Introduction

Swift expansion of smart mobile technology that has internet access is changing the government's
trend for provides services to their citizens. Each type of Mobile device has different abilities based
on the manufacturers. “Smart” is a word often used to represent a combination of inner abilities of
an individual. Reflecting on the past, the use of the term smart considers theories and idealistic plans
that were proposed as future dreams and utopias enabling humankind to live in a much happier and
most importantly, smarter way. Over the past few decades, these ideas of smarter societies have
developed into potential plans with tangible outcomes that never cease to amaze us as we continue
to rapidly implement tremendous changes and apply highly advanced technologies. Interestingly,
the idea of living smart is established in accordance with the present understanding of modern
technology. While it is reasonable to assume that our ancestors lived “smartly”, what we consider to
be “smart living” today will be considered old-fashioned in the future. It is true that the concept of
living a “smart life” is not exclusively identified as occurring in just one era but rather can be
understood as the maximum utilization of the available resource components, for example,
technology and efficient labour) in an optimal manner and, most importantly, in a smart way.

UAE Mobile Government Smart Services

The Smart concept’s evolution in the United Arab Emirates begins when oil and gas was a major
contributor to its economy. However, in mid the 1990s, the UAE’s visionary leaders recognized the
necessity of diversifying the economy to reduce the reliance on oil by establishing policies that
embrace other economic resources and industries such as trade, tourism, real-estate, and services.
By realizing this phenomenon of diversification, it becomes crucial for organizations and institutions
to enhance the efficiency of their customer services to become and remain competitive. Therefore,
the UAE has gradually engaged into more services and making quality improvements towards a
knowledge-based economy throughout different sectors.

Definition of Responsiveness

Responsiveness is nothing but to respond as quickly as possible to a situation. Example: a customer


drops a mail regarding some specific information about a product. Now responsiveness can be
traced out from how fast you reply to this mail with the desired information. When they can give
and receive without judgments, and when they derive sustenance and strength from the
relationship. A definition of responsiveness is equally important, as being responsive is one of the
key ingredients in helping those close to us feel heard, seen, and valued.

Responsiveness to Smart Services

Improving ‘Service’ in the broadest definition of the term has historically been taken to mean
optimization through centralization. The Business Disruption introduced by the Internet of Things,
IoT, introduces new types of Smart Services and responsiveness achieved by decentralized
autonomous interactions providing individually optimize responses. This may be counter-intuitive to
some views of a Smart City as achieving new levels of centralization to optimize management. In
addition to the challenge of deciding what Smart Services will be well received to maximize
participation with perceived value to the City and Citizens there are some very real concerns for the
City Management in the costs of operating Smart Services. IT budgets remain stretched, the cost of
operating a further layer of Technology is difficult to justify without strong benefits.

e- government user satisfaction

It’s important in the field of m-government that user satisfaction is achieved or measured and
improved. In order to achieve m-government satisfaction measurements of a different factor should
be emphasized and studied. Several success factors have an emphasis on mobile services usage
satisfaction and reusability. Therefore, the services provided should not ignore the cost factor
involved in conducting a service as suggested by reports from. Hence, the reliability of e-government
services depends highly on how the user perceived the benefits.

The success of m-government is being supported by the continued growing numbers of mobile
subscribers around the world and the improved infrastructures that connect users to government
services. M-government was promoted by the high demand in the public for more responsive
government institutions and it was noticed all around the world that the adaptation rate of e-
governments reached new trends.

Personal View on the Subject: Relevance of the Articles Addressed

1. There is no clear model, which can evaluate user satisfaction with m-government and
services provided.
2. With a primary focus on the quality of services rather than another important component
most models we found had short comes that needed other framework to complement.
3. The motivation behind the study was to understand factors affect users satisfaction and
what factors encourage to reuse the service
4. There was no clear focus on reliability and trust of service measurement in all studies while
others focus on overall quality rather than specific factors that provide major signification.

We concluded that the quality of mobile government should consist of several factors which affect
the user expectations when attempting to use a service such as reliability, accessibility, security and
responsiveness [8]. Those factors will determine the user satisfaction and willingness to reuse the
service or not.
