1.1 Introduction
This specification covers the minimum requirements for topographical surveys in proposed
water works.
a) Preparation of contour survey maps, with spot levels for the sites indicated.
b) Establishment of base line and grid system for defining the co-ordinates of the various
areas.
c) Preparation of detailed survey maps in 1:500 scale with spot levels generally at 10m c/c
and contour interval of 0.5m c/c.
A brief description of the water works area that shall be subject to Topographical Survey will
be specified by ADWEA.
ADWEA shall indicate the planned location of proposed water works and other areas of work
applicable. The Contractor shall survey the complete area specified plus an additional 10m on
each side of the boundary line.
CONTRACTOR shall perform Field Survey and Mapping to support Project Design and
Construction. The works shall be carried out as per well-established and sound survey
practices and standards and by qualified and competent surveyors under the direct
supervision of qualified engineers/land surveyors.
The survey shall be complete in all respects, and will include a topographical survey,
including sufficient trial excavations to locate existing services and to verify the available
space for the proposed pipeline.
ADWEA shall have the right to review and approve the qualifications and performance of all
personnel furnished by CONTRACTOR. ADWEA shall also have the right to review for
acceptance WORK being performed by CONTRACTOR. This review by ADWEA does not
alleviate any responsibility of CONTRACTOR to provide complete and correct data and
parameters.

All text, dimensions, test data and results, and all other information regarding the WORK shall
be expressed in the English language and shall be in the Metric System.
CONTRACTOR shall prepare a general water works area Map and such other maps as
required by the Abu Dhabi Town Planning Department.
Field co-ordination for review, selection, revision and approval of the location for survey
alignments established by CONTRACTOR.
The location of the proposed sites shall be set out in the field using GPS. The limits of the site
shall be established by CONTRACTOR in preparation for survey.
A preliminary survey to identify existing control points shall be carried out and their
corrections ensured.
The nearest available permanent benchmark shall be transferred to the area on a concrete
pillar specially erected for the purpose.
Elevations shall follow National Survey Datum, which approximates to mean sea level.
The horizontal control shall be fixed by one or a combination of triangulation and/or closed
traverse.

The triangulation work shall start from a base line, having a minimum length of 100
metres in relation to a point whose coordinates have been established. The accuracies
of linear and angular measurement shall meet the requirements defined in 1.14.
b) Closed Traverse
The closed traverse shall be set by the measurement of angles between two successive
lines. The angles shall be measured with theodolite only. The distance between two
traverse stations shall not be more than 100 metres.
Vertical control points shall be fixed by dumpy level on all the triangulation/traverse stations,
and shall be closed by coming back to the starting point. The accuracy of the main control
shall be 5K mm where K is the distance in Kilometres.
After setting horizontal and vertical control, inter-filling can be done either by the theodolite or
by other means.
CONTRACTOR shall locate existing buried services in the surveyed area by means of
excavation trial pits, if so required.
Approval of the ADWEA, user and/or operator of the subject services (and all other parties
and authorities involved) for excavation to be obtained by CONTRACTOR in advance.
Trial pits shall have dimensions and depth sufficient to locate the subject services and define
the depth.
CONTRACTOR shall reinstate all trial pits after the survey to the satisfaction of ADWEA and
all other parties and Authorities involved.
The water works boundaries shall avoid existing areas, such as plantations, forests,
horticulture, private fenced enclosures, palaces, residences, compounds, industrial premises,
etc.

Plan and height co-ordinates for each control station shall be determined by a combination of
static and kinematic GPS techniques by CONTRACTOR. Survey will be conducted to achieve
a (minimum) "Order C, Class 3" category survey per "Geometric Geodetic Accuracy
Standards and Specifications for Using GPS Relative Positioning Techniques", Version 5.0,
May 1988, or latest edition.
Once the water works plot area has been set out and flagged, a request shall be made to
ADWEA to inspect the area and grant approval or advise changes.
CONTRACTOR is advised that the final location shall be subject to approval of the ADWEA
and the relevant Authorities. After the survey minor changes can be implemented due to
requirements and conditions set by the subject Authorities. These changes shall be re-
surveyed in accordance with this Specification.
The following features plus an additional 10m on each side of the boundary line are to be
mapped by CONTRACTOR:
h) Changes in slope.
k) Greenery/Plantations.

CONTRACTOR shall indicate the groundwater level observed at the time of the survey at all
locations where groundwater was detected (at the surface, in excavations, low areas near the
proposed water works area, subkha areas, wadi's, in trial pits, slit trenches or otherwise).
The subsurface in the surveyed area shall be classified by CONTRACTOR as being "Subkha"
(saline conditions) or "Non-Subkha" (i.e. in general sweet sand conditions, or non-saline hard
surfaces, etc.). This classification shall be indicated on the drawings.
At locations where the proposed water works area parallels existing asphalt roads, pipeline
corridors and/or overhead power lines, the distance from the centre line of the proposed route
to the centre line of the subject parallel service shall be surveyed.
Underground utilities crossing the proposed water works area shall be detected by
CONTRACTOR to determine their plan position using electronic detection devices. For depth
determination, slit trenches shall be hand excavated (subject to ADWEA's approval) at areas
for investigation.
Survey observations are to be computed based on UTM control established above, converted
into AutoCAD digital drawing for editing and final conversion capable of direct interface with
AutoCAD.
CONTRACTOR shall also obtain co-ordinates and crossing angle of any existing overhead,
surface, above ground, and buried crossings as well as pipelines. This includes, but is not
limited to, power lines, pipelines, power cables, water lines, sewage systems, telephone
cables, berms, plantations, walls, fences, roads and tracks.
CONTRACTOR shall amalgamate collected planner data with the kinematic GPS profiling
data to form 3D digital drawing files using AutoCAD to establish drawing files containing all
topographic features. Maps to be prepared in 2D, and 3D files to be supplied of all digital
data.
• Data to be presented in AutoCAD drawing file formats as required, showing plot plans,
alignments, contours and profiles.
• Plant topographical data (surveyed ground elevations and contours) shall be presented
in ADWEA's standard A1 size format digital drawing files.

The contour survey shall be carried out with reference to existing bench marks.
A triangulation system shall be laid out for control of future on-site construction surveys
with the all points strategically placed, permanently installed and accurately related to the
field grid.
The topographic maps shall identify the location and references of established
benchmarks.
For all benchmarks, the preliminary locations shall be locally adjusted in agreement with
ADWEA, taking into account the soil occupation.
b) After installation of the benchmarks, their actual co-ordinates shall be surveyed. The co-
ordinates North (X) and East (Y) are to be expressed as follows :
• All co-ordinate values shall be expressed in terms of the local datum system.
• All co-ordinate values shall be rounded off and shown to the nearest centimetre.
c) CONTRACTOR shall perform all WORK associated with construction of the benchmarks,
including but not limited to, the following:
• Concreting.

The accuracy of control point co-ordinates shall be ± 5 cm in plan and height position relative
to existing stations.
The accuracy of the ground profile using vehicle mounted kinematic GPS techniques shall be
± 15 cm in plan and height.
The accuracy of the plan and height position of features measured by Total Station
tachometry shall be ± 3 cm relative to control stations.
The latest edition of the following codes and standards shall establish the minimum standards
for the work, as appropriate. CONTRACTOR may use alternate standards that meet or
exceed those listed if approved by ADWEA :
a) "Geometric Geodetic Accuracy Standards and Specifications for Using GPS Relative
Positioning Techniques", Federal Geodetic Committee; Version 5.0, May 11, 1988, or
latest edition.
The CONTRACTOR shall notify ADWEA of any conflict between this Specification, the Codes
and Standards and any other specifications noted herein. Resolution and/or interpretation
precedence shall be obtained from the ADWEA in writing before proceeding with the design
or manufacture.
Where one or more criteria are specified for the same parameter, the more stringent shall
apply unless otherwise advised by ADWEA.

4. PRESENTATION OF DATA
CONTRACTOR shall issue a detailed Survey Report in accordance with all relevant sections
of the Specifications.
The detailed maps shall cover the area and not specific locations.
b) For all maps, whatever the scale, north shall have the same orientation, which shall be in
the direction of the top of the drawing.
c) The method used for mapping shall enable maps of different scales, other than those
indicated above, to be obtained automatically. Use of computer data acquisition and
programs is mandatory.
The area contour maps shall be traced or printed on A1 sheets. Upon award of CONTRACT,
CONTRACTOR shall obtain approved title block from ADWEA.
Each sheet shall match the adjoining sheets along a common match line without overlapping
of drafted areas. On each sheet, a miniature index map, including that specific sheet and all
the others for the area, shall be shown and properly orientated. The index shall include the
number of all maps shown and cross hatch the specific sheet on which the index is placed.
Regardless of the method used for tracing, the symbols and weights of lines shall be clear,
sharp and distinct. All lettering shall be neat and legible with weight and size relative to the
importance of the physical features, with consideration given to enlargement and reduction in
scale.
The general appearance of maps and quality of the drafting shall be consistent from sheet to
sheet.
For all maps, whatever the scale, north shall have the same orientation which shall be in the
direction of the top of the drawing.

The lines shall correspond to a distance of 100 m on field. Each grid line shall be labelled at
each map margin with its correct co-ordinate value. The maps shall show:
• Existing natural features: water courses (wet and dry), wadi's, etc.
The co-ordinates of the new bench-marks (in the plant and in the local datum system) shall be
shown next to the symbol. Their elevations shall be rounded off and shown to the nearest half
centimetre. All spot elevations shall be shown to the nearest centimetre.
On the drawings, scale 1 : 500, contour lines shall be spaced equidistant at intervals of 0.5 m.
This distance shall be maintained where the contour lines are spaced between 5 mm and 25
mm intervals. Where the spacing becomes greater than 25 mm, intermediate contour lines
may be required following consultation with ADWEA. If however contour line spacing
becomes less than 5 mm, then spacing shall be increased up to the values (rounded to the
nearest 1 m) corresponding to a 5 mm minimum interval spacing.
On the drawings, scale 1 : 2500, contour lines shall be spaced equidistant at intervals of 1.0
m. This distance shall be maintained where the contour lines are spaced between 5 mm and
25 mm intervals. Where the spacing becomes greater than 25 mm, intermediate contour lines
may be required following consultation with ADWEA. If however contour line spacing
becomes less than 5 mm, then spacing shall be increased up to the values (rounded to the
nearest 5 m) corresponding to a 5 mm minimum interval spacing.
Location of profiles shall be indicated on the associated maps. Scale of profiles shall be:
• Longitudinal : 1 : 2500
• Vertical: 1 : 250

• Cross Section Profiles as a minimum one per 500m and at representative locations.
The general presentation of profiles (size of sheet, title block) shall be in the same format as
for the maps.
• Diskettes for maps and profiles including co-ordinates (x, y, z) of surveyed points.
• One (1) set of diskettes containing all drawings for topographic mapping and crossing
detail surveys.
• Three (3) sets of hard copies of topographic maps and crossing detail surveys in full
scale.
5.1 Personnel
The WORK shall be carried out by qualified personnel under the supervision of a
CONTRACTOR's fully qualified Survey Engineer who shall be assigned full time on Site.
a) Field Personnel :
• Instrument technician.
• Draftsman.

5.2 Equipment
CONTRACTOR shall supply all EQUIPMENT necessary to carry out the topographical survey
and installation of bench-marks.
CONTRACTOR shall ensure that all EQUIPMENT necessary to carry out the WORK has
been recently calibrated. Copies of relevant calibration certificates shall be made available to
ADWEA prior to commencement of WORK. Computerised survey data acquisition is
mandatory to enable downloading for production of survey drawings.
6.1 General
CONTRACTOR shall submit a Project specific Quality Plan to ADWEA for review, comment
and approval within 1 (one) week from the effective date of the CONTRACT.
The Quality Control Plan shall detail how CONTRACTOR interprets the individual elements of
the ISO 9000 Series as applied to this CONTRACT, in particular, the controls and
verifications to be put in place to assure quality.
The Quality Plan may be in the form of a reference to the appropriate documented
procedures that form an integral part of CONTRACTOR's Quality System.
6.2 Documentation
CONTRACTOR shall supply a copy of each procedure, certificates, reports and records
applicable to the test, inspection and acceptance of the WORK as required.
