TITLE: CONTROL OF ELECTRICAL HAZARDS


1. Purpose : To define a procedure to control electrical hazards so as to protect personnel
from electrocution, fire and other possible injuries; and to prevent damage to
assets and properties.

2. Scope : This procedure is applicable to activity related electrical work. Where work is
carried out at the client’s premises and the client has a SWP, the client’s SWP
shall be followed.

3. Reference : CP 88:2001 Code of practice for temporary Electrical Installations

4. Definition : Nil

5. Responsibility :

5. 1 The Department Manager / designated Person-in-charge (PIC) shall ensure that all electrical
connection & installation including materials are approved.

5. 2 The WSH personnel/ Supervisor shall ensure that all the connections & tools used are of correct
type and shall comply with WSH Act and subsidiary legislations and other legal requirements.

6. Procedure :

6.1 Qualified Electrician shall supervise the installation and shall abide by the following in-house rules:
 Each main and sub-circuit shall be provided with excess current protection.
 All main and sub circuits and outlet-units shall have current-operated Earth Leakage Circuit
Breaker.
 Earthing shall conform to code of practice CP 88.
 All switches, socket outlets, plugs and cable couplers, light fixtures shall be weather- proof
types.
 Portable apparatus shall be effectively earthed at all times.
 All cable joints shall be mechanically and electrically sound, fully insulated and inaccessible to
workman.
 All temporary installations shall comply with the Singapore Standard CP 88, Code of practice
for temporary Electrical Installations.

6.2 Control of electrical hazard

6.2.1 The WSH personnel/ Supervisor shall ensure the following measures to control electrical
hazard are implemented at the workplace
 Locate all electrical power circuits in such a way as to protect contact with persons.
 No cables are allowed to lie on ground or floor. If unavoidable, the cables shall be of
weatherproof types, with adequate protection.
 Use proper warning sign.
 All electrical installations & equipment are of good construction, sound material and
free from defects.
 Provide / use disconnection device in all circuits supplying / consuming appliances.
 Use low voltage shock prevention device (LVSP) on AC welding sets.
 Use proper PPE i.e. rubber gloves, non-conducting shoes etc.
 Carry out electrical connection by the authorized and competent person.

 Eliminate sources of electrical fire like short circuit or leakage, overloading,
undersized cable using, oversize fuse, electrical spark, faulty protective device etc.
 Replacement of metal clad tools with insulated tools whenever possible.

6.3 Preventive measure

6.3.1 Electrical installations shall be inspected regularly by the designated PIC.

6.3.2 The Manager/ PIC shall maintain all electrical equipment and machinery properly and
regularly.

6.4 Non-compliance

6.4.1 During routine inspection, the WSH personnel/ Supervisor shall take action to rectify or
advise the concerned employees/ workers to take corrective and preventive actions to
eliminate all the unsafe acts and conditions (if any).

6.4.2 In case of any major non-conformances or repetitive mistake, the WSH personnel/
Supervisor shall inform the Department Manager/ PIC and shall ensure that corrective
action has been taken before allowing works to resume.

6.4.3 The Department Manager/ PIC shall take appropriate actions against the responsible
parties and shall ensure that the rectification work has been done accordingly.
