TITLE: SAFE PRACTICES IN SCAFFOLD


1. Purpose : To define a procedure for proper erection, alteration and dismantling of
scaffolding so as to protect the worker and public from the hazard associated
with free falling and falling object.

2. Scope : This procedure is applicable to all project sites. Where work is carried out at main
contractor/ client’s premises/ site and the main contractor/ client has a SWP, the
main contractor/ client’s SWP shall be followed.

4. Definition : Nil

5. Responsibility :

5.1 The Safety Supervisor (SS) and Scaffold Supervisor are overall responsible for proper erection,
alteration, dismantling of scaffolding.

5.2 Qualified scaffold supervisor is responsible for regular monitoring of legal compliance.

5.3 Only qualified scaffold erector is responsible for scaffold erection.

6. Procedure :

6.1 Erection / Dismantling

6.1.1 The SS and Scaffold Supervisor shall ensure that the affected area is barricaded to avoid
unnecessary incident. Scaffold Supervisor, SS and Site Supervisor shall monitor the operation
closely.

6.1.2 The SS/ Scaffold Supervisor shall check the certificate and valid permits of worker working on the
scaffolding.

6.1.3 SS/ Scaffold supervisor shall ensure that the scaffold is being erected, added to, altered or
dismantled in accordance with the Factories (Scaffolds) Regulations 2004 and PE design.

6.1.4 Sub-contractor and site supervisors shall ensure that his worker use proper PPE i.e. safety belt,
lifeline, etc. when they are working on scaffold. Scaffold supervisor / SS shall monitor the usage of
PPE.

6.1.5 Only scaffold contractors approved by MOM will be allowed to erect scaffolds exceeding 4 meters in
height (with the exception of tower and trestle scaffolds).

6.1.6 Scaffolds erected around buildings are to be provided with proper platforms at vertical interval not
more than 2 meters.

6.1.7 Prohibit the use of single row wooden scaffold because such scaffolds cannot cater for the placement
of work platforms.

6.1.8 Scaffolds to be fully enveloped with overlay nets to prevent incidents of person falling from height and
struck by falling objects.

6.2 Inspection

6.2.1 SS/ Scaffolding Supervisor shall inspect the scaffolding at least once in a week (use
Attachment 7.2: Checklist For Inspection By Scaffold Supervisor and Attachment 7.3:
Checklist for Metal Scaffold) and also after severe weather conditions if it is likely to affect
its strength or stability or have been displaced any way.

6.2.2 During inspection they should carefully look for critical components of the scaffolding:
 Working platform and it’s loading condition
 Adequacy of tie back / tie rod, horizontal & cross bracing, guard rail / hand rail, sole
plate & base plate, proper joints
 Firmness & availability of toe board, overhead protection, etc.

6.2.3 For suspended scaffolding i.e. Gondola, SS / Gondola Supervisor shall inspect its
workability and various components ( Attachment 7.4: Checklist for Daily Inspection of
Gondola & Attachment 7.5 Checklist for Weekly Inspection of Gondola) An Authorised
Examiner shall inspect & verify it monthly. In the case of shifting of Gondola from one
block to another, the Authorised Examiner shall also inspect & verify for its new location.
SS shall also ensure that it has been erected as per PE design and follow the Legal
Requirement as mentioned in the Factories (Scaffolds) Regulations 2004.

6.3 Maintenance of scaffold

6.3.1 SS/ Scaffold supervisor shall ensure that every part of the scaffold is fixed, secured or
placed in position as to prevent accidental displacement.

6.3.2 Sub-contractor shall rectify all the defects and deviations / displacement of component
immediately.

6.3.3 No person is allowed to open / dismantle any component of the scaffolding without prior
approval of PIC/ Scaffolding Supervisor.

6.4 Non-conformance and rectification

6.4.1 During inspection, if SS/ Scaffolding supervisor come across with any non-conformance
they shall rectify it and inform the PM/ PIC about the incident. The PM shall take action
against the responsible parties.

6.4.2 In the event of any warning letter or fine imposed by the authority i.e. Client, MOM the
particular PM/ PIC shall stop affected site activities associated to the complains on the
usage of scaffold and shall rectify the non-conformance to the satisfaction of the Client’s /
or MOM requirement

6.5 Record keeping

6.5.1 SS shall keep all the inspection form and other records as per the Factories (Scaffolds)
Regulations 2004 & Client’s requirement.

1. This register shall be entered by a scaffold supervisor and shall be kept at the worksite for inspection by an inspector,
pursuant to Factories Act (Chapter 104) - Factories (Scaffolds) Regulations. 2004

2. This inspection register should be kept available at the worksite for inpsection by a factory inspector

3. If the scaffold is designed by a Professional Engineer (PE) the erection shall be done strictly according to the PE's design. A
copy of this design must be kept at the site for checking by an Inspector. If amendments are necessary, the PE must be
informed and design of scaffold amended by the PE accordingly.
