The Universal declaration of human rights, adopted by General assembly in

1948, proclaims fundamental rights and freedoms, which all men and women
have, including-among them right to life, liberty and citizenship-nationaity, the
right to freedom of thought, conscience and religion, right to work, education-to
be educated and participation  in the administration. Taking part in government
These rights are legally binding under two international pacts (to which the
majority of states are parties) the participants of which are the majority of states.
One of them is dedicated to economic, social and cultural rights, and the other to
civil and political rights. Together with the declaration they constitute the
international bill of human rights.

The declaration laid a foundation for the preparation of more than 80 conventions

At present, when standart setting activities are nearing completion, United States
is shifting its focus on the field of human rights to the practical implementation of
established norms(rules). The high commissioner for human rights, who
coordinates all activities of the United Nations system in the field of human rights,
works with governments to ensure that they observe human rights more
effectively, ensuring that violations are prevented and cases of abuse are
investigated. The United Nations commission on human rights, an
intergovernmental body, conduct public meetings on the issue of states’
observance for human rights. It appoints independent experts- special
rapporteurs- to report on specific human rights violations or to study the human
rights situation in selected countries.

At the United Nations Office in Geneva a 24-hour fax hotline is available to the
public to report human rights violations.
United Nations human rights bodies are involved in early warning and conflict
prevention efforts, as well as in efforts to eliminate root causes of conflicts. A
number of United Nations peacekeeping missions have a human rights
component. Overall, United Nations activities in the field of human rights are
currently being implemented on the ground in 27 countries and territories.

The promotion of respect for human rights occupies an increasingly prominent
place in the efforts of the United Nations to promote development. In particular,
the realization of the right to development is seen as an element of a dynamic
process that combines the realization of all civil, cultural, economic, political and
social rights and contributes to the well-being of all members of society. The key
to realizing the right to development is to eradicate poverty which is one of the
main goals of the United Nations.

International Law
The Charter of the United Nations sets out to the United Nations a specific task to
promote the progressive development of international law and its codification.
The conventions, treaties and norms that are the result of this work provide the
basis for strengthening international peace and security and promotion of social
and economic growth. Countries, which have ratified these conventions are
legally bound to comply with them.
