About this Report

RGF’s Salary Watch: Indonesia report has been conducted


with the aim of better understanding the salary trends and
data across all industries and job levels in Indonesia.
This report is based on the RGF-owned candidate pool
covering more than 60,000 candidates in our Indonesian
database (collected from February 2019 to February 2020).
The definition of annual basic salary used throughout this
report does not include allowance, stock, bonus or any
other additional benefits, and the salary exchange rate
used is USD1 = IDR14,000.
Due to the real-time nature of some of this data, RGF
encourages readers to use its insights at their discretion.

Since 2016, Indonesia’s economy has soared, thanks in large part to unicorn startups like
GoJek, Tokopedia and Bukalapak, as well as the government encouraging foreign investment.
However a slowdown began in 20195 – though this downward trend was expected to continue
into 2020, the onset of the coronavirus pandemic in the first quarter of 20206 brought the
Indonesian economy to a crawl. The International Monetary Fund revised its forecast of just
over 5% GDP growth for 2020 to 0.5%7 as of April 2020.
Because of this economic downturn, jobs will be affected – the IMF projected in April 2020
that Indonesia’s unemployment rate will increase over two percentage points this year, from
5.3% in 2019 to 7.5% in 2020, largely due to pandemic-related layoffs caused by supply chain
disruptions and decreased consumer demand as people remain at home8. In an effort to assist
its citizens and economy, the Indonesian government has issued several stimulus packages,
cut corporate tax rates, temporarily removed a budget-deficit cap, and made sovereign bonds
from the central bank available for auction9.
Despite the setback from the pandemic, the IMF’s April projection showed the Indonesian
economy remaining positive throughout 2020 and then growing by 8.2% in 202110. As the
global economy recovers and manufacturing and supply chains resume, it will help Indonesia
to return on its path towards their goal of adding 3 million new jobs in the manufacturing and
startup sectors11.

Consistent Talent Shortages in Tech,
Healthcare and E-learning for Indonesia

When compared to neighboring countries, Indonesia felt the impact of COVID-19 relatively late
and the response ramped up in April. With this came major disruptions to a variety of sectors
across the archipelago, especially travel, hospitality, retail and other consumer-facing industry
segments. Because of this and the economic uncertainty of the near-future, the majority of
firms operating here are undertaking the same wait-and-see approach as their peers across
the region by slowing down existing hiring activities or postponing or cancelling hiring for
new roles.

Indeed, there have also been layoffs, furloughs and staff reduction in the industry segments
noted since many businesses closed temporarily and there was no need for staff. Approximately
50% of the all COVID-19 cases in Indonesia have surfaced across the Greater Jakarta region
(Jabodetabek), which was closed off from the rest of the country effective April 27 in order
to flatten the curve and weaken the spread of the virus. Though a needed measure, it added
to the uncertainty in the market.

However, as of May, the overall perception of economic uncertainty in Indonesia has eased
and a sense of getting back to business with the new normal of working from home has
produced some increased hiring activities, especially in the tech sector for roles relating to
programming, data science, and sales/marketing, in the healthcare sector, and in the e-learning
industry segment. These industries have continued to grow and, in some cases, ramped up
hiring markedly since the onset of COVID-19. This is especially the case with e-learning since all
schools and tutoring centers are closed. We see continued salary increases between 15%–25%
for people moving into job roles in the areas noted above.

Even with the uncertainty surrounding what exactly the impact of the pandemic will ultimately
be on the economy and job market, many organizations are using this as an opportunity to
re-align and optimize their business and operations in order to become more efficient and to
future-proof talent pipelines. Looking forward to when the economy and country recovers,
it is likely in-demand candidates will expect similar compensation packages and salary
increments to those that were offered before the crisis began. Additionally, many of the
stronger candidates may also consider the financial strengths and market positioning of the


firms they are considering before deciding where to make the jump, so businesses should not
waste the opportunity to ensure they will be able to recover as quickly as possible.

Companies across Indonesia are developing practices that not only assist their employees in
growing skills, competencies and leadership capabilities, but building personalized development
plans for employees so as to help them improve their individual performance. The government is
helping companies offset these talent development costs by providing attractive tax deductions
in order to encourage businesses to help narrow the talent gap15, which is ever-widening due to
technological upgrades such as digitalization and automation16.
Beyond the push for businesses to help their employees grow, the government is putting into place
a department that will help nurture Indonesians who are especially talented in arts, sciences17, and
is also partnering with businesses in specific sectors to standardize competencies and provide
more opportunities for local talent18. With this focus on talent development, Indonesia is proactively
enriching its workforce and preparing for the future.

Talent Trends
When it comes to evaluating a new job offer, Indonesian talent are motivated by much more
than salary. Though 60% of candidates surveyed for our annual Talent in Asia report said salary
increment was an important factor, it was the second most important consideration, behind the
opportunity to expand knowledge and skills. The third factor for talent Indonesia are benefits
other than salary – these include the role’s title and responsibilities, whether they could work
flexible hours or remotely, if they would be compensated for overtime, and any hours worked on
weekends or public holidays, as well as leave entitlements, including parental leave19. Companies
looking to woo candidates in Indonesia will need to consider seriously the benefits they offer and
ensure they are as competitive as salaries.

Boosting Smart Manufacturing
In 2019, Indonesia’s National Development Planning Agency began to focus on boosting the
manufacturing sector – which employs nearly 15% of the national workforce – in order to galvanize
the economy and reduce its dependence on commodities20. Ahead of this, the government
introduced an Industry 4.0 Roadmap in 2018, focusing on five manufacturing sectors, including
automotive and electronics21, marking the importance of the manufacturing industry to Indonesia’s
future development.
Though the economy and job market have both been affected by the COVID-19 pandemic22, the
government’s commitment to investing in manufacturing and focus on expanding its abilities to
include Industry 4.0 technologies will not only attract foreign investment23 once the pandemic is over
and global economies begin to recover, but will help to create new job opportunities for local talent24.
