Reverse Trade Mission (RTM) - September 21 – October 1, 2019

Revised itinerary with the following considerations:

 Starting RTM in Minneapolis, MN and then going to Washington, DC after Railway Interchange
 Start on Saturday to allow for the delegation to rest and then visit exhibits at Railway Interchange on
Sunday.
 Not including Denver/Pueblo, CO as TTCI cannot accommodate a visit a week before or after the
show due to staff availability and other commitments related to Railway Interchange. They will host a
meeting at the conference.

Washington, DC: Washington, DC is selected for this RTM because it is the location of the federal
regulatory and policy organizations, including Federal Railroad Authority (FRA); Amtrack, which
has excellent experience in some of the key issues of interest to the delegation such as safety and
train control and track maintenance; key industry trade associations, such as the Association of
American Railroads (AAR); and major U.S. suppliers such as Wabtec and ENSCO. Visiting
Washington, DC also enables USTDA to meet with the delegation to build a stronger relationship
and future business development. It also enables a half day Global Procurement Initiative training.
Denver and Pueblo, CO: Denver, CO is home to the innovative Denver Eagle commuter rail PPP
and Union Station’s transit-oriented development (TOD) planning. Pueblo, CO is home to the
Transportation Technology Center, Inc. (TTCI), where the delegation will receive tailored training to
suit their priority interests.
Minneapolis, MN: Minneapolis is the site of the 2019 Railway Interchange, the largest railway
exhibition and technical conference in North America. The delegation will meet with U.S. exhibitors
and other suppliers, attend technical sessions, and participate in a half day business briefing. There
will also be site visits with Loram and Progress Rail.
Timing: After reviewing current industry events and U.S., Indian and Bangladesh holiday schedules,
we recommend that the RTM take place from September 15-25, 2019. This will allow the delegation
to benefit from attending Railway Interchange, the largest railway exhibition and technical
conference in North America, while being well prepared and overcoming jet lag prior to the event.
However, we are ready to accommodate other proposed dates by USTDA and the delegation.

Notional 10-day Itinerary - Washington, DC – Denver &Pueblo, CO – Minneapolis, MN
Day 0: Sunday - Arrive in Washington, DC
Afternoon RTM Orientation Briefing– After delegate introductions, will review the itinerary,
logistics, protocol, and other issues pertinent to the success of the RTM. The business briefing
agenda will also be reviewed, and delegate presentations will be collected for review and revision
prior to the September 24 business briefing.
Evening - TWG will organize a welcome dinner at a nearby restaurant and, as time allows, provide
an evening tour of Washington, DC for those interested.
Day 1: Monday - Washington, DC – Meetings
0900 - 1000 – U.S. Rail Sector Briefing - This morning session will be a short roundtable
discussion with the delegation to learn more about their objectives as well as provide a briefing on
the structure of the U.S. rail sector with a focus on key issues, such as safety, track maintenance,
operational efficiency, diversified freight car design, and transit oriented development for railway
stations. The discussion will be delivered by our Railways Technical Expert, David Burns. The
briefing will be held at USTDA headquarters or at another suitable facility.
1000 – 1030 - Meet and Greet with USTDA Director /Deputy Director
1030 – 14:00 – Global Procurement Initiative (GPI) Training – TWG will organize the logistics
for a one-half day USTDA GPI Training which will be led by one of GPI’s Transportation
Procurement Specialists. The briefing will be held at USTDA headquarters or at another suitable
facility and will include a catered lunch.
1500– 1730 - Meeting with Association of American Railroads (AAR) - AAR is the world's
leading railroad policy, research, standard setting, and technology organization that focuses on the
safety and productivity of the U.S. freight rail industry. Members include the major freight railroads
in the United States, Canada and Mexico, as well as non-Class I and commuter railroads, rail supply
companies, engineering firms, signal and communications firms, and rail car owners.
The purpose of this meeting will be to review and discuss issues of importance to the delegation, such
as AAR’s development of compatible design and maintenance standards that can allow different
railways to operate across borders. AAR’s U.S. rail supplier member companies will be asked to join
the discussion to showcase U.S. technologies relevant to railway safety, maintenance and efficiency.
Evening – TWG will arrange and accompany the delegation to dinner.
Day 2: Tuesday - Washington, DC – Meetings and Site Visits
0900 - 1300 Meeting, Factory Tour and Lunch at Wabtec Corporation - Germantown, MD -
Wabtec Corporation is one of the largest and most diverse U.S. suppliers of technology-based
products and services for freight rail and passenger transit worldwide. With the merger with GE
Transportation, Wabtec now builds new locomotives up to 5,400 horsepower, and provides
aftermarket maintenance and services for locomotives and passenger transit vehicles. The company
also manufactures advanced electronic products designed to increase railroad operational savings and
improve safety and is interested to demonstrate their Positive Train Control (PTC) technology as IR is
currently deciding between the U.S. and European train control technology for their railway.
1400 – 1730 – Meeting with Virginia Railway Express and Positive Train Control
Demonstration - The delegation will meet with VRE officials to discuss their safety practices and use
of Wabtec’s PTC train control technology. They will then travel in the cab of a Virginia Railway
Express train (taking turns based on the capacity of the cab) to observe PTC in operation on the
Washington, DC to Richmond railway line.
Evening –The team will work with industry to find opportunities for a hosted dinner or a reception to
provide opportunities for further interaction among the delegation and industry.
Day 3: Wednesday – Technology Meetings and Site Visits in Washington DC
0900 – 1100 - Meeting with Federal Railroad Administration (FRA) and Amtrak- FRA’s mission
is to enable the safe, reliable, and efficient movement of people and goods. The delegation will meet
with FRA to learn more about the authority’s role in regulating and coordinating the 500 plus
railroads in the U.S. as well as to review statistics for accidents and the policy and technology
developments to prevent them. FRA provides grants to help railroads develop their collision
avoidance technologies known as positive train control and awarded Amtrak $12.8 million in 2010 to
develop interoperability between ACSES (Advanced Civil Speed Enforcement System) and the ITC
V-ETMS (Electronic Train Management System) architecture being developed by the four major
Class 1s. Amtrak has implemented ACSES on the Northeast Corridor (NEC) between Boston and
Washington DC, utilized for the high-speed inter-city Acela Express and regional commuter services.
ACSES supplements the existing cab signal and automatic train control system, providing full PTC
functionality in support of operations up to 150 mph. The delegation will meet with Amtrak to learn
more about the technologies Amtrak has deployed to upgrade their rail systems to minimize accidents.
Amtrak will discuss other issues and technologies relevant to the delegation, such as operational
efficiency and track maintenance.
1100 – 1300 - Lunch and Tour of Union Station with Washington Terminal Company (WTC) –
WTC and the Department of Transportation own and operate Union Station. WTC will provide a tour
of Union Station with history of the planning and development of the station as well as transit
oriented development around the station, followed by lunch in one of the station’s restaurants.
1400 – 1600 – Meeting and Factory Tour with ENSCO - ENSCO is a leader in the rail industry in
developing new, advanced technologies, including track inspection technologies, track data
management, vehicle track evaluation, rail safety and security, and train control. ENSCO will present
on its track condition measurement and analysis and other relevant technologies and provide a tour of
its Springfield, VA manufacturing facilities.
1630 – 1800 (or evening) – Washington Metro (WMATA) Site Visit Ride on Track
Measurement Vehicle - ENSCO will arrange for a WMATA ride on an active track measurement
vehicle to observe the technology and best practice for operation of this equipment.
Evening – TWG will arrange dinner for the delegation.
Day 4: Thursday –Meetings and Technology Field Visits in Washington, DC & Denver, CO
0830 – 1030 - Meeting with Harsco and Site Visit to Rail Grinding Machine - Harsco Rail is a
global supplier for railway track maintenance and construction. With a broad range of high quality
equipment, cutting-edge technology, and worldwide support, Harsco Rail delivers all major
technologies for track maintenance and construction. The delegation will travel to a point within the
Washington DC region on the North East Corridor rail line to observe Harsco track maintenance
machinery being operated. (Note: track maintenance crews are constantly moving and it will only be
possible to specify the location shortly before the RTM)
1300 Travel by air to Denver, CO (lunch at airport)
1500 – 1730 Travel from Denver International Airport to Downtown Denver’s Union Station via
Denver Eagle Commuter Train & Meeting with Denver Transit Partners - Denver Eagle is a
public private partnership (PPP) whereby Denver Transit Partners (DTP), a special purpose company
owned by Fluor Enterprises and others, has constructed and operates three commuter rail lines and a
commuter rail maintenance facility under a single contract. The history of this unique PPP will be
presented by DTP along with a brief presentation on the transit-oriented development around
Denver’s Union Station. The DIA-Union Station line also uses Wabtec’s positive train control
system.
1730 - Travel by Bus to Pueblo, CO
Evening –TWG will arrange dinner for the delegation.
Day 5: Friday – Research and Training at Transportation Technology Center, Inc. (TTCI) in
Pueblo, CO
900 – 1700 Training at TTCI - Transportation Technology Center, Inc. (TTCI), a wholly owned
subsidiary of the Association of American Railroads, is a world-class transportation research and
testing organization, providing emerging technology solutions for the railway industry throughout
North America and the world. Headquartered in Pueblo, Colorado, TTCI manages extensive track
facilities and state-of-the-art laboratory facilities. Based on the needs of the delegation, TTCI will
provide a day of presentations and site visits covering key issues, such as safety, locomotive, freight
car, passenger coach, and infrastructure (track and bridges) design and maintenance. One particularly
useful training for IR and BanglaRail may be TTCI’s hazardous waste materials spill management
training.
Evening –TWG will arrange dinner for the delegation.
Day 6: Saturday – Travel to Minneapolis, MN
Travel by bus to Denver, CO (possibly side trip to observe freight trains going over the mountains –
the massive freight tonnage and hauling power of the locomotives on these trains is unique to the U.S.
freight rail system); then travel by air to Minneapolis, MN.
Afternoon shopping (e.g. Mall of the Americas) and free time in Minneapolis.
Evening –TWG will arrange dinner for the delegation.
Day 7: Sunday – Attend Railway Interchange Day 1
1200 – 1700 Attend Railway Interchange Indoor and Outdoor Exhibition - Railway Interchange
is the largest railway exhibition and technical conference in North America. Attended by nearly
9,000 rail industry professionals from around the globe, this event showcases the latest technology,
services, and research by members of the Railway Supply Institute (RSI), the Railway Engineering-
Maintenance Suppliers Association (REMSA), and Railway Systems Suppliers, Inc. (RSSI). Railway
Interchange exhibitors include a vast array of companies and organizations, from small to large, and
from all key segments of the rail industry. Over 700 exhibitors will be on hand in Minneapolis for
Railway Interchange 2019, covering: Locomotive, Freight Car and Tank Car Manufacturers;
Mechanical Systems and Component Suppliers Railway Measurement & Maintenance Systems;
Track Safety & Inspection; Track & Rail Maintenance; Track Machinery & Tools; Communication
Systems; and Signal Systems. TWG will work with Railway Interchange to ensure that the
delegation is able to maximize its participation, e.g. participation in international events or receptions.

TWG ’s technical expert will work closely with the delegation to identify appropriate U.S. suppliers
in the exhibition areas to visit with during this first day, organize tailored presentations from U.S.
suppliers, and facilitate the delegation’s tour of the exhibition.
Day 8: Monday- Attend Railway Interchange Day 2
0900 – 1700 – Attend Railway Interchange, Meetings and Presentations with U.S. Suppliers -
TWG ’s technical expert will work closely with the delegation to identify appropriate technical
content on the agenda and additional suppliers in the exhibition area to meet with during the day and
will facilitate the delegation’s participation during Day 2.
Day 9: Tuesday - Loram Meeting/Site Visit and Business Briefing
0900 – 1130 – Meeting and Factory Tour with Loram in Hamel, MN - Loram is a leading supplier
of track maintenance and friction management services and equipment in North America and around
the globe. They provide maintenance of way services to all Class I railroads and many short line,
transit and commuter railroads. Loram has more than 175 machines and 2,100 friction management
units located in 16 different countries.

1400 - 1700 – U.S. – South Asia Rail Safety, Maintenance & Efficiency Business Briefing
Program
The briefing will be organized on the sidelines of Railway Interchange. In addition to our normal
marketing campaign, TWG will work with Railway Interchange to help market the event if possible
and will use the first two days of the event to market to U.S. suppliers. The briefing will provide a
forum for the delegation to provide background on their organizations and discuss potential initiatives
and procurements and interact with U.S. counterparts and suppliers. A notional Briefing Program

Day 10: Wednesday – Meetings and Site Visit with Progress Rail, Departure for
India/Bangladesh
0900 – 1300 – Meeting with Progress Rail Followed by Site Visit to BNSF Railroad’s
Minneapolis Workshops and Lunch - Visit to a regional railroad workshop to see locomotives and
freight cars being serviced, repaired and maintained.

Electro-Motive Diesel, Inc., Progress Rail and EMD work as one team to design, manufacture and sell
locomotives, engines and aftermarket parts to customers around the world.
1400 – 1530 – Wrap Up Meeting with delegation - TWG will organize a meeting on the last day to
collect feedback both formally and informally, talk about next steps and to communicate and finalize
the logistical arrangements for the delegation’s departure.
