Pakistan has been the worst victim of Indian state-
sponsored terrorism since the creation of the two
countries in 1947. The fact of the matter is that Indian
Hindu leaders had not accepted the very idea of
formation of Pakistan claiming that the Muslim country
will not be able to sustain itself for long and will request
for its merger with India. However, the able leadership of
Pakistan, its armed forces and the people have proved
the Hindu leaders totally wrong and the country
continues its journey of progress and development,
despite Indian machinations.
Pakistan has been facing India’s constant aggression for
the past over seven decades just for highlighting the
brutalities being perpetrated by Indian troops in Indian
illegally occupied Jammu and Kashmir and supporting
the Kashmir cause. On one hand, New Delhi has imposed
wars on Pakistan from time to time, while on the other,
Indian intelligence agencies have perpetrated terrorist
acts on the Indian soil itself to defame Pakistan. This was
witnessed after Indian Parliament attack in 2001 and
Mumbai attacks in 2008. Soon after these attacks, India
had put the blame on Pakistan and its intelligence
agencies. However, an officer of Indian home ministry
later revealed that India itself had orchestrated the
attacks to strengthen its anti-terror laws.

Pakistan on 14 November 2020 shared with the
international community a dossier containing
irrefutable proofs of the Indian sponsorship of terrorism
in Pakistan. As per the dossier, besides providing
millions of dollars to the terrorist organisations, Indian
intelligence agencies were running 87 terrorist camps
targeting Pakistan. Sixty six of these terrorist camps
were located in Afghanistan, whereas 21 others were
functioning in India.
Indian diplomats and military and intelligence
officials through Pakistan-centric terrorist groups
based in Afghanistan and Iran have carried out
hundreds of terrorist incidents including bomb blasts
across Pakistan, resulting in the killing and maiming of
thousands of people and destruction of property
worth billions of dollars. The captured and convicted
Indian spy Kulbhushan Jadhav is the living proof of
the Indian state-sponsored terrorism in Pakistan. Even
Indian Prime Minister, Narendra Modi, has admitted
India’s role in the separation of East Pakistan from the
West Pakistan and creation of Bangladesh.
The international community needs to realise the fact
that India’s rogue actions could prove disastrous for
the entire South Asia. It must hold New Delhi
accountable for all the deaths and destruction it caused
in Pakistan during past several decades.

As the World Human Rights Day was observed across
the globe on 10 December 2020, Indian illegally
occupied Jammu and Kashmir continued to reel under
brutal Indian occupation. The people of IIOJK
remained deprived of their basic rights due to the
unrelenting military siege, which was imposed on 05
August 2019 by Narendra Modi-led communal
government in New Delhi when it repealed the special
status of the illegally occupied territory.
The World Human Rights Day is celebrated across the
globe on 10 December, every year, to honour the
United Nations General Assembly's adoption and
proclamation of the Universal Declaration of Human
Rights (UDHR), the first global enunciation of human
rights, on that day in 1948. The UDHR was indeed a
milestone but the Kashmiris’ human rights continue to
be violated by India with impunity. Among 30 basic
human rights enlisted in the UDHR, not even one
exists in IIOJK.
A report released by the Research Section of Kashmir
Media Service on the occasion of the World Human
Rights Day said that Indian occupational forces had
been violating the UDHR in the illegally occupied
territory for the last over 7 decades and mercilessly
killing, arresting, torturing, maiming and humiliating
innocent Kashmiris of every age and gender for
demanding their right to self-determination. It pointed
out that Indian troops in their unabated acts of state
terrorism martyred 95,728 innocent Kashmiris
including 7,155 in custody since January 1989 till 10
December 2020. It said that these killings rendered
22,924 women widowed and 107,811 children
orphaned. The report said that the troops molested or
disgraced 11,231 women and damaged 110,375
residential houses and other structures. Over 8,000
people were subjected to custodial disappearance in the
period. The report maintained that thousands of people
were also injured by the pellets fired by the troops while
dozens of them had lost their eyesight completely due
to the pellet injuries. The report pointed out that 295
Kashmiris including 7 women were martyred since 05
August 2019 in the territory.
These are the credentials of a country which depicts
itself as the biggest champion of human rights and the
largest democracy of the world. The reality is that New
Delhi has usurped all the basic rights and freedoms of
the Kashmiri people including their right to self-
determination, the freedom of expression and speech,
the freedom of free movement, the freedom of peaceful
assembly and protest, the freedom of practicing
religion, the freedom of access to information and the
freedom to travel abroad as enshrined in the UDHR.
The grim situation prevailing in IIOJK is a matter of
constant concern for the international community.
World leaders including the UN Secretary General
Antonio Guterres, the UN High Commissioner for
Human Rights Michelle Bachelet, several members of
UK Parliament, many US Congress members, and
global forums and organisations like European Union,
Organisation of Islamic Cooperation, Human Rights
Watch and Amnesty International have expressed
concern over the continued military siege and human
rights abuses in IIOJK.
The international community must force India to
respect all basic human rights enshrined in the UDHR
and resolve the Kashmir dispute by giving the
Kashmiris their inalienable right to self-determination
without any further delay.

violations as well as the exploita-
tion of COVID-19 by India to
suppress the people of IIOJK.
Furthermore, the OIC member
states demanded that the Indian
government rescind the domicile
certificates being issued to non-
Kashmiris since they serve as a
deliberate attempt to alter the
demographic structure of the
territory. The OIC further
emphasised that Jammu and
Kashmir is an internationally
recognised disputed territory and
for any country to overtly lay
claim over the region or act in
isolation is unwarranted. It
maintained that if India continues
to violate international laws in the
region, then members of the OIC
will encourage the world to
review their dealings with India
for the sake of the innocent
Kashmiris. This is the kind of
response that is needed from the
global community at large, it
added.
The passing of the resolution also
negated the Indian propaganda
that the Kashmir issue is not part
of the OIC Council of Foreign
Ministers' (CFM) meeting. It
proved that the Kashmir issue is a
“permanent item” on the
Organisation of Islamic
Cooperation and the Muslim
representative body has been
unambiguously pronouncing its
stance on the issue for decades,
through successive summits as
well as CFM resolutions.
On multiple occasions, India has
tried to undermine Pakistan’s
relation with the Muslim coun-
tries, especially UAE and Saudi
Arabia, and its status and role in
the OIC. Indian efforts to influence
the 57-member Muslim alliance
has been primarily directed at
diverting attention from the
prevailing situation in Indian
illegally occupied Jammu and
Kashmir (IIOJK) which is being
subjected to grave human rights
violations, atrocities and brutali-
ties by Indian forces who in fact
have been given absolute impu-
nity over their actions against the
Muslim majority population of the
territory.
In its resolution, the OIC slammed
India's state terrorism in IIOJK as
it reaffirmed support for Pakistan
on the cause.
The OIC denounced the use of
pellet guns by Indian troops in
IIOJK asking New Delhi to abide
by its international human rights
obligations.
Urging the international commu-
nity to review their engagements
with India, the OIC acknowledged
the people of Jammu and Kashmir
as a principal party to the dispute.
The OIC decided to further
consider the Jammu and Kashmir
dispute at the 48th CFM meeting
scheduled to be held in Islamabad
in 2021.

The organisation strongly urged
India to implement the recom-
mendations of two reports of the
Office of the UN High
Commissioner for Human Rights
on Kashmir. It also reaffirmed that
the final decision about Jammu
and Kashmir would be taken by
the Kashmiri people through a
free and impartial plebiscite to be
held under the auspices of the UN.
Meanwhile, Foreign Minister,
Shah Mahmood Qureshi, who led
the Pakistani delegation at the
Niamey meet, while addressing
the session said the rising wave of
Hindutva in India has emerged as
a serious threat not only to Indian
Muslims but also to the regional
security.
The Foreign Minister pointed out
that the human rights situation in
Indian illegally occupied Jammu
and Kashmir remains dire. He
said, in the backdrop of India's
illegal and unilateral actions of 05
August 2019, IIOJK has become a
grave human and humanitarian
tragedy.
He said for over 15 months now,
more than 8 million Kashmiris
continue to face lockdown,
military siege, communications
blockade, arbitrary detentions,
and unprecedented restrictions.
The entire illegally occupied
territory has been converted into
the world's largest open air prison,
he deplored.
Shah Mahmood Qureshi said to
gloss over its crimes and malign
the indigenous resistance move-
ment in IIOJK, India hurls false
accusations of cross-border
terrorism against Pakistan and
may resort to a false flag operation
and undertake another misadven-
ture.
“Operating under draconian laws
with complete impunity, Indian
occupational forces are commit-
ting unspeakable atrocities to
silence the voice of the Kashmiris
and break their will,” he added.
He said the efforts to change the
demographic structure of IIOJK
are part of the nefarious Indian
designs. “These actions are in clear
violation of the UNSC (United
Nations Security Council)
resolutions and international law,
particularly the 4th Geneva
Convention,” he said.
He recalled that on 05 August
2020, in a clear violation of the OIC
resolutions, the Indian Prime
Minister, Narendra Modi, laid the
foundation stone of a Hindu
temple on the site of the historic
Babri Mosque that was demol-
ished by the Hindu extremists in
1992.

his counterparts from Saudi
Arabia, Chad, Afghanistan, Niger,
United Arab Emirates and other
member states of the OIC and
highlighted the grave situation in
IIOJK.
Pakistan also welcomed unani-
mous declaration of the OIC’s
Council of Foreign Ministers that
rejected the Indian unilateral steps
and demanded withdrawal of

expressed satisfaction over the
resolution passed by the OIC’s
Council of Foreign Ministers in
favour of the Kashmiris’ inalien-
able right to self-determination at
its session in Niamey, Niger.

issued in Srinagar thanked
Pakistan for its efforts to garner
support of the Muslim countries
for the Kashmir cause. He said the
situation has become more serious
in the illegally occupied territory
where human rights violations are
being committed by Indian troops
in a systematic manner.
He said that the OIC must force
India to stop operations against
the people of Kashmir and respect
their fundamental rights, give up
change in the demography of
IIOJK and resolve the lingering
Kashmir dispute according to the
UN resolutions and aspirations of
the Kashmiri people.
He maintained that Pakistan has
been morally, politically and
diplomatically supporting the
Kashmiri people for the last over
seven decades and hoped that it
will continue its support till the
Kashmiris achieve their right to
self-determination.
The APHC General Secretary said
that all the efforts made by
Pakistan, so far, were commend-
able and it was unfortunate that
India did not respond positively.

OIC for adopting a strong and
comprehensive resolution on
Kashmir.
While hailing the OIC’s role in
seeking a just and peaceful
resolution of the Kashmir dispute
he said, “The Muslim body has yet
again reiterated its unambiguous
stand on the issue of Kashmir and
reaffirmed its strong support for
the Kashmir cause through a
strongly-worded resolution
adopted unanimously by the 47th
Session of the OIC in
Niamey, the capital city
of Niger.”

issue is a testament to Pakistan’s
effective and successful foreign
policy in highlighting the Kashmir
dispute on the international level.

International, Human Rights

Council have condemned the
draconian policies enforced by

territory.
The struggling people of Jammu
and Kashmir are optimistic that in
light of the historic resolution, the
member countries of the OIC
would use their political and
diplomatic influence on India to
stop the ongoing bloodshed in
IIOJK and resolve the lingering
dispute in accordance with the
relevant UN resolutions and the
Kashmiris’ aspirations.

that the Roshni Act was abrogated

against women in the illegally occupied

tional community over Indian
repression in IIOJK.
“UN and international human
rights bodies should come to the
rescue of helpless Kashmiris, who
must be given the right to decide
their destiny. It is time to tell India,
clearly and forcefully, to stop
genocide of Kashmiris in IIOJK,”

literacy was enough for his
purpose. Nor did he have any
occasion to resent his choice.
In course of time, he grew maturer
in the fullness of experience. He
realised that though government
employment carried very little by
way of salaries or emoluments, it
carried a great deal of prestige.

Having thus made up his mind, he
set about currying favour with the
high-ups of the time. In those days
of autocratic rule the modern
practice of looking into budget
provisions and securing financial
concurrence was entirely unknown
and the ruler, or his viceroy, could
confer any office on anybody. But
most rulers were conservative and
therefore slow in accepting suits for
offices. This young man made use
of a number of agencies with this
end in view and when at last he
was able to make his request
known to the ruler, the latter
appeared to him to be unreasonably
strict. What he could gather was
that there was no post to which he
could be appointed.
He waited and renewed his plea to
the head of the provincial adminis-
tration, but with no better prospect.
Meanwhile, both he and his wife
were burning with the feeling of
humiliation which had been heaped
upon their heads by their neigh-
bour. The cold sighs of his wife
were unbearable to him but
obviously there was no help. At
last, he approached the high-ups
once again and explained that his
intention was not to secure
necessarily a lucrative job; all that
he wanted, he elucidated, was to
command greater prestige and
respect and that he would be
satisfied even with a post that
carried no salary. The authorities
who wanted to satisfy this young
man were very pleased with his
offer to work without a salary. He
had, however, little experience of
working in offices and it was found
desirable to entrust him with a task
where he would not be in a position
to interfere with the working of
other government agencies. They
gave some thought to the problem
but could come to no definite
conclusion. The young man
renewed his suit and offered to do
anything, even "to count ripples on
the surface of the river" if he had
the patronage of the government.
They jumped at the suggestion and
at last the young man was offered a
situation: his duty was to count
ripples. He welcomed this opportu-
nity of gaining a foothold in the
world of officialdom and was well-
satisfied for his pains.
When the offer was first made it
was done with the intention of
filling his mind with disgust. Who
had ever heard of any gainful
employment which comprised
counting ripples? And yet so eager
was the seeker that he welcomed
the offer. The nature of his employ-
ment did not seem to dampen his
enthusiasm even though wags
made fun of the nature of "august
duties" entrusted to him. They
roared with laughter. "We have
heard of star gazers," they stated,
"but counting ripples is an addition
to the tasks of a civil government."
Among those who made ironical
references to the new officer was
his neighbour of the accounts office.
Despite all this, the young man
assumed his duties seriously.
Armed with a warrant of appoint-
ment bearing the royal seal and
equipped with a ledger and an
encased pen-tray-cum-inks
(qalamdan), he posted himself in a
doonga. In those good old days the
only conveyances on the roads
were the pony or the palanquin.
Those who make use of cars or
tongas today had their own
shikaras and the river was the main
thoroughfare of traffic. The young
man, therefore, moored his boat
near a bridge at the busiest centre of
this traffic, and he began to "count
ripples."
In a few days this news spread all
over the valley. His business of
"counting ripples" was wildly
talked of and people were left
guessing the purpose behind it.
Meanwhile, the young man felt his
stock rising and began to command
greater respect. His wife at home
regarded herself as respectable as
her neighbour. To this extent the
mission of securing government
employment was fruitful. He
recorded his observations in his
books in the manner of all clerks.
But his ingenuity encouraged him
to extend his authority to fields
about which his charter of appoint-
ment was silent. He urged all
boatmen to propel slowly without
disturbing the ripples. This was
something which they had never
learnt all their lives and they
propitiated him, for obviously he
could get the movements of their
boats stopped for quite some time
on the pretext of recording correct
observations. Soon he found that
though his post carried no salary he
was no loser. In fact, he made a
tight little sum every month and
thanked the stars that made him
count ripples.
Then came his turn to flaunt his
official authority in the face of his
overweening neighbour. The latter
was proceeding along with his wife
and children in a shikara to
participate in a wedding. They
were dressed in their finest and the
"counter of ripples" got a brain
wave to pay them in their own coin.
When this particular shikara was
within hailing distance of the
bridge, he had it stopped.
"What is the trouble?" the accounts
officer puckered his brow.
"Nothing much," replied the other,
"only that I want to discharge my
duties correctly."
He started counting ripples and
recording his counts; recounting,
checking and rechecking. He took a
really long time and yet his urgent
government duty was not over. He
could not allow any boat to move
and the wedding guests were hard
put to it. Time was galloping fast
for the accounts officer, for both he
and his wife had to attend impor-
tant ceremonials at the wedding.
Equally important, however, was it
for the other officer to make correct
observations and the nature of his
duties would not brook the least
disturbance of the surface of water.
The wedding guest here beat his
chest. Ultimately, however, he saw
into the whole business of counting
ripples at that particular moment.
Both he and his wife took leave of
their vanity, made up their
differences with their neighbour
and lived at peace with the "counter
of ripples.”

OIC and Kashmir
Dear editor, the situation has
become more serious in Indian
illegally occupied Jammu and
Kashmir (IIOJK) where human
rights violations are committed by
Indian troops in a systematic
manner. Although the world in
general has maintained a criminal
silence over the Indian atrocities in
IIOJK, but the recent resolution
passed by the Organiation of
Islamic Cooperation at the meeting
of its Council of Foreign Ministers in
Niamey, Niger, is a source of
encouragement for the people of the
illegally occupied territory. The
OIC Contact Group urged India to
halt its brutal operations against the
people of Kashmir and respect their
fundamental rights, give up change
in the demography of IIOJK and
resolve the lingering Kashmir
dispute according to the UN
resolutions and aspirations of the
Kashmiri people. The Muslim Body
yet again reiterated its
unambiguous stand on the Kashmir
dispute and reaffirmed its strong
support for the Kashmir cause
through a strongly-worded
resolution.

Kashmiris’ plight
The nightmare of Kashmiris shows
no sign of ending. Reports coming
from Indian illegally occupied
Jammu and Kashmir through
foreign media have highlighted that
they are brutally tortured by Indian
troops on the slightest suspicion of
aiding youth fighting the Indian
oppression. Young men speak of
harrowing beatings, electrocution
and other forms of torture at the
hands of the Indian soldiers. The
brutal methods applied by the
Indian forces’ personnel in IIOJK
have created an atmosphere of fear
across the illegally occupied
territory. It is strange that India still
trumpets its democratic credentials
despite such damning evidence
against it. While the doors of
dialogue should never be closed,
New Delhi needs to seriously
reconsider its atrocious methods in
IIOJK. The use of brute force for the
last several decades has failed, and
failed miserably, to break the
resolve of the Kashmiri people and
they are committed to take their
struggle to secure freedom from
India to its logical conclusion. If the
Indian policy-makers think that
such failed policies will bring
results according to their desire,
they are horribly mistaken. In fact,
such methods will only fuel the
freedom struggle in the illegally
occupied territory.
The way forward to settle the
Kashmir dispute is obvious; India
needs to shun the current repressive
course it has been pursuing for
decades and talk to the Kashmiris as
well as Pakistan to resolve it once
and for all.

the worst victims of Indian state

residential houses at any hour of the
day or night and ask about women,
especially about young ladies. The
Kashmiri women are routinely
harassed, molested and raped by
Indian forces’ personnel who are
using rape as a method of retaliation
against the Kashmiri civilians for
staging anti-India protests during
frequent cordon and search
operations. The Indian soldiers
enter a civilian house, kill or evict
the men before raping the women.
Such brutalities are adding to the
public anger against the Indian
occupational forces and whenever
the Kashmiris get a chance, they will
vent their resentment in the form of
a mass uprising and it will be
difficult for India to control the
situation.
