OVERVIEW

The world is facing a global crisis which is very different from human-made
problems like civil war and local disputes; one that is spreading human suffering,
infecting the global economy and upending people’s lives. A moment that we need to
stand fast and be united as one to make a decisive actions that would save our lives
and the lives of our society against the effect of the dangerous Corona Virus 2019.

The COVID-19 epidemic sweeping the globe has affected millions of people in
losing their sources of income, their daily work activities and worst of it – is losing the
life of their love ones. The scenario that changes the lives of everyone in different
places around the world. The effect that even our young and old ones should give an
extra share to stop the spread of the virus.

Everyone is now making their own adjustments to adopt the new normal,
especially millions of students who are also affected by the changes brought about by
the pandemic. The school closures have more often than not caught them, their
teachers, and families by surprise. For some, it means missing class altogether, while
others are piloting online learning—often facing difficulties with online connections, as
well as motivational and psychosocial well-being challenges. These problems point to a
critical gap in school-based contingency planning within broader education sector
preparedness planning on health and safety protocols and emergency management.

Contingency planning which includes health and safety protocols is a


management tool to analyse the impact of potential crises and ensure appropriate
arrangements are made to respond in a timely and effective way. The tool enables
individuals, teams, and organizations to establish working relationships that can make a
critical difference during a crisis. As such, education sector and school-based
contingency planning for COVID-19 are essential to ensure that schools can manage
future uncertainty by developing responses based on different outbreak scenarios,
including variations in severity of illness, mode of transmission, and rates of infection in
the community.

College of Our Lady of Mercy of Pulilan (COLM) aims to protect our


stakeholders- students, parents, workers and the community by setting a plan aligned to
the guidelines issued by the Inter-Agency Task Force (IATF) for the Management of
Emerging Infectious Diseases Department of Health (DOH), Department of Education
(DepEd) and local government guidelines to secure plan to continue operation for
rendering quality education and services while safeguarding not only the health of
students and staff, but also of the wider community.
Definitions and Terminology

Best Practices. The best administrative practice or approach at the moment, given the
situation, the stakeholders or community health and safety needs and precautions, the
evidence about what works for a particular situation and the resources available.
Organizations often also use the term promising practices which may be defined as
administrative practices for which there is considerable practice-based evidence which
indicates promise in improving outcomes, but for which are not yet proven by strong
scientific evidence

Comorbidity. The presence of a pre-existing chronic disease condition.

COVID-19. A serious global infectious disease caused by a new strain of coronavirus.


This new virus and disease were unknown before the outbreak began in Wuhan, China,
in December 2019 that causes severe respiratory syndrome coronavirus 2 (SARS-CoV-2)

New Normal. Definitely new but not normal. We all sense that it will never be the old
normal. And, yes, it will be new but we do not yet know how it will look like. That means
we are just about to build the new normal with lots of misgivings on how to go about it.
The new normal includes our living with a still active Covid-19 virus in the environment.

Pandemic. A global outbreak of a disease. There are many examples in history like
black death of 1347-1351 and Spanish influenza of 1918-1919, the most recent being
the COVID-19 pandemic, declared as such by the World Health Organization on March
12, 2020.

School Health Assessment. A school health assessment is an internal systematic


process involving the stakeholder of the school, to identify and analyse their health
situation and condition in order to minimize the spread of a chronic diseases or viruses.

Skeleton Workforce. The operational capacity which utilizes the smallest number of
people needed for a business or organization to maintain the basic function. Mostly,
employees that are essential to the basic operation of the business.

S.M.A.R.T Objectives. A set of objectives that is aligned in a way that is Specific,


Measurable, Achievable, Realistic and Time specific.

Systems Change. Systems change refers to a fundamental shift in the way problems
are solved. Within an organization, systems change affects organizational purpose,
function, and connections by addressing organizational culture, beliefs, relationships,
policies, and goals. Examples of systems change in health promotion and disease
prevention include:

• Developing plans for implementing new interventions and processes


• Adapting or replicating a proven health promotion model
• Implementing new technologies
• Creating training or certification systems that align with policies

Partnership Description and Membership

College of Our Lady of Mercy is engaged in rendering quality services to the


stakeholders amidst to the current crisis brought by the pandemic through 1) giving
quality education using modalities that can minimize or stop the spread of COVID-19
virus, 2) perform the office and school operation in accordance to the guidelines set by
the local and national government, and 3) set health and safety protocols to safeguard
our stakeholders against the contraction of the virus.

SMART OBJECTIVES:
The objective of the plan is to continue our services to our stakeholders and
incoming clientele who wants to continue their studies with high features in securing the
health, safety, and well-being of our parents, learners, teachers, and personnel in the
time of COVID-19 by ensuring the following security measures:

 Minimizing mobility of the stakeholders which is significant driver of infections

classes and other school services as stated in the guidelines of the GCQ;

 To create a system change that will ensure the health and safety standards
sets by the national and local government is strictly implemented; and

learners to become promoters for disease prevention and control at home, in
school and in their community by talking to others about how to prevent the
spread of viruses.

The objectives focuses on best practices that College of Our Lady of Mercy
applies to measure health and safety protocols of the school aside from assessing
the preparedness for the following priorities;

The IATF provides guidelines on the implementation of different types of


community quarantine depending on the assessment and recommendation of the
local government and the office of the Republic of the Philippines for approval of the
areas placed under the classified Community Quarantine such as:

 Enhanced Community Quarantine;


 Modified Enhanced Community Quarantine;
 General Community Quarantine; and
 the Modified Community Quarantine.

Each classification has different guidelines to follow in preventing and/or


minimizing the local spread of emerging infectious diseases in the country as stated
