategies.
Customer Support:
The customer service representative is the person in charge of
providing users with information and support related to the products
or services the company provides. In addition, he(she) is the one in
charge of channeling complaints, claims and suggestions.
Role at BCMS: To help both customers and employees stay calm
and confident in the organization by solving their doubts in a polite
and efficient manner.
2.2 Marketing management:
Marketing investigates, determines, examines and evaluates the demand
for the products, brands and services offered by the company in order to
develop advertising campaigns and strategies that meet the particular
needs of our company.
Role at BCMS: They will determine which market strategies are needed to
keep the company’s products and services attractive to the public.
Marketing:
In charge of examining any important information related to the
business that can affect the making of decisions for market
strategies. Also, it helps the business reduce the risks involved in
proposed marketing initiatives or projects.
Role at BCMS: To constantly look for studies and research
documents that help the management develop strategies it can use
to stay afloat during the changing market.
Social networks:
The company's social media manager is responsible for building,
managing and administering the online community around our
brands, creating content and maintaining stable and long-lasting
relationships with the company's clients and the general audience.
Role at BCMS: Keep the contact with the clients and public in
general to make sure the company is still looking good.
New products:

There are 2 major ways of acquiring products, acquiring them or
developing new talents within the company. This department takes
care of that and goes hand in hand with innovation projects,
products and contributes to processes.
Role at BCMS: It makes sure to still work on new products, process
and look for opportunities areas to work on.
2.3 Logistics and distribution management:
A Supply Chain logistics manager is the professional responsible for
managing and organizing the acquisition, production and distribution of the
goods that an organization makes available to its customers. The person
who performs the role will be in charge of making this whole procedure
efficient, dealing with the supervision of inventory management and
shipments, monitoring of packaging tasks and picking. Its role, therefore, is
essential for the organization. Persons in this role will have to face the
weight of operational decisions that greatly affect the entire company.

Shipments:
Is in charge of supervising the distribution of a company, making
sure that the warehouses are not only full but optimized and keeping
a correct record of invoices. Operate equipment used to load and
unload merchandise from trucks, as well as negotiate with
manufacturing vendors attempting to supply the company with
merchandise and services.
Role at BCMS: It makes sure the shipments are still getting done to
comply with contracts made prior to the disaster plus the ones made

Logistics:

3 Operation Direction:
The Business Operations Direction is in charge of helping the CEO or the General
Director to develop strategic plans and to execute their lines of action.

Its most fundamental task consists of monitoring on a scheduled basis the critical
processes of the business that are fundamentally related to production and
logistics.
3.1 Production management:
The production manager is in charge of carrying out the procedures
provided by the CEO for a successful production operation, having strategic
meetings with the board of directors and bringing their results digested into
a report on partial production to the CEL for a better analysis of such data.
They’re also developing and applying new strategies for a better production
performance.
Role at BCMS: Ensure that the appropriate processes are executed to
continue meeting the client's requirements. In case that the organization

Production supervisor:
This subject has the duty to check that the department has a clean
and adequate work space to carry out their operations, reports daily
on production performance and makes observations on how to
improve. They’re also responsible for upper management
complaints.
Role at BCMS: Train and organize the employees and ensure that
complete processes are carried out for the continuous and correct
elaboration of the product
Production scheduling:
They’re in charge of keeping an updated inventory of materials, and
meeting the company’s clients specifications. They’re also
responsible to update and maintain production schedules on
manufacturing systems and provide adequate communication for
future client requests.
Role at BCMS: The moment to request support from other nearby
plants, transferring the customer's purchase orders and keep
following up.
3.2 Maintenance management:
Maintenance management is in charge of ensuring the correct operation of
the company’s infrastructure, fixing any production flaws or issues, as any
of those incidents lays on the maintenance manager. They keep production
lines active, report to the production manager and the upper management.

Maintenance employees are charged with problem and doubt

This area is in charge of providing the different other areas with

3.3 Quality management:
The quality management department is in charge of the correct
manufacturing or execution of an asset, depending on the quality manager

Quality management program:
This program is responsible for the development, maintenance,
coordination and implementation of the company’s assigned
management systems. It aids managers and supervisors on the

4.1 Systems management:
The Systems Management is responsible for the design and
implementation of IT policies and one of their main functions is to ensure
the alignment of the company’s IT strategies with the organization’s
strategies in order to provide better services and to guarantee the success
of the business.

follow in any disruption event so that it has minimal damage.
Technologies:
This is the area where activities mandated by the IT direction and
the IT management department take place, they manage the
technology and search for ways of growing the business through the
use of it.

Technical support:
Technical assistance or support is provided by this department so

5 Human capital management:
The human resources direction is tasked to administrate the needs of each
employee so that they can perform their work in the most optimal way according to
their role. The HR department is in charge of hiring and firing personnel according
to the business’s needs, and it is the department with the most contact in the entire
organization.
5.1 Human resources manager:
They’re in charge of legal situations related to the acquisition of
personnel required to the business. The manager meets with the
upper management to keep them up to date with the company’s
improvement strategies or job vacancy necessary to achieve better
business performance. They’re also in charge of giving
unemployment notices, pushing job offers, and doing the selection
process.
Role at BCMS: They ensure that the top management have
knowledge of the BCMS by making reunions. In charge of
contacting a third company in case the organization needs
borrowed employees.
Payroll and benefits:
They keep and manage the payment processes for all of the
company’s employees. They manage the work hours information to
calculate their required payment, solve doubts about wages and
report to the manager so that he can inform the upper management.

timely manner during the disruption and its resolution
Training and development:
This department is tasked with preparing meetings for employee
awareness and to explain to them about every aspect necessary on
how to perform their role in a satisfactory way. They provide
guidement and instructions for the correct execution of the
business’s activities.

Industrial safety:
This department is in charge of mandatory provisions aimed at the
prevention and limitation of risks, as well as protection against

3. Risk Management

3.1 Risk Appetite


The BCMS is designed to address the major risks that are identified to the business
continuity of (company). In identifying, assessing and managing their risk there are a
number of options open to the organization according to its appetite for risk.
In general Terms the organizations appetite for risk may be said to be
LOW/MEDIUM/HIGH where:
Low is to avoid risk possible and invest resources in mitigating residual risk through
effective business continuity measure.
Medium is to accept reasonable levels of risk whilst making some effort to ensure
measures are in place to handle risk if they occur.

Partners The participation of the partners is of vital importance since


they are the sustenance and balance of the monetary income

5. PURPOSE OF THIS DOCUMENT
The purpose of this document is to understand the context of the organization, defining
general information about the organization and establishing the mission, vision, objectives
and values with defined deadlines that make up the company. Establish the organizational
structure and the participation of each department that is part of the Business Continuity
Management System. As well as knowing who the internal and external stakeholders are,
as well as their needs and legal requirements. Establishing rules, regulations and laws to

6. SCOPE OF THIS DOCUMENT

Glossary

Regulation: Rule or directive made and maintained by an authority.


Law: System of rules that México recognizes as regulating the actions of its members and
which it may enforce by the imposition of penalties.
Norm: A standard to follow through in order to accomplish something.
Company: Legal entity representing an association of people & a commercial business.
Chief Officer: The person who has overall responsibility for the management of that
company in a specific field.
Chief Executive Officer: Is the most senior corporate, executive, or administrative officer in
charge of managing an organization supervising the overall company.
Manager: The person who is in charge of a part of the business and is supervised by a
director.
Supervisor: The person who is in charge of a very specific part of the business, often
answering to a manager.
Outsourcing, External: A person under a contract to the company to a 3rd party, an
employee of another company doing a certain job for the current company.
Intern: An undergraduate student or recent graduates doing small jobs for the company
learning & earning job experience for a short time.
Roles: Key personnel in a value-added business and their duties.
State: Refers to the part of the government that rules the company and the country
legislation.
Taxes: A compulsory contribution to state revenue, levied by the government on workers'
