1.0 INTRODUCTION
The following abbreviations and definitions when used in this guideline shall
have the designated meanings defined in Table 1 below.

Protection The plan area as defined in this guideline where the limits and
Zone restrictions described herein shall apply and where any
development / construction work shall require prior approval by
ADSSC with a STEP specific NOC clearance.
STEP Strategic Tunnel Enhancement Programme, defined as the
tunnels, shafts, adits, vortex drop structures, and other ancillary
facilities that make up the deep tunnel sewer conveyance
system.
3.0 APPLICABILITY
3.1 SYSTEM DESCRIPTION
The Protection Zone requirements described in this guideline apply to the deep
tunnel sewer component of STEP; the link sewers and the PS-01 pump station
have separate protection requirements and are not described in this guideline
The STEP deep tunnel sewer is a large gravity driven sewer approximately 42
km long which starts at the MPS3 pumping station in the Karama St. area and
ends at the terminal pump station PS-01 at Al Wathba. The depth of the tunnel
varies from approximately 20m to 80m below ground and the internal diameter
of the tunnel ranges from 4 metres to 5.5 metres.
Ancillary structures located along the deep tunnel sewer route include shafts,
adits, and vortex drop structures associated with the STEP deep tunnel
sewerage system.
The Protection Zones apply to developments and site investigation works both
above and below ground in the vicinity of the tunnel.
The Protection Zones for the STEP deep tunnel sewer are defined as follows:
Protection Zone 1: An 18 metre wide zone centred over the STEP deep
tunnel sewer or ancillary structures. This zone width applies along the
entire tunnel route. The 18 metre width requires a net clearance of at least
one tunnel diameter on each side of the tunnel.
Protection Zone 2: A 42 metre wide zone centred over the STEP deep
tunnel sewer or ancillary structures. This zone width applies along the
entire tunnel route and includes the first zone width. The 42 metre width
requires a net clearance of at least three tunnel diameters on each side of
the tunnel.
Protection Zone 3: A 200 metre wide zone centred over the STEP deep
tunnel sewer or ancillary structures. This zone width applies along the
entire tunnel route and encompasses the first and second zones.
This zone places restrictions on blasting and dewatering activities. A 100
metre clear distance centred over the STEP tunnel is a reasonably
acceptable minimal boundary threshold for blasting activities and deep well
dewatering.
The three zones are illustrated in Figure SR-2 attached.
Development activities are those construction activities which, when carried out
in the vicinity of the STEP deep tunnel sewer, could potentially cause damage
to the tunnel.
All proposals for the development of new construction works and site
investigation works within Protection Zone 1 and Protection Zone 2 shall be
subject to the review and approval of ADSSC / Engineer. Each development
proposal shall be treated on its individual merits and subject to the requirements
described herein.
Notes:

Because the HDPE liner and restricted access to the tunnel prohibits physical
measurement of cracks in the tunnel, such induced cracking is not expected to be
measured. The QP is required to calculate expected crack widths based on available
information and provide the calculations to ADSSC for review.

This item should be both calculated (based on the expected construction works) by the
QP prior to beginning work and measured using instrumentation during the construction.
Both the calculation of impact and the measured impact are to be provided for review by
ADSSC.
Depending on the nature, the extent and possible severity of the impact of the
proposed development works on STEP deep tunnel sewer or ancillary
structures, ADSSC maintains the right to enhance or relax the specific
allowable limits in Table 2.
The drilling of boreholes for site investigation works and the installation of piles
is prohibited within Protection Zone 1.
Where site investigation and piling works are permitted by ADSSC with the
Protection Zone 2, the Developer shall undertake the following risk mitigation
measures when undertaking the works:
Drilling of boreholes or pile installation within Protection Zone 2 shall be
subject to the verification of the borehole / pile co-ordinates by ADSSC.
The location of the STEP tunnels and underground structures shall be
identified and marked up on site for inspection by ADSSC before the
Developer commences any borehole or pile.
Piles shall not be installed by percussive or displacement methods.
Frequent checks on boreholes / pile vertical alignment shall be carried out
during installation.
Boreholes / piles shall be driven to the pre-determined depths to control
penetration.
All the drilled boreholes shall be backfilled with cement-bentonite slurry
upon completion.
ADSSC shall review the NOI submittals, issue NOCs (or rejections) for the
development with respect to the STEP facilities.
All Developers for any construction works that are planned to be within the
STEP deep tunnel sewer Protection Zones shall be required to submit a Notice
of Intent (NOI) and seek a No Objection Certificate (NOC) from ADSSC a
minimum of three (3) months in advance of the commencement of the proposed
works.
Any NOC issued by ADSSC shall not relieve the Developer of its responsibility
to protect the STEP deep tunnel sewer and ancillary structures from damage.
The Qualified Person may consult with ADSSC / Engineer on any requirement
related to the STEP protection zones before making any formal application for
approval. Such preliminary consultation or submission of plans shall not be
taken as approval or disapproval of the proposed development or be construed
as having the agreement of ADSSC.
Drawings shall show the location of development works in relation to the STEP
facilities and shall clearly indicate limits of each of the Protection Zones.
Specific risk analysis (hazard analysis) for each activity identifying the possible
risks posed to the STEP deep tunnel sewer and the proposed mitigation
measures.
ADSSC shall reserve the right to request further investigations or surveys for
development works that is considered to be high risk to the STEP deep tunnel
sewer.
ADSSC will issue permission to commence work in writing upon approval of the
relevant documents described above, including the ground monitoring baseline
results.
The necessary protection measures shall be in place prior to commencement of
the development works. These measures shall prevent damage to the function,
durability and structural integrity of STEP facilities.
During construction, the development works shall be continually supervised by the
Developer’s Qualified Person. Monitoring of instrumentation shall be undertaken
throughout construction of the works. The monitoring results shall be analysed
and trends established. Continuous evaluation of the risks and associated
mitigation measures shall be undertaken as described and agreed in the NOC.
Continuous monitoring of the impacts of the work on STEP facilities is required.
Record documents shall be submitted to ADSSC at the intervals approved.
The Qualified Person shall take appropriate immediate action(s) if the actual work
method deviates from the approved work method or if monitoring trigger levels are
reached. The Qualified Person shall inform ADSSC immediately should these
events occur and shall communicate the actions proposed.
If it becomes apparent that damage to STEP facilities is likely or has actually
occurred, ADSSC shall have the authority to suspend the works until the
Developer proposes acceptable measures to mitigate the likelihood of damage
and repair any damage actually caused. Any verbal suspension order issued by
ADSSC shall be confirmed in writing by ADSSC within 24 hours.
6.0 ANNEXURES
1. STEP link sewers, connections to deep sewer tunnel and Odour control facilities
(OCF) are exempted from the above listed criteria.
4. Tips of raker piles shall not be allowed to encroach on the protection zones.
