Dear Er. Ng,

INFRASTRUCTURE WORKS AT SENGKANG AND PUNGGOL LIGHT
RAPID TRANSIT (R8201)

Thank you for your e-submission ES20200514-43006.

2. We have the following comments:

2.1 Together with LTA R8201 project team, you must obtain all the necessary
concurrences and clearances from the relevant LTA divisions (Rail Asset,
Operations and Maintenance (RAOM), Civil & Structures (CST) as well as the
train operator, SBS Transit, before you are allowed to commence the proposed
works.

2.2 We noted that the MEWP will not be extended beyond the edge of the LRT
viaduct. Please address the following comments:

a) The standing supervision of the PE Assignee is required for the entire

duration of the operation of the MEWP. He must ensure the MEWP will
not be extended beyond the approved length and the working platform will
be stable at all time. Please comply.

b) We note the submission of valid RE certificates of Wong Chun Kiat

Thomas and Tan Jia Ching. To appoint them as PE assignees to act on
behalf of Er. Robin Chia to supervise the restricted activities work within
the railway protection zone, please complete and submit the revised form
“Undertaking to Supervise Machinery Operation within Railway Protection
and Safety Zones” attached for our approval.

c) Please note that the PE assignee must possess a valid RE certificate. Please
attach the valid RE certificates of Too Tat Wei and Fazrul Amanur Rahman
and the completed revised forms “Undertaking to Supervise Machinery
Operation within Railway Protection and Safety Zones” if Er. Robin Chia
wishes to appoint them as PE assignees.

d) You must also provide abutting 25mm thick steel plates above the proposed
300mm thick compacted hardcore for a better distribution of loads.

e) The LE certificate attached in the submission had expired, please retest and
resubmit the valid LE certificate for our record.

2.3 We noted that 4 LRT piers (PW23-2, PW23-4, PW23-5 & PW23-6) mentioned
in the submission are within the C715 tunnelling influence zone. Together with
LTA R8201 project team, please address the following comments from LTA
C715 (Tunnelling) Project Team:

a) Please note that instrumentation monitoring of those 4 piers are being

carried out as per BCA & LTA DBC requirements. The proposed works at
these LRT piers will impact the instruments mounted on the piers and
instrumentation monitoring will not be possible during the period of time
when the proposed works are being carried out.

b) If there is no immediate safety concern, you must consider rescheduling the

proposed works at these 4 LRT piers. This is to avoid conflict with C715
tunnelling and instrumentation monitoring works schedule. Please submit
the schedule of the proposed works for our information.

c) You must ensure the existing instruments installed by C715 project team
are protected and will not be affected by the proposed works at all times.

d) Please assess what is the impact of the proposed works on the existing
C715 South Bound built tunnel, existing instrumentation and their readings.

e) Please clarify if the proposed works will require any borehole

instrumentation installation within the tunnel influence zone. If yes, you
must coordinate closely with LTA C715 project team prior to the
installation works.

2.4 Together with LTA R8201 project team, please coordinate with Rail Design
Development, Ms Stefanie Christanti (Stefanie_CHRISTANTI@lta.gov.sg),
separately for the proposed works.

2.5 The proposed sites are in close proximity to JTC’s Punggol Digital District
development, please liaise with JTC separately for the proposed works.

2.6 You must ensure that there will be no storage of combustible materials including
petrol or diesel-powered equipment and generators, combustible hoarding and
timber etc. within the RTS first reserve at all times.

3. The content of this letter confines to railway matters only.
